` Regular Session
January 11, 1994
The Greencastle Common Council met in regular session on Tuesday, January 11,
1994 at 7:30 p.m. at Tzouanakis Intermediate School. On call of the roll the following
members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert,
Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present
was City Engineer Joe Woody and Plan /Zone Attorney Matt Headley.
Public Petitions and Comments:
Lloyd Moore was present to comment that the open container law needs to pertain
to everyone in the matter of enforcement. Allen Ellison commented that he is opposed
to the open container law because of the possibility of entrapment, and he would like to
see it repealed.. Councilor Roach suggested that further discussion be held until reading
of the ordinance on the agenda.
Lana Schimpf, President of Main Street Greencastle, made a presentation to
Council which included past, present and future activities of the organization. She
indicated that Main Street is requesting funding from the city in the amount of Six
Thousand Dollars ($6,000.00) per yearfor three years. Discussion ensued concerning the
funding and representation of Council on the Main Street Board. Councilor Murray
suggested that action be taken at the February meeting.
Phil Junker, Director of Greencastle /Putnam County Development Center, and Bill
Marley made a presentation to Council of the activities of the organization. It was noted
that G /PCDC is requesting funding in the amount of Thirty -Four Thousand Six Hundred
Dollars ($34,600.00). Bob Hutchings added that a three year commitment would be
beneficial for planning. Discussion ensued concerning the County level of funding, the
G /PCDC 1994 goals and matching funding from the private sector. Action on the request
was scheduled for the February meeting.
Organization:
Councilor Miles moved to nominate Councilor Murray for Council President.
Councilor Rokicki seconded the motion. There were no other nominations. Councilor
Miles moved to close the nominations. Councilor Rokicki seconded the motion and it was
carried by an aye unanimous vote. Councilor Murray was declared President of Council
for the 1994 year. Councilor Miles agreed to serve on the Housing Task Force and the
Town /Gown Committee. Councilor Calbert agreed to serve as representative to the
G /PCDC Board. Councilor Murray agreed to serve on the Plan Commission until June,
1994. Councilor Rokicki agreed to serve on the Cable Access Programming Committee
• until June, 1994. In June Councilor Rokicki will move to the Plan Commission and
Councilor Roach will serve on the Cable Access Programming Committee.
