INITIATION: The regular meeting of the City Council of the City of Temple City was called to order by Mayor Tyrell at 2. 7:30 P. M`k The Mayor then led the Pledge of Allegiance to the Flag.. 3. INVOCATION: Invocation was given by Elder Harold Calkins of the 7th Day Adventist Church, 9664 Broadway, Temple City. 4. ROLL CALL: PRESENT: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell ABSENT: Councilmen -None ALSO PRESENT: City Attorney Shatford, City Manager Woollett 5. APPROVAL OF MINUTES: 1. Minutes of August 27, 1962. Councilman Fitzjohn moved to approve the minutes of August 27, 1962, as mailed, Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 2. Minutes of adjourned meeting of August 30, 1962. Councilman Dickason moved to approve the minutes of the adjourned meeting of August 30, 1962, as mailed, Councilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None UNFINISHED BUSINESS: 6. PRESENTATION OF AWARD CERTIFICATE TO ALL STAR TEAM OF THE PONY LEAGUE: Mayor Tyrell presented a Certificate of Recognition to Mr. Alderson who was representing the ALL STAR TEAM of the PONY LEAGUE with congratulations to the team for bringing special recognition-to the City. 7. PURCHASE OF.DINNERWARE AND FLATWARE - LIVE OAK PARK: Parks & Recreation Commission recommend purchase of china; City Manager Woollett advised,the report from the Pasadena Health Dept. was that plastic dishware was not desirable for use in public facilities, and none were in use in their facili- ties. The County Health Dept. advised they were permissable & with the proper use of disinfectants can be as safe as china. Councilman Nunamaker spoke in favor of the plastic dishware. Mr. Gunst and Mr. Lindberg, both of the Parks & Recreation Commission spoke in favor of china as recommended by the Com- mission after considerable study. Following considerable dis- cussion Councilman Merritt moved to approve the recommendations of the Parks & Recreation Commission and purchase china, Coun- cilman Dickason seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Tyrell NOES: Councilman- Nunamaker ABSENT: Councilmen -None 8. NEW BUSINESS: RESOLUTION N0. 62 -234: re Annexation 5 -A NE Temple City, Unin- habited, - setting public hearing for protests. Following discussion Councilman Merritt moved to set the Public Hearing for protests to Annexation 5 -A, northeast Temple City, Uninhabited, for 8 :00 P. M. on October 22, 1962, Councilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker,Tyrell NOES: Councilmen -None ABSENT: Councilmen-None 9. RESOLUTION NO. 62 -2.35: '.!arrants & Demands. Follcxwinr discussio, Councilman Fitzjohn moved to approve Resolution No. 62 -2.35, for warrants and demands in the sum of $10,691.27, numbered fro:; 335 Council Minutes, Sept. 10, 1962, page.2 No. 1809 through 1863, Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 10. TEMPLE CITY JUNIOR CHAMBER OF COMMERCE: Request to operate sound truck. City Manager Woollett advised the Council the Jr. Chambem requested to operate a sound truck on Nov. 6, 1962, to get out the vote, that sound would not be issued within 300 ft. of churches, or 500 ft. of City Hall, hospitals, etc. Following , discussion by the Council, Councilman Dickason moved to instruct the City Attorney to draw an ordinance amending the Municipal Code in such a way that in such isolated undertakings that on petition and approval of the City Council permission could be granted, Councilman Nunamaker seconded, and carried. 11. RECOMMENDED IMPROVEMENTS TO P /A.SYSTEM: Karl Koski, Administrative Assistant, advised he had made some contacts regarding the sound system in the Council Chambers, and recommended retaining the services of Mr. Andrist who has worked on the sound system for the City of El Monte. He would bring in several types of microphones and under actual working conditions experiment with equipment and determine the most de- sirable kind of microphone. On such a consulting basis his fee would be $40. Any changes in microphones would involve addition- al costs and his recommendations would be presented to the Coun- cil after his research. City Manager Woollett advised in so do- ing it would be in such a way that the system would be one that could be taken with us when we move to another building. Coun- cilman Fitzjohn moved to approve retaining Mr. Andrist for the sum of $40.00, Councilman Dickason seconded, roll call vote as fol lows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 12. REQUEST FOR PUBLIC EATING LICENSE, 9661 E. Las Tunas Dr. City Manager Woollett presented a request for a license for a teen -age (18 thru 20 yrs.) restaurant with a milk bar serving soft drinks only and food, to be open Fri., Sat. and Sun. nights from 12 noon to 2 A. M. He advised they had previously had a similar operation in Pasadena and the report from the Sheriffs Dept. was that Pasadena police report no arrest record or inci- dent file. Following a lengthy discussion Councilman Fitzjohn moved that a Public Hearing on this request he set for 8 :30 P. M. on October 22, 1962, Councilman Merritt seconded, and carried. The Parks & Recreation Commission will also consider this and report to the City Council. 