A SPECIAL ORDINANCE AUTHORIZING THE SUBMITTAL OF
THE HOUSING DEVELOPMENT FUND APPLICATION TO THE
INDIANA HOUSING FINANCE AUTHORITY
WHEREAS, the Common Council of the City of Richmond, Indiana recognizes
the need to stimulate growth and to maintain affordable housing
within its corporate limits; and
WHEREAS, the Housing and Community Development Act of 1974, as
amended, authorizes the Indiana Housing Finance Authority to
provide grants to local units of government to meet the affordable
housing and community development needs of low and moderate
income persons; and
WHEREAS, the City of Richmond, Indiana has conducted or will conduct public
hearings prior to the submission of an application to the Indiana
Housing Finance Authority, said public hearings to assess the
housing, public facilities and economic needs of low and moderate
income residents.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
Richmond, Indiana that:
The Mayor is authorized to prepare and submit an application for grant funding to
address conditions relating to the rehabilitation of homes throughout the City of
Richmond, Indiana and to execute and administer a resultant grant including
requisite general administration and project management, contracts and agreement
pursuant to regulations of the Indiana Housing Finance Authority and the United
States Department of Housing and Urban Development.
2. That the City of Richmond, Indiana, hereby commits the requisite local funds in the
amount of Fifty Thousand Dollars ($50,000.00) comprised of revenues from the
Revolving Loan Fund as leveraged funds for said program, such commitment to be
contingent upon receipt of HDF funding form the Indiana Housing Finance
Authority.
Passed and adopted this � day of �1996, by the Common Council of
the City of Richmond, Indiana.
