HomeMy Public PortalAbout2018-04-26 HPC Minutes Meeting of the Historic Preservation Commission Record of Minutes Date: April 26, 2018 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:01 p.m. Roll call was taken: Commissioners Lucas, Schmidt, Derrick, Hendricksen, Hagen, Rapp and Chairman Bortel were present. Commissioners Barvian and Olsen were absent. Also in attendance: Jonathan Proulx, Director of Planning and Kendra Kuehlem, Associate Planner. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Schmidt made a motion to approve the agenda. Seconded by Commissioner Derrick. Voice Vote. All in favor. 0 opposed. Motion carried 7-0. APPROVAL OF MINUTES Commissioner Derrick made a motion to approve the December 14, 2017 minutes as amended. Seconded by Commissioner Lucas. Voice Vote. All in favor. 0 opposed. Motion carried 7-0. CHAIR’S COMMENTS Chairman Bortel stated he will be taking pictures and video of Herbst Financial Advisor and the Law Office of John Argoudelis for the BTD & Preservation Informational Meeting on May 17, 2018. Chairman Bortel stated he spoke to David Herbst about joining the East Side District and Mr. Herbst stated he would like to join the District. Chairman Bortel stated he is also working on the Preservation Watch List. COMMISSIONERS COMMENTS No Comment. PUBLIC COMMENT No Comment. OLD BUSINESS Rehabilitation Grant Program Chairman Bortel stated that Commissioners Olsen and Derrick met with the Village Administrator last month and he met with Trustee Lamb to discuss the Grant Program. Chairman Bortel stated some changes have been made as a result of these meetings which include; total amount available for the grant will be $10,000 per fiscal year, grant reimburses up to 50% of the total project cost the reimbursable amount is not to exceed $2,500 per project, and an applicant can only receive one grant per fiscal year even if they own several properties. Commissioner Derrick asked if the grant will be in the budget this fiscal year. Mr. Proulx indicated that the budget has been adopted but the overall grant amount could be accommodated in this fiscal year budget. Mr. Proulx stated that the HPC will be presenting at the Committee of the Whole (COW) meeting in May 14th and that would be a good time to have a discussion about the grant program. Chairman Bortel stated that the presentation for the COW meeting will include current and future landmarks, and he explained why the grant would be helpful. Commissioner Derrick asked if the grant Historic Preservation Commission Minutes April 26, 2018 Page 2 of 3 will be discretionary for the current fiscal year. Mr. Proulx clarified that the grant is not a line item in the current fiscal year Planning Department budget, but he has been advised by the Administrator and Director of Management Services, should the trustees support the grant, it could be accommodated in this fiscal year budget. Commissioner Hendricksen stated the grant is not meant as a hardship matching, it is to encourage a resident to do something they may be hesitant to do. Commissioner Derrick made a motion to adopt the revisions to the Grant Program Description Draft. Seconded by Commissioner Lucas. Vote by roll call: Lucas, yes; Schmidt, yes; Derrick, yes, Hendricksen, yes; Hagen, yes; Rapp, yes; Bortel, yes. Motion carried 7-0 NEW BUSINESS 1784-040618.HPC 24038 W. Main St. Ralph & Shirley Rouse Commissioner Derrick made a motion to open the public hearing for this case. Seconded by Commissioner Hendricksen. Vote by roll call: Rapp, yes; Hagen, yes; Hendricksen, yes; Derrick, yes; Schmidt, yes; Lucas, yes; Bortel, yes. Motion carried 7-0. Chairman Bortel stated the applicant is not present. Chairman Bortel explained that Ralph and Shirley Rouse own the property and their son Keith lives in house. Ms. Kuehlem stated the applicant is requesting landmark designation for the property located at 24038 W. Main Street. The subject property is an example of a single-family Greek Revival Influence. The Property is located on a 1-acre lot on Main Street (Route 126) just west of Route 59, in downtown Plainfield. Ms. Kuehlem reviewed the period of significance and the findings of fact in the staff report dated April 20, 2018. Ms. Kuehlem stated the subject property is significant because it has remained a residence in Plainfield since the Village’s early days. It is also associated with the Dr. John T. Temple Stagecoach Line that traveled between Chicago and Ottawa. Construction on the original section of the house began around 1833 by Levi Arnold, as a one-story building. In 1859, a one-story addition was made to the back of the house. In 1879, a porch was added to the main entrance of the house that faced the stagecoach line. A second addition was added to the west side of the building in 1907. Ms. Kuehlem stated based on the information available prior to the public hearing, staff believes the subject property qualifies for designation under the aforesaid mentioned criteria. Chairman Bortel provided history on the property, and how property was bought and sold in the 1800’s. Chairman Bortel stated that the owners of the property indicated that they need a new roof and some repairs to the siding. Commissioner Hendricksen stated the all the additions have been done with sensitivty to the original house. Commissioner Hagen asked if there are any other properties comparable to this house. Chairman Bortel state the Flanders House, which was moved. Chairman Bortel provided some history on the Flanders House. Commissioner Derrick asked if there are any parts of the original Halfway House in the current house. Chairman Bortel stated that some of the foundation and wood from the Halfway House was used in constructing Plainfield House. Commissioner Derrick questioned the claim made in the nomination about Historic Preservation Commission Minutes April 26, 2018 Page 3 of 3 the Pottawattamie arrowheads. Chairman Bortel stated that information was acquired from the Historic Society which had letters written by the relatives of the Brockways and letters the Rouses had from the Brockways’ son. Commissioner Derrick asked if any members of the commission have been inside the home. Chairman Bortel stated no. Commissioner Derrick asked what period of significance will be used, the 1833 in the staff report or 1834 in the nomination. Chairman Bortel suggested using 1834 since that was when the property was purchased from the government. Chairman Bortel stated there are five founding family homes still standing and being lived in, and this is one of them. Commissioner Derrick asked why the staff report does not recommend Criterion b & i of the Criterion in the ordinance. Mr. Proulx stated that staff does not disagree with the nomination. Chairman Bortel asked commissioner’s their opinion. Commissioner Derrick stated she is fine with the nomination. Commissioner Hendricksen made a motion to close the public hearing for this case. Seconded by Commissioner Derrick. Vote by roll call: Rapp, yes; Hagen, yes; Hendricksen, yes; Derrick, yes; Schmidt, yes; Lucas, yes; Bortel, yes. Motion carried 7-0. Commissioner Derrick made a motion to recommend approval of 24038 W. Main Street as a historic landmark based on the criteria outlined in the nomination. Seconded by Commissioner Hendricksen. Vote by roll call: Rapp, yes; Hagen, yes; Hendricksen, yes; Derrick, yes; Schmidt, yes; Lucas, yes; Bortel, yes. Motion carried 7-0. DISCUSSION Chairman Bortel discussed the arranging a tour of the Farnsworth House in Plano. Chairman Bortel read the reminders and reviewed the properties that the commission is working on landmarking. ADJOURN Commissioner Hendricksen made a motion to adjourn. Commissioner Derrick seconded the motion. Voice vote. All in favor; 0 opposed. Motion carried 7-0. Meeting adjourned at 7:56 p. m.
