HomeMy Public PortalAboutResolution 02-33 Recreation FeesRESOLUTION NO. 02-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO, AMENDING THE FEES TO BE CHARGED FOR THE SERVICES OF THE RECREATION DEPARTMENT; AND ESTABLISHIING AN EFFECTIVE DATE. WHEREAS, Section 1-9-9, McCall City Code, allows for fees to be charged for services of the Recreation Department; and WHEREAS, Resolution 02-28, adopted October 24, 2002, amended the fees to be charged; and WHERAS, the Recreation Director and Recreation Committee recommend a sibling discount be added to the scholarships; BE IT RESOLVED by the Mayor and Council of the City of McCall that: Section 1: Definitions: (A) Resident is a person or family who lives inside the city limits. (B) Non-resident is a person or family who lives outside the City limits. (C) Household is those persons living together in the same dwelling unit. (D) Recreation card entitles non-residents to pay resident fees for all programs for the year. It is valid for one year from the date of purchase. Section 2: Fees: (A) Gymnastics Resident Fees: $34.00 per month for one hour per week $50.00 per month for two hours per week $62.00 per month for three hours per week $74.00 per month for four hours per week Resolution No. 02-33 Adopted by Council December 12, 2002 Recreation Fees (B) Gymnastics Non -Resident Fees: $40.00 per month for one hour per week $59.00 per month for two hours per week $74.00 per month for three hours per week $88.00 per month for four hours per week (C) T-Ball Fees: Resident — $20.00 Non-resident — $30.00 (D) Youth Baseball Fee: Resident — $30.00 Non-resident — $45.00 (E) Youth Softball Fee: Resident — $30.00 Non-resident — $45.00 (F) Men's Softball League Fee: Resident — $200.00 sponsor fee + $10.00 per player fee Non-resident — $200.00 sponsor fee + $15.00 per player fee (G) Softball Tournament Fee: Resident & Non-resident — $200.00 entry fee (H) Swim Lesson Fee: Resident — $40.00 Non-resident — $60.00 (I) Tennis Lesson Fee: Resident — $30.00 Non-resident — $45.00 (J) Wine Tasting Fee: Resident — $30.00 Non-resident — $45.00 (K) Recreation Card Fee: $40.00 for one year per household Resolution No. 02-33 Adopted by Council December 12, 2002 Recreation Fees Section 3: Calculation for New Programs: (A) New programs will include the following costs: 1. Instructor fees 2. Supplies 3. Rental of facilities 4. Miscellaneous costs associated with new program 5. 10% administrative charge on total of 1 through 4 (B) The minimum number of participants it takes to make the class a reasonable cost or the minimum amount that an instructor will teach divided by the total program cost in Section 3(A) will be the cost per participant. Section 4: Policies: (A) Each class will have a minimum and a maximum number of participants. If the minimum number of participants is not reached, the class is cancelled. (B) Participants enrolling after the start of the month will be pro -rated based upon the number of weeks left for that month. (C) Non-resident fee is 50% more than the resident fee. (D) Registration forms and payments are accepted at City Hall. Section 4: Refunds: (A) A total refund in the form of a check will be issued, at the request of the participant, if the class the participant has registered for is cancelled. (B) Pro -rated refund credit vouches will be issued if: 1. The participant is physically unable to participate and has a letter from a physician stating such. 2. The participant is moving out of town. (C) A refund credit, minus a $4.00 processing charge, will be issued when the participant cancels 7 days before the starting date of the activity. Refund credits will be good for any Recreation Department activity for 1 year from the date of issue. Resolution No. 02-33 Adopted by Council December 12, 2002 Recreation Fees (D) Refunds will not be issued, except under Sections 4(A), (B), and (C), after the first scheduled session of the activity. (E) Refunds will not be granted on McCall Recreation Cards. (F) Applications for refunds must be submitted to the Finance Director at City Hall. (G) Refund requests must be submitted within 30 days of the period in question. Section 5: Scholarships and Discounts: (A) Scholarships are available for participants to help offset the cost of the programs. Eligible recipients may receive up to a 50% fee waiver if they meet the guidelines established. (B) Siblings qualify for a 50% discount in fees for the After School Program with the payment of the first child for each additional child participating in the program. The Sibling Discount is considered a scholarship. (C) Siblings qualify for a $5 discount in fees for the Heartland Gymnastics Program with the payment of the first child for each additional child participating in the program. (D) Scholarship forms may be obtained at the Recreation Department or City Hall. All forms must be submitted to the City Manager for approval. One scholarship is allowed per participant. (E) Volunteers who are head coaches or instructors of classes, who have children participating in the program they are instructing or volunteering for, will receive a 50% discount in fees for his/her child/children. Section 6: Effective Dates. The above fees came into effect on December 12, 2002 and shall remain in effect until further action by the City Council.
