Record of Minutes Date: July 5, 2018 Location: Village Hall
CALL TO ORDER, ROLL CALL Commissioner Hagen called the meeting to order at 5:00 p.m. Roll call was taken: Commissioners
Hagen, Olsen, Rapp, and Chairman Bortel were present. Commissioners Barvian, Derrick, Hendricksen,
Lucas, and Schmidt were absent. Also in Attendance: Kendra Kuehlem, Associate Planner.
APPROVAL OF MINUTES
The LDDC and Public Outreach Joint Meeting minutes dated June 7, 2018 were approved.
OLD BUSINESS
Residential Rehabilitation Grant Language
Chainman Bortel indicated that the Village Administrator is opposed to it and some Village Board Members voiced concerns about members of the HPC applying for the grant. Chairman Bortel suggested
adding verbiage stating HPC members can not apply for the grant. Commissioner Olsen indicated that she does not agree with excluding HPC members and explained why. Chairman Bortel suggested to meet with the Village Administrator and the Village Board to discuss this issue further.
Historic Guideline Manual No update.
Updating Preservation Watch List
Chairman Bortel stated he has been working on the list and asked the commissioners to spend any
additions to him.

No update.
Sanctuary Restaurant at Trolley Barn Ms. Kuehlem indicated the last she was aware they finished pouring the concrete floor.
24029 W. Lockport St. No update. 24018 W. Lockport St. – Baci’s Chairman Bortel indicated last he heard there was a possible buyer who would use the building to sell antiques or antique furniture restoration.
R. Baker’s Project – Dillman/Joliet Road
Chairman Bortel stated the Baker’s will be proceeding with this house. NEW BUSINESS
Sprinkler Grant Proposal
Chairman Bortel reviewed the minutes from the June 25th COW meeting. Chairman Bortel stated he thought that the grant was going to be 20% not 10%. Chairman Bortel indicated that the grant should be
available to BTD properties, commercial properties in historic district, & contributing properties.
Commissioner Olsen stated that the grant should be 10% from each entity. Chairman Bortel indicated the grant should be 10% from the Village and 15% from the fire district.
Revisit BTD in October Chairman Bortel suggested holding another BTD event in October and November at the Village Hall and
creating a flyer for the realtors.

Foster’s Subdivision plat. This house appears on all the Sanborn maps for the Village, likely due to its proximity to the
central business district. The 1893 Sanborn shows the house with its original Gabled Ell form, with a square 1 story wing
off the rear of the gable front section and a small square reentrant angle wing in the rear ell; porches are on both the gable
front and the side gable. A large 1 story outbuilding was in the northwest lot corner, with another smaller 1 story
outbuilding to its immediate south. The property remains the same until the 1931 Sanborn map, when the 1 story full-
elevation west wing is indicated; a 1 story garage is indicated and appears to be different from the previously shown
outbuilding. The smallest outbuilding had been removed.
Description
Limestone foundation; white synthetically sided walls; asphalt shingle gable roofs with a flat roof west wing. 2 stories, 3
front/south bays, varied side piles. Shallow wood deck across reentrant angle to door facing east in front gable; iron open
rail. Gable front with 1st story rectangular hip roof bay nearly full-facade with 4 1/1 front, historic wood storm sash, single
1/1 sides. 2 1/1 2nd story. Square sash above door to east/side. Side gable with blind bay; single 6/6 east end bay 1st story;
small 2-light sash on 2nd. Straight run exterior staircase, east of wing end. 2/2 to left/south do door. 1st story with paired
1/1. Entire west elevation of gable front with Mansard/flat wing, shed section at rear. 1st story stained glass rectangular
sash front; 2 windows west side.
Integrity/Major Physical changes from original construction
Wall material. Gable roof dormer west with skylights. East exterior staircase and related alterations for multi-family use.

minimal side setbacks with historic west wing and east side gravel driveway.
