AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE
UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
BROWNFIELDS CLEANUP GRANT PROGRAM
WHEREAS, The United States Environmental Protection Agency Brownfields Cleanup Grant
Program has grant funding available; and
WHEREAS, the City of Richmond desires to submit a grant application to assist with the costs
associated with environmental remediation at the old Indiana Gas building located
at 16 East Main Street; and
WHEREAS, a 20% local match is required for this grant, which 20% local match will be
provided for the City of Richmond by the Indiana Finance Authority Federal Grant
Matching Incentive Program, so long as the City of Richmond provides an
additional 5% local match of the total funding of the project.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond is hereby authorized to submit a grant application to the United
States Environmental Protection Agency Brownfields Cleanup Grant Program to assist with the
costs associated with environmental remediation at the old Indiana Gas building located at 16 East
Main Street.
2. The City of Richmond is authorized to accept said grant funding in an amount up to
Two Hundred Thousand Dollars ($200,000.00).
3. The City of Richmond shall be required to match 5% of the amount of the total of the
funding grant, up to a maximum of Twelve Thousand Dollars ($12,000.00).
4. Said funds, if awarded to the City of Richmond, shall be appropriated for
assistance with the costs associated with environmental remediation at the old Indiana Gas
building located at 16 East Main Street.
