RT. 30- SPECIAL USE FOR TRUCK PARKING ANALYSIS The applicant is requesting special use approval to permit parking for semi-trucks in the I-1 zoning district. The site will be used as a parking lot for truck drivers to park their semi-trucks while in town, or personal vehicles while at work driving. The applicant is proposing 160 total parking stalls. The spaces would be rented to individual truckers, with a maximum of 60 spaces reserved for Dukane Precast trucks. There will be no cross-dock or distribution uses associated with the parking. The applicant has also stated that overnight sleeping would not be permitted. The applicant has long-term plans to construct an additional industrial building on the site, consistent with the approved plans for the nine industrial buildings that make up the Plainfield Small Business Park. The applicant has graded the site for the future building pad. The proposed truck parking is an interim use of the site until such time as the applicant moves ahead with the future building plan. Staff notes that the current parking material is asphalt grindings, not conventional asphalt paving, which staff supports as an alternate paving material due to the interim nature of the use. Parking on this site will require stormwater detention. The applicant has reconfigured the east area of the site to meet the needs of a detention basin. Staff notes that the basin should be cleared of any debris or material stockpiles in order to assure that it functions as designed and provides the full detention capacity. In order for the Village Board to grant approval of a special use, it must make two findings of fact, as follows: a.) The special use will not be injurious to the use and enjoyment of other property in the immediate area for the purposes already permitted, nor substantially diminish property values with the neighborhood; and Staff finds that the special use is compatible with the nearby industrial uses. Both the Plainfield Small Business Park, including the DuKane Precast to the south and Kuusakoski to the north, involve heavy truck traffic and uses that are more intense than the proposed truck parking. Considering that the spaces will be rented to individual operators with different schedules, staff believes that the traffic generated by the operation will be sporadic and intermittent. The limited traffic volumes would also be consistent with traffic volumes generated by existing uses permitted at the Plainfield Small Business Park. The applicant has also stated that he will construct a berm that should help create a smooth transition between industrial and residential uses. Staff would look for input from the Board of Trustees if the applicant should also install landscaping in addition to the berm. b.) The establishment of the special use will not impede the normal and orderly development and improvement of the adjacent properties for uses permitted in the subject zoning district. Staff finds that the proposed use can be accommodated as an expansion of the Plainfield Small Business Park. Only three of the nine approved buildings have been constructed. Staff also notes the interim nature of the use and the potential for a permanent building to occupy the site in the future. PLAN COMMISSION At the July 17th meeting of the Plan Commission, several residents voiced their concerns with the proposed special use request. These concerns included noise, pollutions, traffic congestion, property values, safety, and appearance. Staff would like to note that some of the noise concerns that the public referenced from the past, was from the Dukane Precast site, and not the subject site. Commissioner Minnis wanted clarification of the terms of lease between the applicant and the people renting the parking spaces. The applicant stated that the leases are 3-month terms. Commissioner Renzi was concerned with the truck pollution in relation to runoff and the material of the parking lot. The applicant stated that the lot would be composed of 12 inches of 3-inch stones, with six inches of asphalt grindings on top. All commissioners felt that the timeline for the proposed use should be defined, as the applicant has stated that the use would be temporary. Commissioner Green was concerned about safety and enforcement of the no overnight use of the lot. The applicant noted that no overnight sleeping would be permissible as a part of the terms of the lease, and there would not be a security person present overnight. The Plan Commission’s motion to recommend approval of the special use request included a third stipulation, and the motion failed, 3-3. CONCLUSION/ RECOMMENDATION In conclusion, staff believes that the truck parking will not result in negative impacts to adjacent properties or uses nor property values in the area. In advance of discussion by the Board of Trustees, staff recommends approval. Should the Village Board concur, the following motion is offered for your consideration: Special Use I move we adopt the findings of fact of the Plan Commission as the findings of fact of the Board of Trustees and, furthermore, grant approval of the special use for the non-occupied truck parking of up to 160 trailers for the property located at 13611 S.
