In compliance with the motion passed at the meeting of February 24,
1936, the following bide for the hauling of slops and garbage were received,
opened and read:-

On motion of Councilman Plaster, duly seconded and carried, the con-
tract for the hauling of slops was awarded to T. S. Alexander, Leesburg, Va.
On motion of Councilman Turley, duly seconded and carried, the con-
tract for the hauling of garbage was awarded to Edwin C. Myers, Leesburg, Va. .r
It was moved by Councilman Howard, duly seconded and carried, that
the Mayor and Town Attorney prepare and receive the contract and bond of-Ed-
win C. Myers, for the hauling of garbage.
There being no fit rther business, on motion, the Council adjourned.

At a regular meeting of. the Mayor and Town Council of the town of
Leesburg, in Virginia, held in the Council Chamber on April 13, 1936, at 7:30
P. M., there were present, E. N. Bradfield, Mayor; Roscoe B. Rhoads, Record-
er; HariyrF. Newton, W. Emory Plaster, Louis- C. Rollins and Joseph H. Turley,
Councilmen. Town Attorney Stilson H. Hall and Town Auditor S. Reed Galleher
xwere also in attendance.
The reading of the minutes were dispensed with.
The Mayor announced the sudden death' of Councilman Roger D. Shroy,
which occurred this afternoon (April 13, 1936), and stated that out of respect
for the deceased member, the meeting would be continued until Friday, April
17, 1936, at 7:30 P. M. -
Councilman Turley offered a resolution, which was duly seconded and
• carried, that a committee be appointed to prepare resolutions of respect for
the late Councilman Roger D. Shroy, that a copy of same be spread upon the
minutes, a copy sent to the family of the deceased and a copy to the press.
On motion of Councilman Plaster, duly seconded and carried, the
same committee was authorized to procure a suitable floral design.
The Mayor appointed the following committee:- Joseph H. Turley, ?:
Louis C. Rollins end Roscoe B. Rhoads.
He. then ordered the meeting continued until Friday, April 17, 1936,
at 7:30 P. M., in the Council Chamber.
The meeting re-convened in the Council Chamber, on Friday, April 17,
1936, at 7:30 P. M. There were present, E. N. Bradfield, Mayor; Roscoe B.
Hhoada, Recorder; Herbert Howard, Harry F. Newton, W. Emory Plaster, Louis C.
Rollins and Joseph H. Turley, Councilmen. 'Town Attorney Stilson H. Hall and
Town Auditor S. Reed Gallaher were also in attendance.
The minutes of the last meeting were read and approved.
Councilman Plaster reported progress with respect to relieving the
situation of sewer drainage at the residence of Mr. Maurice Powell.
On motion of Councilman Newton, duly seconded and carried, the con-
tracts of Mr. T. S. Alexander and Mr. Alwin C._ iyere for the hauling of slops
and garbage, respectively, were approved., and the following order issued:-
"It is ordered that E. N. Bradfield, Mayor, be, and he is :c r_'.,;
hereby directed to sign the name of the town of Leesburg, in Virginia,
to the contractfor hauling the garbage from the said town that was
awarded to Edwin C. Myers; and also to the contract for hauling
slops from'said town, that was awarded to P. S.- Alexander."
The Mayor stated that a report from the State Health Department at
Richmond, Virginia, showed that the water was in excellent condition.
A letter from the Town of Herndon, Herndon, Virginia, Allen H. Kirk,
Mayor, was read, thanking the town for the assistance rendered at a recent
- fire in that town, and it was moved by Councilman Turley, duly seconded and
carried, that the letter beeacoepted and incorporated in the minutes.

Gentleman:
In behalf of the Herndon Volunteer Fire Department and the Town
of Herndon, I wish to extend our sincere appreciation and thanks for
your assistance at our recent fire.
Without the help of the neighboring fire departments, it might
have been a serious situation for Herndon.
Trust your men and equipment suffered no serious effects and
wish to assure you that Chief Farr and the Herndon Fire Department
will promptly respond, if your town is ever caught in the same sit-
uation.

After making further investigations the following rebates were re-
- turned on the insurance premiums on the Town Hall property:-

The Town Sergeant reported that Mi. .WM. H. Martin desired to purchase
three of the discarded hand fire extinguishers, and it was moved by Councilman
Plaster, duly seconded and carried, that same be offered for sale at a price of
07.00 each.-
The Sergeant also reported that Mr. Max Davis had offered to provide
and lay sewer pipe on the Vest side' of' Church Street from Royal-Street south,
if the Town would cover the same. On motion of Councilman Plaster, duly sec- •
onded and carried, the Mayor was instructed to appoint a committee to investi-
gate the matter. Councilmen Turley and Newton were appointed to make the in-
vestigation.
Resolutions of respect to the memory of late Councilman Roger Dulany
Shroy were read, as follows:-
RESOLUTION
WHEREAS, Almighty God, in His Infinite Wisdom, has removed
from our midst, our friend and fellow Councilman for many years, Roger
Dulany Shioy; and
WHEREAS, Roger Dulany Shroy, has exemplified the highest
ideals of citizenship; has given of his time and talents for causes
helpful to his comsunity;,has, as a member of the Leesburg Town Coun-
cil, served faithfully and conscientiously in the interest of the
people and has willing assumed the responsibilities placed upon him
as a public official,
THEREFORE BE IT RESOLVED, That the Leesburg Town Council
expresses its profound sorrow in the death of Roger Dulany Shroy,
late a Councilman from the Town of Leesburg, in Virginia.
RESOLVED, That as a mark of respect to the memory of the
deceased, the Leesburg Town Connell desires to take this opportunity
to pay proper tribute to his high character, sterling qualities and
valuable public service.
RESOLVED, That the Recorder transmit a copy of these res-
olutions to the family of the deceased; that a copy be spread upon
the minutes of the Council and that a copy be published in the Lou-
doun Times-Mirror.

After eulogies were noted by Councilman Turley and Town Attorney
Stilson H. Hall, it was moved by Councilman Plaster, duly seconded and car-
ried, that the resolutions be adopted as read.
Mr. Edward H. Ruehl, Field Consultant for the League of Virginia
Municipalities, addressed the Council on the activities of the league and
solicited our membership. Mayor Allen H. Kirk, of Herndon, Virginia, also
addressed the Council with respect to the activities of the league.
Mi. Victor 'Jackson appeared before the Council and stated that con-
siderable sediment had collected in the bottom of the Town water tank. On
motion of Councilman Plaster, duly seconded and carried, the matter was laid
on the table until the next meeting of the Council.
Town Auditor S. Reed Galleher presented the Tentative Budget for the
town of,Leesburg, in Virginia, for the year ending February 28, 1937.

It was moved by Councilman Plaster, duly seconded and unanimously car-
ried, that the Tentative Budget be passed and finally adopted on May 25, 1936,
and ordered that•the same be published in the Loudoun Times-Mirror on April 23,
and May 21, 1936.
Fire Chief Louis F. Atwell appeared before the Council in the interest
of having Engine #3 equipped with booster brakes. After some discussion, it
was moved by Councilman Plaster, duly seconded and carried, that a sum, ,not to
exceed $80.00, be voted towards the project.
The following bills were read, approved and ordered paid:-
