M. The main issue up For discussion was the new Library, with Mr. Geller of the County Library Dept., and Mr. Fickes of Fickes and Fickes, Architects present. Council Roll Call: PRESENT: Councilmen - Fitzjohn, Merritt, Tyrell ABSENT: Councilmen - Dickason, Nunamaker ALSO PRESENT: City Attorney Shatford and City Manager`n!oollett. City Manager 400llett advised the County had committed them- selves to an additional $15,000. for the exterior of the Library and complete carpeting inside. Another question involved was regarding putting the mechanical room in the basement making room for additional tables and reference room. 4m. Geller, Assist. Librarian, advised that in talking about a 40 yr. building he would certainly endorse the additional expenditure of funds in talking about exterior of brick and carpeting throughout. Architecturally the plans have met all of their requirements, but if the Council feels the basement would afford more space on the operating floor, he advised he would commit the County to spending the extra amount. County Librarian Henderson and Mr. Geller have agreed to put a 50,000 book capacity in the building. If the Council wishes to make this move into the basement for the mechanical room he would go along and agree. Councilman Dickason arrived at this time. 8 :40 P. M. Councilman Dickason asked what the addition costs would be in making this change. Mr. Fickes explained the additional expense of putting the mechanical room in the basement, and needing additional space For an air -way, which would make it about 560 sq. ft. in this basement room. This cost would be about $62.00.00. Then the additional 500 sq. ft. upstairs had been figured at the mechanical room costs at approximately 8.50 per sq. ft, and to finish as the other area including carpeting, acoustical equipment, built -ins, light fixtures, etc., would involve about $5000,00. In figuring the total additions the carpeting would be around $6000.00, and face brick exterior over masonry around $1.35 per sq. Ft. or about $6000. together with 8% fee would be around $25,000.0!:. Mr. Geller advised the County would co along with this. City Attorney Shatford asked Mr. Geller when the County would pay fo;- this additional cost, and Mr. Geller advised the County could advance this amount or pay it additionally when they buy the property. Councilman Fitzjohn moved to instruct the City Attorney to prepare necessary documentation after consultation with the County Counsel or County Counsel representing the Library District, wherein or whereby, the County will provide for additional expense of approxi- mately $25,000.00 incurred for the following items: carpeting, face brick, and change over of plans of the mechanical room to a basement facility and enlarging the library to that extent, Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Nunamaker Mr. Fickes showed the Council different colors of face brick and after discussion the Council agreed on a light off -white type brick The parking lot situation was discussed and it was brought out that the lot behind the engineering building would be available to the library for parking after 4.*. M, which was approved by Mr. John Lambie, County Engineer. 339 1 1 Council Minutes, September 27, 1962, page City Manager :400llett advised the Council regarding the County Fair passes in the City Hall. The City Manager requested the Council to set a public hear- ing for October 22 at 7:45 P. M. for hearings on curb and gutter on Glickman, and on Olive Sts. Councilman Fitzjohn so moved, Councilman Merritt seconded, and carried. City Manager Woollett requested the City Council to author- ize the City Manager by minute order to proceed with petition for sale or removal or clearance of the property of the American Legion building_, Councilman Merritt so moved, Councilman Dickason seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Tyrell NOES: Councilmen -None ABSENT: Councilman - Nunamaker The City Manager brought up for discussion the program of replacement of curb and gutter damaged by tree roots as the area needs work done in general area north of Las Tunas and west of Temple City Blvd. On the Live Oak situation the Council stated we do not remove a tree unless absolutely necessary. There are three property owners in this area who planted these trees who are dead set against their: re- - moved. The sidewalk and curb are hazardous caused by the tree roots. if not repaired, which cannot be done without removing the tree, the City has liability. This causes a drainage problem also. These ad- dresses under consideration at present are as follows: 9102 Hermosa, damaged sidewalk 6163 Loma Ave., damaged curb 6047 Hart Ave., damaged gutter Following discussion the Council agreed to look at these lo- cations and take this up again at the next meeting. The next item the Manager . presented pertained to curb and gutter installed all under one project on Agnes between Miloann and Howland. He presented a check for approval payable to the contractor for the 5O per foot improvement program. He explained this covered all the area but one corner who originally signed up and then withdrew, and later wanted the contractor to come back in and put the curb in which the contractor would not do. At present this property owner is in the process of getting someone else to do the work, and if not done can be required to do so to complete the area. Councilman Fitzjohn moved to authorize the drawing of a check in the amount of $1073.21 for this purpose, Councilman Dickason seconded, roll call vote as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Tyrell NOES: Councilmen -None ABSENT: Councilman - Nunamaker Councilman Fitzjohn moved to set a public hearing for Oct. 22, 1962, at 7 :40 P. M. for curb and gutter at 9002 E. Howland Ave. Councilman Merritt seconded, and roll call vote as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Tyrell NOES: Councilmen -None ABSENT: Councilman - Nunamaker Councilman Fitzjohn moved to adjourn, Councilman Merritt seconded, and carried. Council adjourned at 7:30 P. M. until October 8, at 7:30 P. M. in the Council Chambers. ATTEST: City Clerk 340
