HomeMy Public PortalAbout5/10/1994" GREENCASTLE COMMON COUNCIL Regular Session May 10, 1994 The Common Council of the City of Greencastle met in regular session on Tuesday, May 10, 1994 at 7:30 p.m. at Tzouanakis Intermediate School. The meeting was called to order by Mayor Harmless, who presided. On call of the roll the members were shown to be present or absent as follows: Present: Councilor Sue Murray Absent: Councilor Tom Roach Councilor Jerry Calbert Councilor Charles Miles Councilor Mike Rokicki Mr. John Zeiner, City Attorney and Mr. Joe Woody, City Engineer were also present. Approval of Minutes: The minutes of the April 12th regular session were presented to Council. After correction to paragraph three, Councilor Calbert moved to approve the minutes as corrected. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote of members present. " Department Reports: In addition to the monthly statistical reports, the following comments were made. Councilor Murray asked Sewage Superintendent Charlene Nichols if questions from the public concerning the projects could be addressed to her office. Mrs. Nichols responded affirmatively. Councilor Calbert commended the Greencastle Police Department for their action in the recovery of his car. Discussion occurred concerning the opening date of the swimming pool and the 1994 pool pass rates. Discussion concerning the meeting with the County Commissioners about the Cumulative Bridge Fund included the items of compromise. Mr. Wright is to inventory the bridges inside the corporate limits and Mr. Woody is to develop criteria for bridges to be the responsibility of the County. These two documents will then be delivered to the County Commissioners for review. Discussion occurred concerning the Park House renovation and expected completion date. E " CC 5110194 Page 2 Recommendations and Requests from Officers and Departments: Ordinance 1993-15, An Ordinance Authorizing Conveyance of Real Estate Bythe Greencastle Community School Corporation to the City of Greencastle, was presented for second reading and was read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1993 -15. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1993 -15 to have been passed and adopted this date. Ordinance 1994 -4, An Ordinance Amending Ordinance No. 1993 -06 Being the 1994 Salary Ordinance forthe City of Greencastle, was presented for second reading and was read by title only by Mayor Harmless. Councilor Rokicki moved to approve Ordinance 1994 -4. this motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1994 -4 to have been passed and adopted this date. Mayor Harmless stated that Ice Miller Donadio & Ryan, attorneys of Indianapolis, employed by the City as bond counsel, had prepared a form of bond ordinance for consideration by the Council in the matter of the financing of the construction of improvements and additions to the sewage works of the City. He then sated it would now " be in order for the Council to consider said ordinance. Ordinance 1994 -6, An Ordinance of the City of Greencastle authorizing the issuance of Sewage Works Revenue Bonds for the purpose of providing funds to pay the cost of certain additions, extensions and improvements to the municipal sewage works of said City, providing for the safeguarding of the interests of the owners of said bonds, other matters connected therewith, including the issuance of notes in anticipation of bonds, and repealing ordinances inconsistent herewith, was presented with title read by Mayor Harmless. Mayor Harmless noted that copies of Ordinance 1994 -6 would be available for further review by the public at City Hall and the Putnam County Public Library. Councilor Murray moved to table Ordinance 1994 -6. This motion was seconded by Councilor Miles. Discussion ensued with Ms. Bette Dodd of Ice Miller Donadio & Ryan explaining the ordinance and the checks and balances available to Council. Mr. John Seever of H.J. Umbaugh explained the method to arrive at the parameters of the proposed ordinance. Mr. Woody explained the projects and time lines. Councilor Calbert requested that Council be notified as soon as possible of any issues concerning the projects. After discussion, Councilor Murray moved to rescind the original motion to table and thereby approve Ordinance 1994 -6 on first reading. Councilor Miles seconded this " motion and on call of the roll was carried by the following vote: CC 5/10/94 Page 3 AYES: Councilor Murray NAYS: Councilor Miles Councilor Calbert Councilor Rokicki Mayor Harmless declared Ordinance 1994 -6 to have been passed on first reading. Council Reports and Comments: The ordinance violations bureau proposed form of ordinance was discussed. Councilor Murray moved to reappoint Ruth Ralph to the GCSC School Board. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote of members present. Councilor Murray moved to appoint Steve Gaully to a one -year term on the Greencastle Redevelopment Commission. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Discussion ensued concerning the Mr. Woody's projects and certain time tables. A special meeting was set for May 24, 1994 at 5:00 p.m. . Councilor Calbert expressed a concern about the Wal -Mart Distribution Center tax abatement and asked that the specifics of the issue be presented at the next Council meeting. There being no further business presented to the meeting, on motion duly made by Councilor Murray, seconded by Councilor Calbert and unanimously carried by members present, the meeting thereupon adjourned.
