HomeMy Public PortalAbout19891205CCMeeting1 1 Tybee Island, Georgia December 5, 1989 Mayor Charles J. "George" Hosti called the meeting to order a few minutes after 10 A.M. Councilmembers present were Pat Locklear, Bill Walsh, Paul Jackson, Jimmy Brown and Jeff Dukes. Jack Youmans was absent because of a dental appointment. Mayor Hosti said that this was not a meeting to work on the budget but to give guidance to the personnel that will be working on it. Rowena Fripp, Patricia Pagan and Jackie Brown will be working to make this a balanced budget. He requested that each chairman look at the budget and under- stand what the department heads are requesting. Mayor Hosti said we needed to tighten our belts. He stated we will probably show a short fall this year. Fi Fa for real estate taxes - in May or maybe after the delinquent bills are mailed out. Rowena will meet with each department head about their budgets to see where cuts can be made. Jeff Dukes said that 16.1% needs to be cut from each budget. Bill Walsh said that he had already talked to Billy Pye - all overtime will be cut. Bill Walsh suggested a user fee for trash and garbage. Mayor Hosti said not right now. It was noted that we will look into the Business License fees also. Purchase orders - All will be handled by the city administrator. A standard requisition form will be submitted before issuing a P.O. It will be signed by Rowena and passed on to accounting for the P.O. Department heads should show strong control over spending. They should keep supplies on hand. Set a figure on amount for department heads purchase without Rowena approval and P.O. All credit cards will be turned in to City Hall. This will be discussed at the agenda meeting. Also to be discussed are the parking decals. Mayor Hosti said any information the council needs to request from city hall personnel needs to come through Rowena Fripp. Jimmy Brown requested that Jackie Brown be included for the information also. Mayor Hosti closed the meeting by thanking everyone who attended. lerk r f Council