13. KIWANIS CLUB: request permission to hang sign over Las Tunas Dr. The City Manager advised this request was to hang a sign adver- tising "YOUTH DAY" from Sept. 11 through 22. Councilman Fitzjohr moved to approve subject to their furnishing liability insurance, Councilman Nunamaker seconded, and carried.4 14. PLANNING COMMISSION RECOMMENDATIONS:requested zone change from R -2 to R -3 at 8917, 8919, 8923 Elm St. by Anton & Mary Scherer. Planning Commission recommend approval. Following discussion Councilman Nunamaker moved to set a Public Hearing+ for Sept. 24, 1962, at 8 P. M. in the Council Chambers, Councilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 15. TRAFFIC COMMISSION RECOMMENDATIONS: Item 7. Establishment of staff liason between this City and oche; jurisdictions in order to expedite the installation of addition- al safety devices at Encinita, Lower Azusa, & Temple City Blvd. 336 Council Minutes, September 10, 1962, page 3 City Manager Woollett stated this involves Rosemead at the Lower Azusa and Encinita railroad crossings, and El Monte at the Temple City Blvd. crossing, and the purpose is to have gates and double flashing lights installed. Councilman Merritt moved to approve the recommendation, Councilman Nunamaker seconded, roll call votE as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None Item 8. Proposed ordinance concerning truck parking on residen- tial streets. Recommend adoption of ordinance restricting truck parking. The City Attorney- advised this concerned commercial vehicles in excess of 6000 over -all weight and 80" width,(exceptingrstieets named as truck routes),except when unloading or loading, and never left standing exceeding 30 min. otherwise. Councilman Nunamaker moved to instruct the City Attorney to draft such an ordinance, Councilman Fitzjohn seconded, and carried. COMMUNICATIONS: 16. a. County Boundary Commission re proposed annexation 279 City of El Monte. The City Manager presented the letter and Council- man Merritt moved to receive and file, Councilman Fitzjohn se- conded, and carried. b. City Manager Woollett read a letter from the Board of Super- visors requesting cooperation of this City in support of neces- sary legislation, orders or policies, to provide qualifications for Cities in this County for financial assistance under the Streets & Highways Code. Following discussion Councilman Dicka= son moved to authorize the Mayor to represent the City and sup- port this legislation requested by the Board of Supervisors, Councilman Nunamaker seconded, and carried. c. City Manager Woollett read a letter from Mrs. Geo. Liden re- presenting the Temple City Chapter, American Field Service, sug- gesting we ask foreign exchange student Roenald Roesch from Ger- many to appear for discussion before the Council. Following dis- cussion Councilman Fitzjohn moved to invite Mr. Roesch to appear before the Council, Councilman Merritt seconded, and carried. d. Community Chest of Temple City: request permission to hang a banner across Las Tunas Dr.during week of 18 -26. Councilman Merritt moved to approve subject to provision of liability in- surance, Councilman Nunamaker seconded, and carried. e. El Monte Community Chamber of Commerce: request endorsement of plan to organize a booster club in favor of the Ontario Inter- national Airport. City Manager Woollett read the letter of re- quest and following discussion Councilman Fitzjohn moved to re- fer the letter to the Chamber of Commerce, Councilman Merritt seconded, and carried. 17. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward at this time. 18. MATTERS FROM CITY OFFICIALS: Councilman Nunamaker referred to the San Gabriel Humane Society and that during discussions they had stated they would welcome members. He advised that 15 people of Temple City desired. membership in the Society but could not be considered in Sept. He felt they were not living up to what they said and have turn- ed down people that came here and helped sway the Council to go to them. He felt they were trying to bypass the issue and wish - it to be reported to the Council and in the record. Mayor Tyrel stated they did not guarantee to accept members but welcomed ap- plications, however the City Manager will check this out. City Manager Woollett advised the independent audit has been cm plated and the Finance Committee will make a report and recom- mendation on this audit at the next Council meeting. The City Manager read a letter from Melvin Daigren requesting 337 1 1 Council Minutes, September 10, 162, page 4 permission to paint house numbers on curbs in this City. The City Council previously had Given permission to the Sea Scouts and in checking with them they will send us a letter terminatinc their desire to paint house numbers. This is a high school stu- dent and he asks a donation of $1, and as long as he is asking for a donation and not charging a fee he needs a permit from '' the City Council. Councilman Fitzjohn moved to allow him to do so, Councilman Merritt ,seconded, and carried. City Manager Woollett read a letter from Bishop &.Associates Inc: requesting the City Council to go on record declaring Oct. 16 -22 as "Constitution Week" and urge citizens to take note of the , event. Councilman Dickason so moved, Councilman Nunamaker se- conded, and carried. The City Manager called the Council's attention to the transfer of the off -sale liquor license from Darr Stores to Wm. Glesby & Sons, inc., at 5406,Baldwin Ave., reported by the Alcoholic Beverage Control. Councilman Merritt moved to receive and file, Councilman Fitzjohn seconded, and carried. At this time Mr. Gunst, Chairman of the Parks & Recreation Com- mission requested permission to speak. He stated a committee from the Pop Warner group came to him and said the City Council had turned down their request to solicit for a few ads for their programs and requested him to speak in their behalf. This or -: ganization known as the "Christian League" was organized back in 1946 with 15 members and is now one of the largest boys and girl, club in the County and quite a few young people of Temple City belong to this group. Following discussion clarifying the situ- ation Councilman Nunamaker moved to rescind the previous motion denying permission, and also that they go to the Chamber of Com- merce and get a blue card to assist them, Councilman Merritt , seconded and carried by the following roll call vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 19. ADJOURNMENT: Councilman Fitzjohn moved to adjourn, Councilman Merritt second- ed, and carried. Council adjourned at 8 :40 P. M. until the next regular Council meeting on September 24, 162, at 7:30 P.
