HomeMy Public PortalAbout12/13/1994S GREENCASTLE COMMON COUNCIL Regular Session December 13, 1994 The Greencastle Common Council met in regular session on Tuesday, December 13, 1994 at Tzouanakis Intermediate School. The called to order at 7:35 p.m. by Mayor Harmless. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present were City Attorney John Zeiner and City Engineer Chris Barnes. Public Petitions and Comments: DePauw student Carnise Johnso, representative from the Association of African-American Students, requested permission to close College Street on January 16, 1995 for a march in honor of Martin Luther King Jr.. Councilor Rokicki motioned to have the students work with Chief Hanlon and Street Commissioner Jim Wright to establish a safe route. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Bob Breese asked when the roots in the line near his property would be cleared. Mrs. Nichols noted that she is working on the problem. Approval of Minutes: The minutes of November 15, Board of Finance November 15, November 21 and December 3 were distributed to Council. Councilor Murray moved to approve the minutes as presented. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Department Reports: In addition to monthly statistical reports the following comments were presented. Chief O'Hair noted a concern about the visibilitv of house numbers. Discussion ensued with • Councilor Rokicki commenting that if residents are required to display standardized house numbers then businesses should also be included that in legislation. The following letter was read into the record by Mayor Harmless. November 27, 1994 Ms. Judith Beny Clerk- Treasurer City of Greencastle City Nall Greencastle, Indiana 46135 Dear Ms. Berry: On behalf of the residents of Anderson Street, I am writing to thank the City of Greencastle for the repair of curbs, the replacement on water lines, and the resurfacing of the street between Bloomington and Wood. We are pleased that the weather held out so that all of these projects could be completed before Thanksgiving. Please extend a special thanks to Leon Phillips and his crew at the Water Department and, especially, to Jim Wright and his staff at the Street Department. We are delighted with the results of their work. If possible, I would appreciate your reading this brief, but sincere note of thanks into the record at the December City Council Meeting. Sedlack 533 Anderson Street Greencastle, Indiana 46135 " CC 12/13/94 Page 2 Mr. Barnes reported the status of the sewer improvement projects and the ISTEA sidewalk grant project, as well as status of Deerfield Estates and Woodsedge subdivisions. Mr. Lawrence reported 45 single family dwelling permits in 1994 compared to 45 in 1993 and 14 multi - family dwelling permits in 1994 compared to 24 in 1993. Mr. Zeiner reported that he met with Tom Roach Sr. and Mike Huston and the all parties have agreed that the right -of -way behind Mike's Guns is a city alley. Mr. Zeiner noted that the city installed posts for added protection for the public. Councilor Rokicki asked about the status of the Welty property. Mr. Zeiner responded that the new owners have accepted the responsibility for the clean -up and have begun the process. Recommendations and Requests: Ordinance 1994 -11, An Ordinance Fixing the Salaries of Elected Officers of the City of Greencastle for the Year 1995, was presented and read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1994 -11 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1994 -11 to have been passed and adopted this date. Ordinance 1994 -16, An Ordinance Amending Chapter 443 -55 of Greencastle City Code Schedule of On-Street Reserved Handicapped Parking Spaces, was presented and read by Mayor Harmless. Councilor Miles moved to approve Ordinance 1994 -16 as presented. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1944- 16 to have been passed on first reading. " Resolution 1994 -22, A Resolution Establishing a Fiscal Plan for Annexation of Territory, was presented and read in its entirety by Mr. Zeiner. Councilor Rokicki moved to approve Resolution 1994 -22 as presented. Councilor Roach seconded the motion. Discussion ensued concerning the undeveloped portion of the annexation area. Mr. Zeiner noted that John Wood had indicated that he would enter into an annexation agreement to put in the infrastructure in the area to be developed at a later date. Because the signed agreement was not yet prepared Councilor Roach moved to table the resolution until the next meeting, in case the legal description would have to be amended. This motion to table was seconded by Councilor Miles and was carried by an aye unanimous vote. Ordinance 1994 -15, An Ordinance Annexing Asbury Knoll and Contiguous Areas on Round Bam Road, was presented and read in its entirety by Mr. Zeiner. Councilor Rokicki moved to approve Ordinance 1994 -15 as presented. This motion was seconded by Councilor Murray. Councilor Calbert began the discussion of the need to pass the fiscal plan resolution prior to passing the annexation ordinance. It was the consensus of Council to consider Resolution 1994 -22 prior to second reading of the annexation ordinance at the special session in December. On call for the question Ordinance 1994 -15 was passed with an aye unanimous vote. Mayor Harmless declared Ordinance 1994 -15 to have been passed on first reading this date. Resolution 1994 -23, A Resolution Authorizing Application to the U.S. Department of Justice Community Oriented Policing Services Grant, was presented and read in its entirety by Mayor Harmless. Discussion ensued concerning the need for 1 or 2 new officers. Council requested that two officers be included in the resolution. Councilor Roach moved to approve Resolution 1994 -23 with the request for two officers. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1994 -23 to have been passed and adopted this date. 40 Chief O'Hair presented a proposal for the purchase of a new pumper for the Fire Department. It ® CC 12113194 Page 3 was the consensus of Council to begin financial investigation of the purchase and to reconvene the Fire Department Committee established in 1993. Resolution 1994 -24, A Resolution Authorizing Interiocal Agreement with Putnam County for Maintenance of Bridges, was presented and read in its entirety by Mayor Harmless. Council requested that an item (d.) be added to indicate that the County be responsible for inspection of both intermediate and large category bridges. Councilor Rokicki moved to approve Resolution 1994 -24 as amended to include item (d.). This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1994 -24 to have been passed and adopted this date. Council Reports and Comments: Councilor Rokicki moved to approve the 1995 City Holiday Schedule as presented by the Mayor. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Councilor Roach went on record to condemn the recruiting ad of the National Guard printed in the Banner Graphic that stated wanting part time snipers. With no further business, Councilor Murray moved for adjournment.
