Bartlett Avenue Tracie Tobin R-1 Low Density Single Family Residential Village Residential Density The applicant is the owner of 15017 S. Bartlett Avenue, and is seeking a Certificate of Appropriateness (COA) for a new fence on the property. Currently, there is a single-family home on the subject site. The subject property is located in the East Side Historic District and therefore requires a Certificate of Appropriateness. In accordance with the Historic Preservation article of the Zoning Code (Chapter 9, Article XV, Section 9-149(2)), a COA is required prior to the issuance of a permit for any minor or major work involving any new and other construction, alteration, repair, demolition, relocation or other material change that may affect the exterior architectural appearance of any structure or site within an historic district or of any designated landmark building or site. The subject property is located in the East Side Historic District. The Plainfield Historic Urbanized Core Survey from 2005 states that the subject house is a T-Plan building dating to circa 1880/1890. The Urban Survey identifies the subject property as contributing to the local historic district. ANALYSIS The applicant is seeking approval to construct a new fence along the north and east of the property, with the exception of the rear alley. BARTLETT AVE- FENCE COA In order for the Historic Preservation Commission to recommend approval of the Certificate of Appropriateness, they need to consider the significance of the site/building/structure, the general design guidelines, and the U.S. Secretary of the interior’s standards for rehabilitation. Staff finds that the subject property is located in a historic district, and is considered to be historically significant by the 2005 Urbanized Core Survey. The home on the property is also classified as historically/architecturally contributing. Staff believes the proposed location of the fence follows the general design guidelines. Staff welcomes input from the Historic Preservation Commission on the style of fence and material, to better meet the design guidelines and maintain the historic style and character of the site and neighborhood. For example, consideration of picket style constructed of aluminum or wrought iron material. Overall, staff believes that the character of the property can be retained and preserved with the addition of the proposed fence. Staff is looking for input form the Historic Preservation Commission on the applicant’s proposed fence style and material. RECOMMENDATION In advance of any public comment, or discussion among the Historic Preservation Commission, staff recommends approval.
