ORDINANCE NO. 03 -891
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY AMENDING SECTIONS 3331 AND 3332 OF
THE TEMPLE CITY MUNICIPAL CODE RELATING TO
"SPECIAL RESIDENT PARKING" IN SPECIFIC RESIDENTIAL
AREAS
WHEREAS, the City Council recognizes that persons who reside in specific residential
areas may be impacted by excess motor vehicle traffic and parking congestion; and
WHEREAS, Division 11, Chapter 9, Section 22507, subsection "A" of the California
Vehicle Code authorizes local authorities to prohibit or restrict the stopping, parking, or standing
of vehicles on certain streets or portions thereof, during all or certain hours of the day; and
WHEREAS, the availability of on- street parking in residential neighborhoods has
previously been found to be significantly reduced during certain time periods; and
WHEREAS, persons residing in the area, and their guests cannot be accommodated by
the available on- street parking spaces due to potential parking congestion in the area; and
WHEREAS, other regulatory measures are deemed to be ineffective to control the
adverse effects of non -local parking upon homes in the above referenced areas; and
WHEREAS, the City Council seeks to utilize those tools which will assist in the periodic
and timely correction of motor vehicle congestion and parking conditions that may diminish the
quality of life, safety, and well -being of Temple City residents.

NOW, THEREFORE, the City Council of the City of Temple City does hereby ordain as
SECTION 1. Section 3331 of the Temple City Municipal Code is hereby amended to
read in its entirety as follows:
Section 3331. Special Resident and Guest Parking Permitted on Certain Restricted Streets:
(A) No person shall leave standing any motorized vehicle upon any street in the City of
Temple City which has been previously determined by City Council Resolution and
posted 1) to be within a restricted parking zone, or 2) upon any street determined by
the City Council to require the issuance of a "Special Resident Parking Permit," a
"Special Guest Permit," or their functional equivalent without compliance with the
terms and conditions of said "restricted parking zone" as contained in the City Council
Resolution establishing same.
SECTION 2. Section 3332 of the Temple City Municipal Code is hereby amended to
read in its entirety as follows:
(A) Each residence in the area of restricted parking may apply for and be granted such
preferential parking permits as set forth by City Council resolution. The amount of
the fee for such permit shall be set by City Council resolution and may be adjusted
from time to time.
SECTION 3. The City Council hereby declares that, should any provision, section,
subsection, paragraph, sentence, clause, phrase, or word of this ordinance or any part thereof, be
rendered or declared invalid or unconstitutional by any final court action in a court of competent
jurisdiction or by reason of any preemptive legislation, such decision or action shall not affect the

validity of the remaining section or portions of this ordinance or part thereof. The City Council
hereby declares that it would have independently adopted the remaining provisions, sections,
subsections, paragraphs, sentences, clauses, phrases or words of this ordinance irrespective of the
fact that any one or more provisions, sections, subsections, paragraphs, sentences, clauses,
phrases, or words may be declared invalid or unconstitutional.
SECTION 4. The City Clerk shall certify to the passage and adoption of this Ordinance and
to its approval by the Mayor and shall cause the same to be published according to law.

Ordinance No. 03 -891, was introduced at a regular meeting of the City Council of the City of Temple
City held on the 16th day of September, 2003, and was duly passed, approved, and adopted by
said Council at a regular meeting of the City Council held on the 7th day of October, 2003 by the
following vote:
