Hello Diana,
Thank you for forwarding the photographs. Within the span of twenty-seven minutes, I have received six
emails labeled as "Donahues Delivery". I make the presumption that you are referring to the our
communications that initiated on 08/26/19 through 09/23/19 regarding B &G Sheet Metal overnight
deliveries. At that time, the business owner denied receiving overnight deliveries. The emails are included
at the end of this email chain.
The delivery truck depicted in the photographs (unknown date and time) is in front of B &G Sheet Metal;
not Donohue's. If I can make-out the writing on the side of the truck, it looks like: "Homans Assoc. HVAC
Equipment and Supplies".

The material is being copied to Steve Magoon, Director of Community Development and Planning &
Assistant Town Manager for follow-up with the Team. As more information becomes available, I will
advise. Thank you.
Best,
Angie

Good morning, Diana,
It is unfortunate to hear that deliveries are occurring during the overnight hours. I have not been made
aware of this situation by others in the neighborhood.
As stated in my 09/03/19 communication: "Any assistance, that you, or your neighbors, can offer to
confirm and document the occurrences would be greatly appreciated". Was the WPD contacted?
Our email conversations have been ongoing since 08/26/19; to no avail. The business owner has denied
any overnight deliveries.
So that we can move forward with a plan of action; please contact the Watertown Police Dept. at 617-
972-6500, if and when you are awoken. There must be confirmation of deliveries in order to negate the
business owner's assurances. Thank you.
Best,
Angie

Good morning, Ms. Patterson,
As noted in the 08/29/19 email from Steve Magoon at8:10 A.M.; the business owner has indicated that:
"they get no late night deliveries". The entire Team has been copiod on all our communications and is
aware of your concerns.
Any assistance, that you, or your neighbors, can offer to confirm and document the occurrences would he

date, time, etc,; I would suggest calling the WPD at 617-972-6500 to issue a complaint. The date and
time of your call wiII be recorded; with an officer response; on a priority basis. lust my

No disrespect but How on earth can that building pass a health
inspection? That building at the very least is a fire hazard! .. in fact there
was a fire there recently that being said the rodents live in that building! How
can he possibly pass an inspection! I'd say send a different health inspector
something doesn't sound ethical there. The building is a hazard on many
levels. It is not in acceptable condition and the rodents are coming into my
home. He does not live here-but I do and his building should not interfere
with my living conditions. And it does!
Thank you kindly, Diana Patterson

I will have our staff contact the property owner and request that he address the late night
deliveries. However, I will note that the Zoning Ordinance does not restrict hours of deliveries, so
we will have limited ability with Zoning to force him to stop deliveries. Thanks

Hello Steve and Larry,
This morning, I received a followup email from Ms. Diana Patterson, 56 Bigelow
Ave.,#24, advising of a 4:00 A.M. delivery in the area of her residence. There was
previous indication that the deliveries were for 61 Bigelow Ave., although, I cannot
substantiate.
When you have the opportunity, please review and advise. Thank you.

Dear Ms. Patterson,
Thank you for taking the time to write regarding neighborhood issues on Bigelow Ave.
Your concerns, are also my concerns.
The first reason for the email, I presume refers to 61 Bigelow Ave., B &G Sheet Metal
Co. Within this email chain are a sampling of communications dating to 07/30/18,
07/27/18 and 02/26/18, regarding the subject matter. Attached are photographs of
preexisting conditions and a 08/06/18 letter from the Coolidge Village Condominium
Assoc., supporting efforts for legal actions against the property owner.
The current exterior conditions speak volumes for the work done by Watertown's Team
and Legal Counsel to cleanup the property. The property owner did comply with health
and zoning requirements.
During the enforcement process; Watertown's Inspectional Services viewed the
building and property. To the best of my knowledge, the aesthetics of the building, and
junk that is visible through the front windows are not zoning and health violations.
The deliveries that you mention as occurring prior to 7:00 A.M., have not previously
been been brought to our attention. If possible, I would suggest making note of the
dates and times and reporting the incidents to the Health Dept. (617-972-6446) and
Zoning Enforcement Officer (617-972-6427) for followup with the business owner.
Noisy overnight deliveries are not acceptable in a residential area.
The second area of concern that you mention is Donohue's, at 87 Bigelow Ave. The
WPD does patrol our neighborhood streets, on an ongoing, 24/7 basis. The assistance
of area residents is needed to make nuisance issues known to enforcement authorities.
Please document the incidents by contacting the WPD (617-972-6500). If conditions
persist, a neighborhood meeting can be convened to discuss with all parties.
Herein, I am copying the Town's Team to be aware of your concerns and to act
accordingly. When more information becomes available, I will advise. Thank you.
Best,
Angie

Subject: Bigelow Ave
Dear Ms Kounelis,
My name is Diana Patterson I live on Bigelow Ave across from the metal shop..one of
the reasons I'm writing to you. Can you please explain to me why I have to look at that
eye sore everyday! The building is a disgrace his Shades are ripped and torn not that
he ever pulls them down to cover the mess in his windows. The building needs
painting and to add even more insult to this matter for the last two years I've been
overrun with mice and I'm pretty sure that his building is a big DRAW for mice and
rats! He has deliveries at the very least three times per week-which wake me each and
every time! Some deliveries are at 3:15 a.m. some at 5:15 a.m. and some at 2:30 a.m.
why is this aloud?
2ndly.. Donahues..the people leaving the building in the evenings are intoxicated and
causing issues. Here's a list of what I witnessed..
1.). Men abusing girlfriends or wives
2.) arguments
3.) peeling out of parking spaces
4.) spiking cans on the sidewalk and street
5.) blasting car radio
6.) standing outside carrying on 15 minute conversations in a loud drunken voice.
Might I say that if the police just took the time to routinely drive down Bigelow Ave
beginning at 11:00 p.m. until bar closing... just having police presence would eliminate
any one of the complaints listed above if not all of them. Consistency...of a police car
would end it.
I pay considerably high taxes to live here on this Avenue and my everyday life is
disrupted and disturbed on a daily basis and nightly basis. Why...? I love my home and
should not have to deal with any of the above issues. Please tell me what you can do
to help.
Thank you kindly, Diana Patterson
