Tybee Island Planning Commission
October 3, 1988
I. The meeting was called to order by Chairman John Hutton.
Also present were; Mary McAfee, Loree Anderson, John Lewis,
Tommy Clark, Warren Bell and James LaFavor. Jimmy Brown and.
Tom Hollingsworth were absent.
II. Minutes were read and corrections were made in Item VIII.
III. Correspondance: Letter from Rusty concerning planning.
IV. Report of Secretary: Staff and Time: $30.15 for September.
Need volunteer Typist for Master Plan.
V. Committee Reports: Unauthorized Lodging Facilities and Bed
And Breakfast; An oral report was made by John Lewis and
Tommy Clark. A written report will be turned in before the
next meeting.
VI. Unfinished business:
1. FEMA final revision;
a. Possible changes - (a) "mfg" replaces "mobile"
b. GFI breaker outlets below flood level
c. 8 -5 -17 )A zone Residential) recommends adding "surveyor"
d. mech. & elect equip - need to talk to FEMA re. service fac.
(Section 8 -5 -18 (c))
e. John Hutton will check with gas & elect co's & with FEMA.
2. Copies of letters to developers concerning Final Plats
accepted as information.
3. Master Plan Update: Jimmy Brown's report. Asked for review
and comments. Ditto for James LaFavor on Library.
New Business:
1. Preliminary sketch - Chatham Avenue Parcel - Mary McAfee
moved to approve and Loree Anderson 2nd. Vote was
unamimous in favor to accept.

AN ORDINANCE OF THE CITY OF TYBEE ISLAND CODE OF ORDINANCES,
Section 2 -4 -13 Leave Polices, Paragraph (a) Annual Leave, subparagraph
(3) Vacation Leave Schedule.
BE IT ORDAINED, AND IT IS HEREBY ORDAINED BY THE MAYOR AND COUNCIL IN OPEN
MEETING ASSEMBLED THAT THE CODE OF ORDINANCES OF THE CITY OF TYBEE ISLAND
BE AMENDED BY THE DELETION OF CODE SECTION 2- 4- 13(a)(3) &(4);the substitution
of a new code section to be numbered and titled the same, reading as follows:
2 -4 -13. Leave policies.
(a) Annual Leave.
(3) Vacation Leave Schedule
i. Vacation leave shall be scheduled with particular
attention to seniority of employees, departmental operating requirements,
and, insofar as possible, the requests of the employees.
ii. Requests for vacation leave shall be made in
writing to the department head at least 2 weeks in advance of the desired
vacation date.
iii. Vacation may not be taken in increments of less than
one -half day.
iv. Vacation leave may be accrued to a maximum of 30
days.
v. Pay in lieu of vacation leave may be granted if
approved by the department head and /or the council committee.

AN ORDINANCE OF THE CITY OF TYBEE ISLAND CODE OF ORDINANCES
FOR THE PURPOSE OF AMENDING CODE SECTION 4- 1 -1(7) Chief of
Police; Powers & Duties, and for other purposes.
BE IT ORDAINED, AND IT IS HEREBY ORDAINED BY THE MAYOR AND COUNCIL IN
OPEN MEETING ASSEMBLED, THAT Paragraph 7 of Code Section 4 -1 -1 be deleted
in its entirety, and that a new paragraph, to be numbered and titled the
same, be inserted in its stead, to read as follows:
Code Section 4 -1 -1 Chief of Police; powers and duties.
Paragraph (7) Be in charge of the police department and have supervision
over the members thereof in the exercise of their powers, duties and authority;

WHEREAS, On the 28th day of September, 1988, Eugenia
McCamps 1Ji11is will reach the 90th anniversary
of her birth, and
WHEREAS, Mrs. 111 l 1 i s has wi 1 l i ngly served the community,
dedicating her time and expertise to many various
public service projects, especially to the children
she taught ire one of America's best examples of a
"one room school house" and
WHEREAS, Mrs. Willis also proved herself to be an exceptionally
knowledgeable, alert and able citizen of the Tybee
Island community over many years and becoming known
and revered for her wisdom and tolerant spirit;
iHOW, THEREFORE, BE IT RESOLVED) THAT TiHE CITY OF TYBEE ISLAND, by
its Mayor and Council, extend to Mrs. Willis its
humble expression of esteem for her serving the town
fa i thful ly and wel 1 , and its best wishes for her
good health, success and prosperity for many years
to come, on the occasion of her 90th birthday.
