The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Council President Ronald' Rios
approximately 7:00 P.M. on Thursday, June 5, 2003, Mtmicipal
Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL
Councilmembers Randy Krum " Frank Parisi
" Ronald Rios
" Joseph Sitarz
" Brian Sosnowski
Also noted present was Borough Attorney Robert J. Bergen, Esq2.
Noted absent were Mayor Daniel J. Reiman and Councilmember
Susan Naples.
The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE
Pledge of Allegiance led by Council President Ronald Rios. OF ALLEGIANCE
The Clerk stated that on May 30, 2003, in full compliance with the STATEMENT OF
Open Public Meetings Act, a notice of tonight's meeting was sent to MEETING NOTICE
The Home News Tribune, The Star-Ledger and posted on the bulletin
board.
Upon MMS&C, by Councilmembers Sitarz and Sosnoyvski and APPROVAL OF MINUTES
unanimous affirmative vote of the five (5) Councilmembers present,
the minutes of May 8, 2003 were approved as transcribed and
engrossed by the Clerk.
Councilmember Krmm gave a presentation to the Little League and COMMENDATIONS:
Girls' Softball recipients who hit the first homertms of the season. LITTLE LEAGUE &
GIRLS ' SOFTBALL
Council President Rios congratulated Sarah Androvich and Michael
Merz who were in attendance and Katie Mac Donald who wasn't
present but would be able to pick up her award at the Clerk's Office.
Council President Rios named the students who applied for the World COMMENDATIONS:
Trade Center Scholarship and said he was proud of them. He I/ORLD TRADE CENTER
explained how these students qualified for their one thousand;dollar SCHOLARSItIP I/INNERS
check and how the money was raised for this scholarship. He said
some of the students were at the high school receiving their awards
from Vi~ce Manetta but Angela Guiliano's dad Gary was in
attendance to accept her award.

Upon unanimous affirmative vote of the five (5) Councilmembers
present, all reports were ordered to be received and placed on file.
.T~tL~R)II~ Crl. l~'l'l*>--q BUILDiNGS & GROUNDS: Councilmember Sosnowski in the
absence of Committee Chairperson Naples said grass has been
replanted by the Library. He said the sprinkler system wa~ repaired
for the Library/Senior Center and the alarm system was repaired at the
Police Department. He said work in the basement at Borough Hall is
midway through. He said there would be a Kindergarten class planting
flowers in the back of the Library. He reported progress.
FINANCE & ADMINISTRATION: Committee Chairperson Parisi
said Resolution #03-171, refinancing 1995 bonds, would save the
Borough close to two hundred thousand dollars and he gave credit to
Patrick DeBlasio. He spoke about the State not getting back to anyone
on the Extra Ordinary Aid and felt we should know where we stand by
the end of June. He spoke about the Finance Committee meeting with
the phone company and said they should have a presentation at the
next Agenda Meeting. He spoke about the West Carteret tra,.'fic signal
and said he hoped there was an end in sight.
FIRE: Committee Chairperson Sosnowski said May 18th through May
25th was Emergency Services Week and the firefighters and EMT's
visited all the third grade classes in the Borough. He spoke about the
Extraction Drill that the Fire Department participated in on Saturday.
He said the Eagle Scouts would be working with the Streets and Roads
Department on a Fire Hydrant Marker Project. He spoke about the
accident at Astaris, formerly FMC and commended the firefighters for
their quick action in this emergency.
Mayor Reiman thanked firefighters fi.om Perth Amboy, S6uth Amboy,
Sayreville and Woodbridge for responding and said he felt everyone
came together. He thanked the First Aid, OEM and the Fire
Department.
PARKS & RECREATION: Committee Chairperson Krum said the
weather is hurting us with the landscaping, but they are moving
forward. He spoke about the band shelter and said it should be done
soon. He said the Summer Youth Program starts in July and gave the
details. He said Sports Day was cancelled and would be rescheduled

POLICE: Committee Chairperson Rios said the traffic detour is on a
trial basis and briefly explained. He said he anticipates purchasing
2000 computer software disks-Computer Cop-he explained how this
would monitor children on the Internet. He spoke about the officers
who were attending various law enforcement classes. He said there
were two arrests at the DWI checkpoint and forty-eight summonses.
He spoke about the $7,300.00 and gave the details. He said they had a
May Blitz, "Click-it-or-Ticket" for seatbelt laws. He said the SUI;
Special Investigation Unit has been reactivated and during the month
of May there has been twelve arrests. He said he felt very positive on
how the Police Department is very proactive and doing a good job. He
~vanted everyone to be aware that if anyone sees flares in the sky, the
Coast Guard will be shooting flares in the Arthur Kill between 7 and 9
P.M. as a rehearsal and no one should get alarmed. He said it should
be on Ch~.nnel 36.
PUBLIC WORKS: Committee Chairperson Sitarz said the Pilot
Program for street sweeping is going fine, there are not that many
complaints. He said the senior bus has been lettered. He spoke about
a police car that has been redone for general use at Borough Hall. He
said the Sewer Department has been cleaning the catch basins since
there has been some blockages due to the very heavy rain. He reported
progress.
BOARD OF EDUCATION: Councilmember Parisi in the absence of
Committee Chairperson Naples said Councilmember Naples has
scheduled a meeting for June 9th at 7:00 P.M. in Borough Hall.

without proper training and without proper equipment and supplies;

WHEREAS, during the first year of fighting, the United States Forces
suffered some of the worst defeats in United States Military History;

Continued) War, remembered only by its surviving veterans; and
WHEREAS, the Korean Veterans are celebrating the 53rd Armiversary
of the start o£the Korean War, June 25, 1950; and
WHEREAS, the surviving veterans will meet again on July 27, 2003
and the 50th Armiversary of the Cease Fire at Arlington Cemetery to
honor their Fallen Comrades; and
WHEREAS, the Congress of the United States, with enactment of
Public Law 194-19 has decreed that beginning in the year 1995 and
each year thereafter, July 27th be designated as "Korean War Veterans
Armistice Day" and the citizens of the United States of America have
been called upon to observe said date each year with appropriate
ceremonies in honor of the Americans who died as a result of their
service in Korea;

Mrs. Gaydos, Hermarm Street asked if there were any complaints
about the pump station or the sewer building since they couldn't flush
the toilets in her area.
Councilmember Sitarz and Mayor Reiman said they didn't hear any

Don Norbut said the Dorothy Street Pump Station was upgraded and is
operating fine. He said it has to do with ground water elevation rising
and the high tide. He said their firm is not authorized to do a survey in
that area.

Len Scheno, 280 Washington Avenue said he was appointed to the
Office on Aging and Mrs. Muhammad needs help.
Mayor Reiman said there is no money for help in that department.
Mr. Scheno asked questions about employees of that department.
Mayor Reiman said he couldn't talk about anything specific.
Mr. Scheno said he felt we should get into the AWTS Program, Area
Wide Transportation System, and spoke about the county program.
Hugo Omega, 38 Atlantic Street suggested the town be vigilant about
standing ~vater since they are breeding places for mosquitoes. He said
Channel 36 asked residents to report rental violations and there are
four mailboxes at 40 Pulaski Avenue, but he is not sure if it is a rental
violation or how the building was zoned.
Mayor Reiman said they would look into both problems and
explained.
