HomeMy Public PortalAbout20180716HPCminutes HPC approved: 8-20-18 Page 1 of 2 TYBEE ISLAND HISTORIC PRESERVATION COMMISSION MEETING MINUTES July 16, 2018 ATTENDANCE (Present) Commissioner: J Altman, Kathy Black Dennis, Susan Estroff, Jan Will City Council Representative: Jackson Butler Staff: Chantel Morton Guests: Susan Kelleher, Dottie Kluttz, Janice Hayden (Absent) Advisor: Sarah Jones CALL TO ORDER Jan called the meeting to order at 5:30pm. Chantel shared that Phil Rosen has submitted a letter of resignation from the commission to the city. Appreciation was expressed for Phil’s dedication to preservation efforts on Tybee. Chantel will email commissioners when a notice to fill this vacant position is posted. WELCOME Chantel announced that Jeremy (J) Altman was appointed to fulfil Jane Coslick’s term on the Historic Preservation Commission at the July 12 City Council meeting. She and J met earlier today for an orientation about the HPC. J shared about his professional background in preservation, his personal interest in preservation and Tybee. Commissioners welcomed him. MINUTES FOR CONSIDERATION Motion was made by Kathy, which was seconded by Susan, to approve the Historic Preservation Commission meeting minutes of June 18, 2018. The motion passed unanimously. BEST PRACTICES FOR MEETINGS AND MEMBERS Chantel confirmed that she is communicating with the community development director, city attorney, and clerk of council about informational documents she is developing for the HPC and the Development Authority/Main Street Board of Directors. These documents are a compilation of past and current best practices for committees. It will serve to be a tool that members can use as a reference about their meetings and serving in a city council appointed position. OLD BUSINESS Project Updates Jan introduced Susan Kelleher with Seaside Sisters. Susan would like to have the HPC coordinate and host a holiday home tour this December that they could use as a fundraiser. Susan discussed what others have done in the past with coordinating and hosting a holiday home tour. Her shop has been a location for ticket sales, which she stated is good for business at that time of year and highlighting homes for touring is a draw for people to visit Tybee. She will sell tickets again this year if someone with coordinate the tour. The home tour did not take place last year because the previous organizer(s) decided to not do it. Chantel inquired if she would be making a donation to the HPC from ticket sales utilizing the program donation form. She confirmed that this event would need to be a fundraiser that the HPC handles, but she would give a check dependent on the sales. Commissioners thanked Susan for proposing the event to them and Jan will follow up with her after the meeting. Following Susan’s departure from the meeting, Commissioners discussed possible non-profits to work through if it were to be a fundraiser. Jan confirmed she would want the money that is raised to go towards the new Ft. Screven arch/sign at Campbell and Van Horn Street. Chantel confirmed that details about this possible sign have not yet been confirmed. If the HPC desires to pursue a fundraiser, she would need to confirm their details with her supervisor and/or city attorney. Dottie stated that the tour is a HPC approved: 8-20-18 Page 2 of 2 nice event. She also shared her knowledge about the amount of time and effort it takes to coordinate the tour and her concern with the HPC undertaking a fundraiser as a government committee. Commissioners discussed some concerns with the time of year and details. They agreed to consider doing something in February with a Valentine’s Day theme. The item will be discussed again at the next HPC meeting. Additional Projects Jan provided Commissioners with more information about the Otranto event in September. Kathy reviewed the topics for the monthly articles she is working on to submit to the Tybee Beachcomber through January 2019. Additional projects will be discussed at the next HPC meeting. OLD BUSINESS South End Overlay – Design Guidelines Jackson and Chantel provided an update about the timeline for the text amendment to be considered by City Council following this evening’s Planning Commission meeting. Commissioners discussed citizens that they will speak with about the amendment. TRAININGS Kathy confirmed she will be attending the state preservation conference in Macon in September. Chantel confirmed J and she spoke about the conference during orientation. J is going to check his schedule and let Chantel know if he can attend. ADJOURNMENT The meeting adjourned at 6:40pm.
