The Coiamissioners appointed by the eleetorL1 board of Loudoun
county, for the purpose of canvassing the special election held in
The Town of Leesburg, Loucoun County, Virginia, on Novembor 4, 1936,
on the question o_' issuing bonds of the said Town in the sum of
$77,500.00 for the purpose of aiding the financing the construction
by said Town of a sewerage system and the erection of a disposal
plant in :l aid Town, this day :net in zhe Clerk's Office of the Cir-
ciit Court of said County and duly canvassed the returns of said
election ,-nd madk the following report:
"Ne, the undersigned commissioners vppointed baa the electoral
Board of Loudoun County, Virginia, -,o hereby certify thi7.t we met
in the office ;f the Clerk of the Circuit Court of s - id County on
the 6th day of November, 1935, >.:nd canvassed the returns of the
special erection held for the purpose of determining: the sense of
the voters on the question of the issuance of bonds for the -pur-
pose of aiding in financing the construction by s..id Torn of a
sewerage system and the erection of a GisposLl plant, �.nd -X ter

resolution which tins unanimously passed by the loom Council

in your behalf, and advising of the return: to us of the plass and
specifications for the Sewerage system and Sewa a Treat -."ant Plant
for _Leesburg, which were approved by the F.`:i.A. at RichLiond, 'Va.
Vie than; you very much for the resolution offered any for returning
the plans and specifications to us, which vie received on 1:oven-ber 1.9.
I also ap;�eciate the good work done by the Y.ayor and Town. Council
and the Attorney for the Town cf Leesburg in behalf of its citizens,
and I know it was no fault of theirs that the bony issue did not carry.
Vie are sorry that the voters of Leesburg did not take advantage of
this Opportunity as I ani sure when you take into consideration the
grant Made you by P.ff.A., that you would get a necessary public ilrprove-
uent and one you will have to have some day, and when you also consider
the amount of money it jrould have put into circulation in Leesburg, a
person does not have to be an ecoror.,ist of the calibre of Stuart Chase
to see the advantages of t',is project going through.
In order that you will ae! reciate the principle involved in the st end-
ing of this money in Leesburg, I would like to refer you to an: article
Written b„ Stuart Chase, on page 613 of the '-ednesday, I��Overaber 22, 1935
