Special Session
October 3, 1994
The Greencastle Common Council met in special session in conjunction with the Putnam County
Commissioners on Monday, October 3, 1994 at 5:00 p.m. at the Courthouse. On call of the roll the
following Council members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert,
Councilor Sue Murray, Councilor Charles Miles. Councilor Mike Rokicki was absent. Also present was City
Attorney John Zeiner, City Engineer Chris Barnes, County Attorney Bob Lowe, County Commissioners Don
Walton, Gene Clodfelter, and Dennis O'Hair. The Commissioners opened the meeting with the Pledge of
Allegiance.
Councilor Murray opened the discussion with the question of the county's definition of a bridge and
if there would be any reimbursement the city's expenses for emergency repairs of Albin Pond Road culverts
#1 and #2 out of the county cumulative bridge fund.
Mr. Walton stated that the county has not used cumulative bridge funds for culverts in the past.
Mr. Zeiner noted that the city has provided, upon request of the county, an inventory of the bridges inside
the city limits that the city feels should be repaired with cumulative bridge fund monies. Mr. O'Hair stated
that the county uses those funds for bridges over 8 feet. Councilor Calbert noted that the statute already
defines bridge for purpose of using cumulative bridge funds.
Councilor Roach noted that the city would like services provided inside the city limits at the same
level as those provided outside the city limits, as city residents also contribute to the cumulative bridge fund.
Attorney Lowe stated that if a specific criteria is not set there will not be enough money. Mr. O'Hair stated
that the county has 184 bridges over 20 feet and if the criteria was changed to 8 feet, there would be an
additional 391 bridges.
Mr. Clodfelter suggested a 50/50 split for the expenses of repairs on bridges inside the city limits.
It was suggested that City Engineer Chris Barnes work on a specific criteria for bridges inside the city limits
that would be available for maintenance with county cumulative bridge fund monies. Councilor Murray
asked if culvert #1 and #2 meet that criteria, would county reimburse the city for the emergency repairs
already made. Mr. Clodfelter indicated that the county would make reimbursement if the culvert meet the
agreed criteria.
It was suggested that the Council and the Commissioners meet again on November 21, 1994 at
5:00 p.m. at the courthouse to continue the discussion.
The meeting was adjourned at 6:10 p.m.
