HomeMy Public PortalAbout2/04/1994 public hearingO CITY OF GREENCASTLE Public Hearing February 4, 1994 The City of Greencastle conducted a public hearing on Friday, February 4, 1994 at 4:00 p.m. at PSI Energy Office, Indianapolis Road. The session was called to order by Max Johnson of the Greencastle Housing Authority. Bill Wieland St. Andrews Episcopal Church Marge Smith 613 Anderson, GC Margot Payne Opportunity Housing Beth Newton Watson Putnam Cc Mental Health Sally H Gray County Court Judge Ed Neary 810 Stadium Dr, GC Barbara Neary 810 Stadium Dr, GC Charles T Miles GC City Council Thelma Bumgardner GC Township Trustee Chanty Pankratz GC Community Schools Mr. Johnson explained the purpose of the hearing to be to discuss application to the Indiana Housing Finance Authority for a grant in the amount of $200,000.00 for the Acquisition /Rehabilitation of property for an Emergency Shelter. The following comments and questions were received: Sue Rice stated that she is enthusiastically in favor of the project. Sally Gray indicated that the community desperately needs this type of facility and that she was impressed with the breadth of the population it will serve and the type of services it will provide. She continues that there are people who have no place to go and placement at the Boone County Jail Facility now costs $35.00 a day. When asked about the availability of other grant monies for the shelter, Mr. Johnson noted that • GHA would be applying for operational grants. Marjorie Smith noted that the GHA Board has been discussing the possibility of a Citizens advisory Commission to oversee operations. When asked about an apartment for a full time resident staff person, Mr. Johnson responded that the intent is to provide full time staffing , but not as a resident. He continued that GHA would like to emulate the service provisions of the Jeffersonville facility. Rev. Bill Weiland indicated that the Greencastle Emergency Ministries would be able to make funds received from FEMA go farther and help more people if such a facility were available in this community. Concerning security, Mr. Johnson noted that an alarm system will be used between areas with lock down at night. In discussion of time limit, Mr. Johnson responded that the intent is to not impose a specific time limit. Discussion continued concerning the projected number of homeless in the area, the number of people who have requested assistance from the various agencies. Mr. Johnson noted that Chief Hanlon had 65 occurrences of assistance in 1993. Mrs. Bumgardner indicated that the Greencastle Township had 78 occurrences of assistance in 1993. Further discussion occurred concerning a site for the facility, service provisions and working with other agencies. Sally Gray thanked the Greencastle Housing Authority for taking the initiative on this project.
