Motion carried. 4) POLICE VEHICLE PURCHASE Trustee Newton moved to rescind the previous motion approved at the June 4, 2018 Village Board Meeting authorizing the purchase of five (5) vehicles through Rod Baker Ford in the amount of $139,840.94, the necessary lighting and equipment through Fleet Safety Supply in the amount of $31,942.89, and the Police graphic designs through Harmonic Design in the amount of $4,005.00 for a grand total of $175,788.83. Mr. Jon Proulx stated that applicant is seeking to purchase the property at 22419 W. Renwick Road to relocate their corporate headquarters that would include office and truck parking operations. The applicant is also seeking a special use to permit a truck freight terminal operation. This application is concurrent with the applications for annexation and rezoning of the properties at 22531 and 22537 W. Renwick Road. Mr. Al Domanskis, attorney for GP Transportation, gave a presentation regarding the proposed transportation center and the existing site. Mr. Mike Martin, attorney for the Collins property addressed annexation of the property. Mr. Joe Broadus, 22537 W. Renwick, expressed concern regarding statements made and stated that he willingly accepted an offer from GP Transportation. Mr. Domanskis and other representatives answered questions from the Village Board regarding the proposed facility. There were 4 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on July 9, 2018. Second by Trustee O’Rourke. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins stated that there were some concerns expressed regarding the public participation at that the special meeting. Mayor Collins pointed out that there were 34 public comments totaling 180 minutes. TRUSTEE COMMENTS Trustee Larson stated that asking people to be civil during public comments is not scolding, it’s promoting a culture of respect. Trustee O’Rourke stated that he felt it was a good idea to bring the proposed GP Transco project for discussion at a Special Meeting. PUBLIC COMMENTS No comments. WORKSHOP 1) 13611 S. ROUTE 30 - PLAINFIELD SMALL BUSINESS PARK TRUCK PARKING (PC CASE #1803-062118.SU) Mr. Clayton Olsen, property owner, stated that since the property is zoned industrial, he was unaware that he need to have a special use permit to provide for semi-truck parking. Mr. Olsen stated that there is current truck parking on the site. Mr. Olsen stated that he would like to construct additional industrial buildings on the site and has graded the site for the future building pad. Mr. Olsen stated that he is not prepared to proceed with formal request at this time and is currently working on preparing plans to present to the Board. Trustee O’Rourke expressed concern regarding parking trucks on that site. Trustee Lamb expressed concern regarding moving the parking forward without having the building there.
