Motion by Nielsen second by Van Heiden to approve the minutes of the May regular meeting, May 16th special meeting and May 31st special meeting. All ayes, carried. Motion by Lindaman second by Van Heiden to approved the Treasurer’s report for May. All ayes, carried. Motion by Nielsen second by Meints to approve the following bills for payment. Kathy Akkerman, Library Board President, presented Jennifer Nazario and Sandra Henning as nominees to the Library Board. The Mayor then approved the nominations. Motion by James second by Lindaman to accept the nominations to the Library Board. All ayes, carried. Jim Rodemeyer and Cindy Knox presented information regarding the Housing Rehabilitation grant. Motion by Nielsen second by Lindaman to approved Resolution 06-2005-1 a resolution of the City Council of the City of Wellsburg, Iowa, authorizing the Mayor to sign a contract with the Iowa Northland Regional Council of Governments (INRCOG) for the administration of the Community Development Contract with the Iowa Department of Economic Development. Roll call of votes. All ayes, carried. Motion by James second by Meints to approve Resolution 06-2005-2 a resolution of the City Council of Wellsburg, Iowa, adopting and equal opportunity policy for Wellsburg, Iowa. Roll call of votes. All ayes, carried. Motion by Lindaman second by Nielsen to approve Resolution 06-2005-3 a resolution of the City Council of Wellsburg, Iowa, adopting an anti-residential displacement and relocation assistance plan for Wellsburg, Iowa. Roll Call of votes. All ayes, carried. Motion by Meints second by Van Heiden to approve Resolution 06-2005-4 a resolution of the City Council of Wellsburg, Iowa, adopting policy on the prohibition of the use of excessive force. Roll call of votes. All ayes, carried. Motion by James, second by Lindaman to approve Resolution 06-2005-5 a resolution of the City of Wellsburg, Iowa, adopting a lobby policy governing the lobbying of housing and urban development personnel and/or department of commerce personnel, for the City of Wellsburg, Iowa. All ayes, carried. Mayor Fox appointed Gary James, Vincel Meints and Wendy Lage to the Housing Rehabilitation Committee. The Mayor declared that this was the time and the place for the public hearing on plans specifications, form of contract, estimate of cost and notice to contactors for the receipt of bids. Being there were no oral or written objections the Mayor declared the Public Hearing closed. After a discussion of the bid opening and the bid amounts a motion was made by Nielsen second by Lindaman to table the acceptance of a bid until the July meeting. All ayes, carried. Kristi Wildung, Central Iowa Rural Water, presented new contract information. Motion by Van Heiden second by James to approve the contract with the following changes: bringing the street up to grade and financing the remaining project cost. The Mayor and City Clerk have approval to sign the contract after all changes have been made. All ayes, carried. Motion by Lindaman, second by Van Heiden to approve Resolution 06-2005-6 a resolution to initiate proceedings to offer for sale real property located in the City of Wellsburg and to set July 5, 2005 at 7:15 P.M. as the time a date for public hearing on the proposed sale. All ayes, carried. Motion by Lindaman second by Van Heiden to approve the following building permits: Steve Hippen, Don Geerdes, and Mike Miller. All ayes, carried. Motion by Van Heiden second by Nielsen to approve Cigarette Permits for Casey’s General Store, Mike’s Supermarket and the Wellsburg Tap. All ayes, carried. Motion by Nielsen second by Van Heiden to transfer the location of the Wellsburg Community Club Liquor License. All ayes, carried. Motion to adjourn James, second by Lindaman.
