Harrison, Mayor and Members of the Town Council of the Town of Leesburg, in Virginia. The undersigned committee heretofore appointed to confer with a committee of the citizens of this community in respect to the con- struction of the "White Way" on Main street, extending from Loudoun to Cornwall streets in this town, respectfully report: First: Your committee, with the late R. M. Jackson, its chair- man, met the citizens committee in conjunction with representatives from the Chesapeake & Potomac Telephone Uompany and the Virginia Pub- lic Service Company, on the matter of this "White Way'', on more than one occasion. These representatives of these two companies gave em- phatic assurances of the desire of the companies to cooperate with the citizens and representatives of the town government in making this improvement. The telephone company had its engineer here who went over the ground and this company is willing to remove its poles from this section of Main street and bring the telepbLone lines into the build- ings from the rear of the buildings and bear the entire cost of this change, which is practically four thousand dollars. The Virginia. Public Service Company which we are informed has a working agreement with the telephone company as to the use of the poles of the telephone co pany, has indicated that it will likewise bring the current into the buildings on main street in this section in the rear of the buildings and %•,ill make the connections in conform - V with the requirements of the Virginia "nderwriters Association. This will be a material advantage to the owners of these proper- ties, a substantial portion of which we are advised is not now wired according to these requirements. this change will reduce the fire haz- ard resulting from unsafe wiring.. This change, we are advised, will cost the Virginia Public Service Company about two thousand dollars and this change will be borne en- tirely by the company. Second. From the best information obtainable by us, it will cost for the installation of the "I.AThite ?day", after the streets are widened, not in excess of twenty-two hundred and sixty-five dollars. This will involve furnishing and laying the conduit, furnishing the sixteen ornamental metal poles, globes, wires, connections, plac- ing them at such points on said street as may be designated by the town authorities, making a full and complete installation of a first class lighting system of the kind in question and leaving the streets in, at least, as good condition as they are at the time the work com- mences and we believe the operating cost of using these lights, will be less than the cost of using the present system. We believe that this change will work one of the greatest improve- ments that this town will make in many years. It will add to the value of the property on this street. It will give better lights on this street. It will mark the town as outstanding in its progress. It will make a good impression on visitors and guests passing through and advertise Leesburg as one amongst the best torus in old Virginia. We have been led to believe that so interested are some of our in this improvement - so anxious to bring it about, that Md probably a substantial part of this cost, might be provided by personal contributions provided the town would not do it otherwise. We are impressed with the desirability of installing this ,-Vjhite Way �, at the same time we widen Main Street on these two blocks. Both improvements should be done simultaneously. Ito do so, would save money and time and save the public the inconvenience of having the street torn up more than once. Wherefore, we recommend the installation of the `'White Way on the best terms that it can be procured.
