Mr. Titus stated the sewer was not large enough to take care of the requirements of the residents and that there was not fall suf- ficient to carry off the refuse. On motion of Councilman Plaster, duly second- ed and carried, it was ordered that the situation be remedied as soon as the condition of the weather permitted. There being no further business, on motion, the Council adjourned. `-� MAYOR. \ —\RECORDER. • • At a regular meeting of the Mayor and Town Council, held in the Coun- oil Chamber on March 9, 1936, there were present, E. N. Bradfield, Mayor; Ros- coe B. Rhoads, Recorder; Herbert Howard, Harry F. Newton, W. Empty Plaster, ' Louis C. Rollins, Roger D. Shroy and Joseph H. Turley, Co4ncilmen. The minutes of the last meeting were read'and approved,- The following bills were read, approved and ordered paid:- Virginia Public Service Co.,---(Fuees-Fire Co., ) $ .90 " - -(Bulb & Repairs ) .73 . Softer & Brother, 12.41 $25.39 On motion of Councilman Shroy, duly seconded and carried, the Leesburg Fire Department was authorized to purchasea new cut-off and tip, at a cost of $14.00. • Town Sergeant Thompson reported that he had in his possession a num- ber of defective water meters, and upon motion of Councilman Plaster, duly sec- onded and carried, he was authorized to return them to manufacturers for recon- ditioning. It was moved by Councilman Plaster, duly seconded and carried, that the water meter at the Leesburg Automobile Co., he reconditioned at once, and' that the water bill for the past quarter be adjusted to correspond with the same period of last year. Town Attorney Stilson H. Hall stated to the Council that•the General Assembly of Virginia had passed the new Town Charter after making three changes. One of the changes, he said, provided that should the office of auditor and treasurer be held by the same person; an annual addit should be required by an independent auditor. A Second amendment was to fix $150.00 as the maxi- mum annual salary of a Councilman, and the third was the elimination of the section permitting councilmen to become interested in contracts for tarnish- ing labor or materials to the town. 15 -. Hirst, 2.52 Leesburg Automobile Co., - - - - 1.08 $489.26 Mayor Bradfield stated that he had appeared before' the Board of Super- visors, at its meeting held this date, in the interest of securing an appropria- tion towards the maintenance of the Fire Department, due to the department's an- swering so many alarms in the County. He stated that the Board had agreed to reimburse the respective communtties in the county for the use of their fire fighting equipment, at the rate of $1.00 per mile, the aggregate amount of money to be expended during the course of the year, not to exceed $500.00. Mr. Maurice Powell appeared before the Council, and complained about the drainage of surface water at his residence on South King Street. It was moved by Councilman Plaster, duly seconded and carried, that the Mayor appoint e • a committee to confer with Mr. F. M. Yellott, Resident Engineer for the State _ Highway Department, with respect to relieving the situation and report back to the Council. Mayor Bradfield appointed Councilmen Howard, Rollins and Plaster. Town Sergeant Tho*psonreported that the gutter in front of the office of Col. E. E. Garrett broken, and it was moved by Councilman Newton, duly sec- onded and carried, that a committee be appointed to investigate the matter and having it repaired. Mayor Bradfield appointed Councilmen Newton, Shroy and Turley. Councilman Plaster reported the receipt of a letter from the State Health Department, in Richmond, advising that the town water was in excellent coalition.
