HomeMy Public PortalAbout12/29/1994 specialV GREENCASTLE COMMON COUNCIL Special Session December 29, 1994 The Greencastle Common Council met in special session on Thursday, December 29, 1994 at 5:00 p.m. in the Courthouse Rotunda. On call of the roll the following members were shown to be present: Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present were City Attorney John Zeiner and City Engineer Chris Barnes. Councilor Roach was absent. Recommendations and Requests: Ordinance 1994 -16, An Ordinance Amending Chapter 443 -55 of Greencastle City Code Schedule of On-Street Reserved Handicapped Parking Spaces, was presented and read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1994 -16 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1994 -16 to have been passed and adopted this date. Resolution 1994 -22, A Resolution Establishing a Fiscal Plan for Annexation of Territory, was presented as read at the meeting of December 13th. Mr. Zeiner noted that John Wood had agreed to sign the annexation agreement (see attached copy). Councilor Calbert moved to approve Resolution 1994 -22 with the stipulation that the annexation agreement be signed prior to publication of the annexation ordinance. This motion was seconded by Councilor Rokicki and was carded by an aye unanimous vote of members present. Mayor Harmless declared Resolution 1994 -22 to have been passed and adopted this date. Ordinance 1994 -15, An Ordinance Annexing Asbury Knoll and Contiguous Areas on Round Barn Road, was presented and read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1994 -15 as presented with the same stipulation that the annexation agreement be signed prior to publication of the ordinance. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1994 -15 to have been passed and adopted this date. Resolution 1994 -25, A Resolution Authorizing Transfer of Appropriations within Classifications in the 1994 Budget of the City of Greencastle, was presented and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Resolution 1994 -25 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Resolution 1994 -25 to have been passed and adopted this date. Resolution 1994 -26, A Resolution Authorizing the Additional Transfer of Appropriations Between Classifications in the 1994 Budget of the City of Greencastle, was presented and read in its entirety by Mayor Harmless. Councilor Miles moved to approve Resolution 1994 -26 as presented. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote of members present. Mayor Harmless declared Resolution 1994 -26 to have been passed and adopted this date. Chris Barnes made a brief presentation concerning the water improvement projects. He indicated that he is working with HJ Umbaugh on rate projections for various portions of the project and would like to meet with Council in January for the final decision. Councilor Murray asked that an ordinance amending the subdivision definition be prepared for the January meeting as per the request of the Plan Commission. Councilor Calbert noted that he hoped other Councilors would urge members of the GC /PC Development Center Board to take a stand on the proposal to use the Sherwin Williams buildings as the site of the vocational school. With no further business, Councilor Calbert moved for adjournment.
