Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on June 11, 2018
In the Boardroom
Trustee Bonuchi called the meeting to order at 7:00 p.m. Board Present: Trustee O’Rourke, Trustee
Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee Larson, and Trustee Newton. Board absent:
Mayor Collins. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen
Persons, Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Inspector;
and Ken Ruggles, Police Commander. There were approximately 20 persons in the audience.
Trustee Lamb moved to appoint Trustee Bonuchi as this evening’s Chair. Second by Trustee Larson.
Vote by roll call. O’Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes; Newton, yes.
6 yes, 0 no. Motion carried.
Trustee Lamb moved to approve the Minutes of the Special Meeting, Committee of the Whole
Workshop, and Executive Session held on May 14, 2018. Second by Trustee Larson. Voice Vote.
All in favor, 0 opposed. Motion carried.
PRESIDENTIAL COMMENTS
Trustee Bonuchi:
x Read a Proclamation, proclaiming June 15, 2018 as Plainfield North Day.
x Expressed concern regarding dirt mounds and code enforcement issues.
x Pointed out that the Village does not own the Baci’s building and asked the Village
Administrator to review the history.

x Thanked the officers and everyone that responded to an accident near his home.
Trustee Larson commented on the K-9 Memorial.

WORKSHOP
1) THE FIELDS OF PLAINFIELD CONCEPT PLAN
Mr. Daniel Kramer, attorney for the applicant, stated the applicant is proposing 100 age-restricted
single-family homes on 28 ½ acres with an additional 5 acres for commercial at the southwest corner
of Route 126 and Drauden.
Trustee Lamb stated the he like the concept and he would like to see landscaping on the back lots on
the west and south sides. Trustee Larson expressed concern regarding the cul de sacs, the lengths of
the road, and would like to see buffering along the west and south sides. Trustee Wojowski indicated
that he too would like to see buffering along the west and south sides. Trustee Bonuchi indicated
support for the project. Trustee O’Rourke expressed concern with enforcing age-restrictions. Mr.
Kramer stated that they can put the restrictions in the covenants. Trustee Newton inquired about
stormwater management.5

#2 PARK WEST CONCEPT PLAN
Mr. Anthony Pasquinelli, owner of AP Homes, stated that he is proposing a 70-unit townhome
development at the northwest corner of 127th Street and 248th Avenue. Mr. Pasquinelli addressed
changes/suggestions made from the Plan Commission. Trustee O’Rourke stated that he would
support the concept, but expressed concern with the C-6 area. Trustee Newton suggested instead of
having north/south road go through the development, to curve it around and allowing for green space.
Trustee Larson stated that she was in agreement with the green space suggestion, and expressed
concern regarding access. Trustee Lamb indicated support for the concept and green space. Trustee
Bonuchi liked the changes made and would like to see the materials complement the existing
neighborhood. There was some general discussion regarding access points as well as the location and
positioning of some of the buildings.
#3 INDIAN OAKS UNIT 7
Mr. Gary Datro and Mr. John Argoudelis, attorney, presented a concept plan for 2 duplex buildings
on the parcel known as Indian Oaks Unit 7 that is located at the end of Van Dyke Road between
Wallin Woods and Mather Woods. There was general support for the development. Trustee Newton
stated that he would prefer two single family homes rather than 2 duplexes.
#4 GAS STATION SITING DISCUSSION
Mr. Jon Proulx stated that staff is seeking input from the Village Board on the concept of having a
new gas station and convenience store in the extended downtown core west of the DuPage River.
The Village Board did not indicate support for a gas station in the expanded downtown.
Trustee Bonuchi read the reminders.
Trustee Lamb moved to adjourn. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed.
Motion carried.
