R. Lowenbach, the following named members of the Common Council of the town of Leesburg assembles in the Mayor's Office this October 29, 1919, and on call of the i " roll the following members responded present, to-unit: C. R. Lowenbach, giavor, John T. Hourih.ane, L. C. Rollins, 0. N. Casey, H. C. T. Ewing and L. T. Fry, Councilmen. The Mayor, presiding, announc•oo n_ yorrum to be present for the transaction of business and suggested that some member be designated to act as recorded in the place of J. E. ',irht, Recorder, absent. Where-upon John T. Hourihane was duly elected recorder Pro Tem and the Mayor then declared the meeting open for the transaction of business and stated that the object of this special meeting,as declared in call by the Mayor, to be for the purpose of considering the advisibility of levying a tax upon the Bank stock of the stock-holders of the Peoples National bank of Leesburg, Virginia, and of the Loudoun National Bank of Leesburg, d Virginia, located in the town of Leesburg, Virginia. . v There-upon H. C. T. Ewing, Chairman of the Finance Gommittee,of- fered the following resolution, to-wit: Whereas the School Board for �M the school district for the town of Leesburg has represented to the Officials of the said town of Leesburg that said School Board is in need of addition- al revenue for public school purposes of said school district; and Whereas, the present revenuesof the town of Leesburg are hardly �y u sufficient for Governmental purposes and it isprovided y b the g tatutes of Virginia that the town CounC1'. of Incorporated Towns may levy a tax not exceeding on every x,100.00 of the actual value of bank stock of banks located in their respective towns; now, therefore be it enacted by the n y Common Cou��n dl of the town of Leesburg of Loudoun County, Virginia, that a + � r tax of �p on ever n Y $100.00 of the actual v Iue thereof be and the same VyC is hereby levied upon the bank stock of each and all the stock holders j of the Peoples National Bank of Leesburg, Virginia and of the Loudoun �lU iNational Bank of Leesburg, Virginia, located in the town of Leesburg, . Il Virgins-s, to be assessed according to law for the year a€ 1919, and that 50% of the revenue to be derived from this levy, be and the sena is, in accordance with the Statute in such case made and providedihereby appropri- ated for the use of the public school purposes for the school district for the town of Leesburg and the rest of such revenue to be applied to town purposes according to law. After some discussion and on motion duly seconed , the foregoing y resolution was unanimously passed and adopted as an ordinance of the ` CO"non CourAl 1 of the town of Leesburg. There being no further business before the meeting, on motion, duly seconed,the Mayor declared the meeting adjurned to meet on the next regular meeting night.
