Rhoads, Recorder; Harry F. Newton, W. Emory Plaster, Louis C. Rollins, Roger D. Shroy and Joseph H. Turley, Councilmen. The minutes of the last meeting were read and approved. On motion of Councilman Plaster, duly seconded and carried, the Recorder was instructed to advertise for bids for hauling of slops and garbage, as follows:- CALL FOR BIDS. The Leesburg Town Council invites sealed bids for the hauling of slops and garbage. Bids must be submitted to the Council on or be- fore 7:30 P. M., March 23, 1936. Contracts will be made for a period of one year dateng from April 1, 1936. Bidders are requested to submit separate bids as follows: 1. To haul slops. 2. To haul garbage. 3. To haul slops and garbage. Slops and garbage must be hauled to a point outside of the cor- porate limits of the Town of Leesburg, at a place to be provided by the bidder, which location must be stated in his sealed bid. The successful bidder will be required to furnish a bond for the faithful performance of his contract arid said contract must be deliv- ered to a member of the Town Council before entering upon his duties. . It was ordered that the forgoing advertisement be published four times in the Loudoun Times-Mirror. Mayor Bradfield advised the Council that an offer of $50.00 had been. made for the piano in the Town Hall, whereupon it was moved by Councilman Plaster, duly seconded and carried, that the offer be rejected. Upon motion of Councilman Plaster, duly seconded and carried, the Mayor was authorized to instruct the Town Sergeant to have removed all snow accumulating on Xing street, between Loudoun and Cornwall streets, and on Market street, be- tween Wirt and Church streets, and to keep the gutters free from ice in the same area: Town Sergeant Thompson appeared before the Council, in behalf of Mr. T. J. Hatcher, Purcellville, Virginia, and requested the rental of the water main • tapping machine. He stated that Mr. Hatcher would be required to make one hun- dred or more taps in the near future for the town of Purcellville, Virginia, and offered .to rent the machine at the rate of $1.00 per tap. On motion of Council- man Rollins, duly seconded and carried, it was decided that the matter be laid on the table until a later date. • Mr. Walter Titus, East Cornwall Street, appeared before the Council, t 14 and complained about the sewer service on East Cornwall Street, east of the res- idence of Mr. L. C. Carr. Mr. Titus stated the sewer was not large enough to take care of the requirements of the residents and that there was not fall suf- ficient to carry off the refuse. On motion of Councilman Plaster, duly second- ed and carried, it was ordered that the situation be remedied as soon as the condition of the weather permitted. There being no further business, on motion, the Council adjourned. ' MAYOR. Saffer &Brother, • 12.41 $25.39 On motion of Councilman Shroy, duly seconded and carried, the Leesburg Fire Department was authorized to purchasea new cut-off and tip, at a cost of $14.00. Town Sergeant Thompson reported that he had in his possession a num- ber of defective water meters, and upon motion of Councilman Plaster, duly sec- onded and carried, he was authorized to return them to manufacturers for recon- - ditioning. • It was moved by Councilman Plaster, duly seconded and carried, that the water meter at the Leesburg Automobile Co., ha reconditioned at once, and' that the water bill for the past quarter be adjusted to correspond with the same period of last year. Town Attorney Stilson H. Hall stated to the Council that'the General Assembly of Virginia bad passed the new Town Charter after making three changes. One of the changes, he said, provided that should the office of auditor and treasurer be held by the same person; an annual addit should be required by • tyr an independent auditor. A Second amendment was to fix $150.00 as the maxi- mum annual salary of a Councilman, and the third was the elimination of the section permitting councilmen to become interested in contracts for ftrnish- -- ing labor or materials to the town.
