HomeMy Public PortalAbout8/25/1994 specialGREENCASTLE COMMON COUNCIL Special Session August 25, 1994 The Greencastle Common Council met in special session on Thursday, August 25, 1994 at 6:30 p.m at Tzouanakis Intermediate School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present was City Attorney John Zeiner. Public Petitions and Comments: Mr. Troy Scott expressed a concern about the damage to the sewage treatment plant and what chemicals may have been emitted during the incident. Mrs. Nichols explained that the bacteria at the plant had been suffocated and the department was working on the clean up. Discussion ensued about the smell being more pungent than ,j ust a sewage smell. It was noted that Lobdell Emery will be held responsible for the damage to the plant and that every effort will be made to keep the public informed. Tami Parker, Main Street Greencastle, requested Council's decision on the appropriation for the Moose parking lot improvements. Councilor Calbert moved to approve the request for an appropriation of up to $2,500.00 from the Industrial Development Fund and that the same be forwarded to CACFID for their approval. This • motion was seconded by Councilor Miles and was carried by an aye unanimous vote. Recommendations and Requests from Officers and Departments: Ordinance 1994 -13, An Ordinance for Appropriations and Tax Rates, was presented and read by title only by Mayor Harmless. Councilor Murray moved for approval of Ordinance 1994 -13 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Ordinance 1994 -12, An ordinance amending Ordinance No. 1980 -14, being an ordinance amending Ordinance Nos. 1966 -7, 1977 -13, 1977 -15 and 1980 -10, being an ordinance establishing rates and charges by the City of Greencastle, Indiana, for use and service of its sewersystem, providing charges forconnection and providing forcollections thereof, was presented and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Ordinance 1994 -12 as presented. This motion was seconded by Councilor Rokicki. Discussion ensued concerning the financing of the bond issue. It was noted that paying principal on the new issue immediately, instead of waiting seven years when the current bond issue is retired, would require a rate increase of 23 %. Amortizing the first seven years with interest payments only would require an 18% rate increase. Councilor Calbert noted that he preferred the alternative of paying principal immediately, thereby saving the additional $246,000.00 in interest. Councilor Rokicki indicated that he e would prefer to maintain the 18% rate increase and retire the current bond issue before retiring bonds in the new issue. His concern, he noted, was the additional 5% increase CC 8/25/94 Page 2 • and how it would affect rate payers. Councilor Murray noted that she understands the concern when considering a rate increase, however, she agreed that retiring the bonds would best be in the best interest of the rate payers. After further discussion, Councilor Roach moved to amend Ordinance 1994 -12 to reflect a rate of $2.22 per 100 cubic feet and minimum bill of $7.38. This motion was seconded by Councilor Calbert. On call for the question on the amendment motion, the motion was carried by an aye unanimous vote. On call for the question on the motion to approve Ordinance 1994 -12 as so amended, the motion was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1994 -12 as amended to have been passed on first reading. Public Hearing: Mayor Harmless opened a public hearing concerning Resolution 1994 -17, A Resolution Authorizing the Additional Appropriation for the Greencastle Economic Development Income Tax Fund. Resolution 1994 -17 was presented and read in its entirety by Mayor Harmless. Mayor Harmless asked for any comments or questions from the public. Jack Billman asked about the appropriation. Mayor Harmless explained the Greater Eastside Sewer Separation Pro ect. Thelma Bumgardner asked about the work on 10th Street. After further discussion of the 10th Street pro ect, and there being no other comments or questions, Mayor Harmless closed the public hearing. Councilor Murray then moved to approve Resolution 1994 -17 as presented. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. With no further business, Councilor Calbert moved for adjournment. This motion was seconded by Councilor Roach, was carried by an aye unanimous vote, and the meeting was ad3ourned at 7:50 p.m. Michael M.
