Park Street CALL TO ORDER AND ROLL CALL Chair Rick Fereday, Bob Youde, Dave Peugh, Sequoia Pietri, and Woody Woodworth (by phone). City Manager Gene Drabinski, Treasurer Linda Stokes, Parks and Recreation Director Dennis Coyle, City Planner Delta James, Community Development Director Michelle Groenevelt and Administrative Assistant Deb Smith were also present. CONSENT AGENDA Member Peugh moved to approve the December 17, 2013 minutes. Member Youde seconded the motion; the motion passed. Member Woodworth moved to approve the US Bank Debt Service Invoice for $69,567.47. Member Peugh seconded the motion; the motion passed. OLD BUSINESS Ms. Groenevelt updated the board on the Community Choices Grant. She said that we are still waiting for the state local agreement and that we can't proceed until we receive the agreement. Once we have the agreement it will need to be approved by the City Council and a series of meetings will be set with Keller Associates to talk about finalizing design. This will dictate the timeline in terms of whether we are able to move forward in this construction season or next year. Mr. Coyle said that he met with the county last week and discussed the time frame again. The state fiscal year begins July 1st. The Community Choices Grant money would be available July 1, 2014. The State Waterways improvement money for the boat ramp would be available July 1, 2014. The county is matching $25,000 toward the Waterways grant. Mr. Coyle said that since the city's fiscal year begins October 1s`, they would like to at least do the' boat ramp in October. NEW BUSINESS Linda Stokes presented the MRA financials as of December 31, 2013. Ms. James said that the Idaho Commission of the Arts is reopening a grant program this year that was closed down about 10 years ago called Public Art and Cultural Facilities. The City of McCall would be submitting a grant request for public art. The maximum request is $10,000 and that is the McCall Redevelopment Agency Minutes January 21, 2014 amount they would like to submit for. The hope is to incorporate public art near the Alpine Playhouse as part of the Community Choices for Idaho sidewalk project. The City of McCall would match the grant request for a total budget amount of $20,000. Of that, the Public Arts collection process would be a request for qualifications and then proposals process which is typical of a larger budget public art project. They would seek qualifications or examples of past work of artists first and then winnow those down to the top three finalists. The finalists would be paid $600 to develop specific proposals for specific sites. The actual public art budget would then be $18,200. Member Youde moved to direct Chairman Fereday to sign the letter of support for the Idaho Commission of the Arts public art grant. Member Peugh seconded the motion; the motion carried. REVIEW OF BYLAWS (Adopted 6-6-07) Member Peugh moved to nominate Richard Fereday as Chairman of the MRA for 2014. Member Pietri seconded the motion; the motion carried. Member Peugh moved to nominate Robert Youde as Vice -Chairman of the MRA for 2014. Chairman Fereday seconded the motion; the motion carried. Member Pietri moved to nominate Bob Giles as Secretary of the MRA for 2014. Member Youde seconded the motion; the motion carried. OTHER Ms. James said that the Tree Grate Project for Fir Street is still ongoing. Danny's Welding is finishing the tree grates for the Third Street Project. The discussion of fabrication continued.
