November 10, 2008 7:00 P.M. Greencastle City Hall
Call to Order; Roll Call
A. Mayor Murray called meeting to order at 7:00 PM all present.
II. Public Hearing — Ordinance 2008 -15, An Ordinance To Fix the Salary of Elected
Officers Of The City of Greencastle
A. Mayor Murray opened Public Hearing at 7:02 PM, closed at 7:04 PM on motion
by Jinsie Bingham, second by John Lanie, unanimous approval.
III. Public Petitions and Comments
A. None heard.
® IV. Special Requests
A. Lights of Love — December 2, 2008 at 6:00 PM
1. Use of City Hall for program
a. Mayor Murray shared information regarding Lights of Love request
to move the ceremony to City Hall where they will plant a tree at
City Hall. Cathryn Ensley present requesting use of City Hall for
the 25 anniversary of the annual event.
i. Motion by Jinsie Bingham to approve the request of Civic
League to move ceremony to City Hall, second by Terry J.
Smith, unanimous approval.
B. Christmas Parade — December 2, 2008
1. Rolling Street Closure of Indiana Street from Washington to Franklin ending
at approximately 6:00 PM. Also asking for street closure from 5:00 PM to
8:00 PM of Indiana from Franklin to Washington Street.
a. Holly Wiatt present is representing this request.
i. Motion by John Lanie to approve request as presented,
second by Mark Hammer, unanimous approval.
V. Department Reports
A. Cemetery — Ernie Phillips
B. Engineer —
C. Fire Department — Bill Newgent
0 D. Park and Recreation — Rod Weinschenk
E. Planner — Shannon Norman
1. Update on various projects. Sonic hopes to open in mid December.
• College Corner update; old liquor store is down and will be graded and old
asphalt will be removed. ERT team partnered with owner to do training on
this demolition.
F. Police Department — Tom Sutherlin
1. Present to comment regarding article in Banner Graphic negative
comments about GPD cars outside of city limits. Policy change allows GPD
officers to be outside of city limits and outside of Putnam County for training
and other police related events. Terry J. Smith thanked Chief Sutherlin and
department for the recent "Hunter Education" held for young people in
Putnam County.
G. Department of Public Works — Brad Phillips
1. Present to update on leaf season; 600 yards picked up; asphalt project
going well and sidewalk project nearing half completion. Some light posts
for square have been installed. Have purchased equipment to do tree
testing for better assessment of trees next year. Last day for leaf pick up is
November 26, 2008.
H. Water &Wastewater Department — George Russell
1. Present to share the loss of a long time employee to cancer last week,
Terry Fuller, a huge loss to the department and was an inspiration to all who
knew him.

A. Regular Meeting October 14, 2008
1. Motion to approve with correction to item VI; B by Jinsie Bingham, second
by Adam Cohen, unanimous approval.
VII. New Business
A. Ordinance 2008 -15, An Ordinance To Fix the Salary of Elected Officers Of The
City of Greencastle, First Reading
1. Mayor Murray read this Ordinance in its entirety. Motion by Mark Hammer
to approve on First Reading as read by Mayor Murray, second by John
Lanie, unanimous approval.
B. Ordinance 2008 -16, An Ordinance Amending Ordinance 2008 -14, An
Ordinance Establishing The Size Of the Departments Of City Government Of
The City Of Greencastle, Indiana, Fixing Salaries for The Employees Of Such
Departments And Fixing The Salaries Of Certain Other Appointed Officials For
The Year 2009, First Reading
1. Mayor Murray read this Ordinance in its entirety and explained this is an
addition to the Utility Department with removal from engineering
department. Motion by Adam Cohen to approve on first reading, second by
Terry J. Smith, unanimous approval.
C. Resolution 2008 -23 — A Resolution Authorizing A Temporary Loan For The
City of Greencastle Cemetery Fund
1. Mayor Murray read this Resolution in its entirety, motion by Terry J. Smith
O to approve, second by Jinsie Bingham, unanimous approval.

VIII. Approval of City Claims
A. After review of claims by Mark Hammer and discussion of extraordinary claims
a motion to approve with second by John Lanie, unanimous approval.
IX. Reports
A. Mayor's Report
1. First of light poles are in and will be installed soon. Will be entertaining a
petition in December regarding economic improvement district downtown.
Some new items for Personnel policy including sick bank.
B. Clerk- Treasurer's Report
1. Updated Council on new phone plan and savings. CT Glenn shared that
Deputy CT Pam Pierce has worked to reduce cost related to cell phones
and will be changing to AT & T through HOP in January 2009.
C. Councilors
1. Mark Hammer and Jinsie Bingham updated Council on Mike Rokicki
Scholarship Fund. Asking if Council desires to continue this process. The
scholarship is generally $500 and each councilor that wishes may
contribute to this fund. Will bring back to council in December a report on
potential students.
2. John Lanie reported that PCCF needs an appointment from this Council.
Currently Therese Cunningham is the appointee and she is willing to
continue for another term. Will bring this back in December for meeting.
