HomeMy Public PortalAbout1936_05_11 22 • At a regular meeting of the Mayor and Town Council of the town of Leesburg, in Virginia, held in the Council Chamber on May 11, 1936, at 7:30 P. M., there were present, E. N. Bradfield, Mayor; Roscoe B. Rhoads, Recorder; Herbert Howard, Lawrence S. Hutchison, Harry F. Newton, H. Emory Plaster, Louis C. Rollins and Joseph H. Turley, Councilmen. • The newly elected Councilman, Mr. Lawrence S. Hutchison, having sub- scribed to the Oath of Office, was officially presented and seated. • The minutes of the last meeting were read and approved. • Mayor Bradfield and the Council extended greetings to Councilman Hutchison to which he responded most fittingly. The Mayor then appointed him to the same committees an his predecessor - the late Roger D. Shroy - namely - Building, Lights and Streets North of Market. On motion of Councilman Howard, duly seconded and carried, the Town Sergeant was authorized to institute the annual campaign against mosquitoes. Councilman Rollins reported that in order to procure the 42 foot right of way necessary for the Virginia State Highway Department to eonstruct the bridge across Town Branch, mueha of the property on the west side of King Street would have to be moved back or acquired by condemnation proceedings, which would make the cost to the Town approximately as much as the amount allocated for the actual construction of the project. On motion of Council- man Turley, duly seconded and carried, it was ordered that the Virginia State Highway Department be notified that inasmuch as it is impossible to procure the 42-foot right of way, the project would be abandoned. On motion of Councilman Newton, duly seconded and carried, the Town Sergeant was authorized .to order a carload of tar. A request for sufficient tar to cover the roadway at the entrance of the property of Mr. Herbert Fry, west of Leesburg, was granted on motion of Councilman Plaster, duly seconded and carried. The Town Sergeant was in- structed to check the number of gallons of tar used by Mr. Fry and to render him an invoice for same. On motion of Councilman Plaster, duly seconded and unanimously car- ried, the following Ordinances were passed:- BE IT ORDAINED; That, on and after June 1st, 1936, water rates as now established and/or that may hereafter be imposed, shall be assessed against and charged to the owner of the property to whom water is furnished. BE IT ORDAINED: That, from this date, water bills shall become due and payable each and every year as follows:- June 1st; Septem- ber lst; December let; and March let. BE IT ORDAINED: That, on and after June let, 1936, the water supply shall be turned off from the property of any person, firm or corporation whose water bill shall not have been paid within thirty days from date the same shall become due and payable. It was moved by Councilman Turley, duly seconded and unanimously carried, that the following Ordinances also be passed:- BE IT ORDAINED:. That, the extra amount of One Dollar shall be paid by property owners for turning on water, after it has been turned off for failure to pay water bill. BE IT ORDAINED: That, beginning June 1st, 1936, whater shall ' not be turned on any premises for the use of a person, firm or corporation whose water bill has become delinquent, untilI all past due charges for the use of water have first been paid. 23 ,It was ordered that a copy of the foregoing Ordinances be published in the Loudoun Times-Mirror and that a copy be inserted in the envelopes containing water bills mailed June let, 1936. On motion of Councilman Turley, duly seconded and carried, it was or- dered• that the salary of $15.00 per month for the janitor at the Public Comfort Station be withdrawn until further notice. The following bills were read, approved and ordered paid:- ' C. C. Anderson, 2.50. ; $281. 90 On motion of Councilman Plaster, duly seconded and•carried, the Town Sergeant was instructed to order two complete sets of globes and accessories for the White gay standards on ding and Market Streets. It was moved by Councilman Plaster, duly seconded and carried, that, in the future, all requests of the Council shall be made by the requestor, in person. Bradfield, Mayor; Roscoe B. Rhoads, Recorder; Herbert Howard, Lawrence S. Hutchison Harry F. Newton, W. Emory Plaster, Louis C. Rol- lins and Joseph H. Turley, Councilmen. Town Auditor Galleher also was present. The Minutes of the last meeting were read and approved. On motion of Councilman Rollins, duly seconded and carried, Marie Medley was granted permission to establish a beauty and hair dressing establishment in Leesburg, upon payment of the proper license. The Mayor presented a check from Garrett & Co., in amount of $2.76, for a refund on the insurance premiums on the Town Hall building. On motion of Councilman Turley, duly seconded and carried, unanimously, the following Ordinance was adopted:- BE IT ORDAINED; That, it shall be unlawful to play and/or operate a Symphonola, Mills automatic Phonograph or any similar music device in any business place between the hours of 12:00 midnight and 8:00 A.M. The proprietor of a business place wherein this ordinance is violated,
