Hon. Mayor & 'Town Council of the 'sown of Leesburg,
Leesburg,Va.
Gentlemen: -
We beg to submit the following report having carefully
gone over the `Sown Sergeant's report, we find that he has return-
ed - $480. of auto tags with value *600.
$110. of dog tags with value *175.
In the report he should have charged himself with *600.
worth of tags and received credit for the tags returned,with the
dog tags he should have charged himself with 0175. and credited
himself with tags returned.
In reference to water bills returned for credit which
is nearly 257o of the water bills charged,which seems to us is
far too great an amount uncollected and we would suggest that
publication in our local paper of the due date of water bills
be made and unless same were paid within thirty days thereafter
that water would be cut off.
Licenses- Nearly 10%a of licenses were returned for
credit and in reference to this we would suggest that renewal
licenses should be paid within thirty days from due date and
all new licenses be paid before people are permitted to open
business.
We find that :the hauling of garbage cost 5.3293.50,
the maintenance of the horse and cart :234.64, work on the
streets $1472.35.
During the year the town paid -

We find that the hauling of the garbage, maintenance
of the horse and cart, and cleaning the streets cost over $20004
Ile do not find any credit for the dirt that has been
sold.
Believing the cost of hauling the garbage and main-
tenance of horse and cart, and cleaning of the streets is costing
the town too much for what it is receiving, we recommend that
we get two good men by the year, which vie believe can be gotten
for $60. per month each. Conteact the garbage out as we do the
slop, sell the horse and cart, and get a truck, and by two men
wotking all the time we can keep the streets clearer and with
a truck soon dispose of the cleanings, and believe the town can
secure a good profit from the street cleanings. At the sw:ie time
these men could be used at the pumping station,which has cost
quite a little during the past year paying extra men to relieve
u:r.Hough. They could also be used as extra police and do what-
ever other work the town wanted.
These are a few of the things that have occurred to us
and we recommend the same to the l'iayor and Council.
We further urge the Council that the half of the bank
tax collected in July 1925 amounting to $1.543.96, less one-half
of the Attorney S' fees amounting to $276.25, leaving a balance
of $1267.71, due the County School Board be paid at once, as
this belongs to them and do not Ipt us get further behind with
them.
We further request a record of all names, amounts paid,
and when paid for auto tags and dog tags, and on and after
September lst,1925, an itemized list be presented to the
Council within sixty days from the due date of each and every
bill that has not been paid for tags, license, water bills
and taxes.
