HomeMy Public PortalAbout4/05/1994 public hearingCITY OF GREENCASTLE Public Hearing April 5, 1994 The City of Greencastle conducted a public hearing on April 5, 1994 at 6:30 p.m. at Tzouanakis Intermediate School. Present for the hearing were City Engineer Joe Woody, City Attorney John Zeiner, Council President Sue Murray, Grant Administrator Tami Parker, Clerk- Treasurer Judith Berry, Water Superintendent Leon Phillips, Sewage Superintendent Charlene Nichols. The purpose of the hearing was to explain the pending water project, the pending sewer extension project and the CF93 -127 grant modification proposal. Mr. Woody corrected the legal notice information to say that the original grant is being modified from an amount of $500,000.00 to an amount of $460,000.00. Discussion ensued concerning the addition of the Foxridge water extension into the grant project, the placement of the lift station in the sewer extension project, and the financing issues. The attached discussion notes concerning the above projects were available for review. There were no questions or comments from the public. The hearing was adjourned at 7:00 p.m. 0 Joseph L. Woody, Preod Officer ATTEST: U Judith Berry, MC, ?C le 0 " FOX RIDGE (PHASE II) WATER AND SEWER PROJECT CFF GRANT SCOPE CHANGE JUSTIFICATION (03/29/94) Backeround / Reason for Design Change: As previously submitted, during preliminary design, it appeared that Phase II of the Fox Ridge Sewer project would be able to gravity flow east and north into the City's sanitary sewer collection system. However, during design it was determined that sufficient fall did not exist for the sewers to gravity feed into the existing collection system. Therefore, a lift station is required. Recently, a mini -study was conducted by the City Engineer to determine the optimum location for the new Fox Ridge Lift Station. Bonar and Associates originally proposed to locate the lift station on City property at the SE. corner of the intersection of Veteran's Memorial Highway (SR 240) and Zinc Mill Road. However, the optimum location from a system life-cycle cost perspective proved to be approximately 1,300 feet east - northeast along the east boundary of the City's Old Industrial Site. The optimum location is due south of the 5th St. Lift Station and will make use of the existing force main from Avenue E, north to Old SR 240. By placing the Fox Ridge Lift Station directly south of the 5th St. Lift Station, " both 5th St. and Heartland Lift Stations can be abandoned. 5th St. Lift Station must be abandoned before the new Fox Ridge Lift Station can be put in service, since Fox Ridge Lift Station force main will tie into the existing 5th St. Lift Station force main. Abandoning the Heartland Lift Station, which currently flows into the 5th St. Lift Station, is necessary at this time due to age and repairs which will have to be accomplished within the next year, if it is to remain in service. Since the proposed Lift Station location is outside the Phase II area, the costs for the lift station will not be included in the grant modification budget. However, since the City had previously planned to replace existing 2 inch diameter water lines in the Phase II area, water improvements which are located in the Phase II area will now be included in the grant modification budget. Permi IDEM permits are required for both the water and sewer improvements. The sewer permits were submitted on March 21, 1994. The water permit is to be submitted on April 1, 1994. In order to obtain permit approval prior to the April 17, 1994 deadline for release of funds, the permitting agencies have been contacted and expressed a willingness to expedite the permitting process. No INDOT permits are required for the Phase II work. 0 ® Revised Pro iect Scope Sanitary Sewer The wastewater collection system consists of 6,708 feet of 8 inch diameter PVC SDR -35 sewer main along Martinsville, Tennessee and South/Chadd Streets, as well as, along Zinc Mill Road. The collection system will serve the Fox Ridge Phase II area and will outlet into a new wastewater lift station which will replace the 5th Street and Heartland lift stations. Water The water distribution system improvements consist of replacing existing 2 inch diameter water mains with 8 inch diameter ductile iron water mains. A total of 4, 737 feet of water main, 9 fire hydrants and appurtenances will be installed to improve water quality and fire protection in the Fox Ridge Phase II area.
