HomeMy Public PortalAbout1936_09_28 q .� • Councilman Hollins offered the following motion. which was duly seconded and carried:- Be it resolved, that Llangollen School be furnished with town water at the x regular or meter rates; that the said school shall construct at its own ea- pense a water main leading to said school; that the water main leading east- ward from the corporate limits to the said school shall be maintained and kept in repair by the said school; and that the town of Leesburg, in Vir- ginia, appropriate a sum not to exceed $100.00. towards the construction of a water main to the corporate limits on East Market Street. Those voting in favor of the resolution were: Councilmen Flippo, Hutchi- son, Howard and Rollins. Those opposing the resolution were:- Councilmen Newton and Turley. Mrs, Robert Wildman appeared before Council and stated that she desired to purchase not to exceed four barrels of tat, with which to resurface the drive- way at her residence on East Market,Street, and upon motion of `.Councilman Turley, duly seconded and carried, her request was granted. On motion of Councilman Turley, duly seconded and carried, (Councilman-ed Rollins not voting) it was ordered that the store room in Town Hall Building be rented to Mr. 'renis H. Plaster, at a rental of $25.00 per month, for a period of six months, with privilege of six months additional, and that all repairs are to be made_at the expense of the renter. Mayor Bradfield reported haveng attended the 31st. Annual Convention of the Leagueoof Virginia Municipalities, which is being held at Winchester, Virginia, There being no further business, on motion, the Council adjourned. 1 i MAYOR. /Cr- . • RECORDER: At a regular meeting of the Mayor and Town Uouncil of the town of Lees- burg, in Virginia, held in the Council Chamber, in Leesburg, Virginia, on Monday, September 28, 1936, at 8:00 P. M., there were present E. N. Bradfield, Mayor; Roscoe B. Rhoads, Recorder; and Roy M. Flippo, Herbert Howard, Lawrence S. Hutch- ison, Harry F. Newton, Louis C. Rollins and Joseph H. Turley, Councilmen. The minutes of the last meeting were read and approved. Mayor Bradfield reported that Mr. Tunis H. Plaster expected to rent the storeroom in the Town Hall Building either October 1st., or November 1st., at the terms quoted. I Mr. Harrison Williams, in company with his Attorney - Mr. Lucas D. Phil- lips - appeared before the Council, and solicited it to abate an alleged nuisance - • a stable situated on the North aide of East llortlt:Street: Mr. Williams also pre- sented a petition signed by various citizens of the immediate vicinity. On motion of Councilman Hollins, duly seconded, and unanimously carried, it was ordered that the Mayor appoint a Board of Health for the town of Leesburg, in Virginia, under subsection R, of section 3, of the town charter. The Mayor appointed Drs. John A. Gibson, Chairman, Harry P. Gibson and G. H. Musgrave. It was moved by Councilman Turley, duly seconded and carried, that the members of the newly appointed Board of Health be paid the sum of $25.00 per year each for their services, during the term of this Council. On motion of Councilman Hutchison, duly seconded, and carried, the mat- ter of the petition which was presented to the Council by Mr. Harrison Williams, be referred to the Board of Health, and that it report back at the next meeting of the Council. Mr. Julian F. Hirst, business manager for the Leesburg High School Chat- terbox, appeared before the Council, and asked that the advertisement now appear- ing in the Chatterbox be continued. On motion of Councilman Turley, duly second- ed and carried, the sum of $10.00 was appropriated for the advertisement. A delegation of citizens from Loudoun and Wirt streets, headed by Mr. J. C. Snipes, appeared before Council and presented a petition signed by themselves and other residents of that particular vicinity, soliciting stringent enforcement of the laws of the town, which are being violated at the corner of the streets mentioned, by loitering and blocking the sidewalk, by loud and boisterous talking and by using profane and obscene language. On motion of Councilman Howard, duly seconded and carried, the Mayor was authorized to appoint a special policeman to patrol Loudoun and Wirt streets, at nights, for a period of from onto to ten weeks, or longer, if necessary. It was moved by Councilman Newton, duly seconded and carried, that the Mayor appoint a committee to investigate the running of waste water from the Dew Drop Inn, located at the corner of Loudoun and Wirt streets. Mayor Bradfield appointed Councilmen Rollins and Flippo. On motion of Councilman Newton, duly seconded and carried, the Town Sergeant was instructed to place stone and tar at the driveway .to the residence of Fire Chief Louis F. Ateell. The request of Mrs. W. Emory Plaster, to have a storm door erected at her property on East Loudoun Street, provided it did not exceed three feet from the building, was granted on motionof Councilman Howard, duly seconded and car- ried. It was moved by Councilman Rollins, duly seconded and carried, that water meters be put on the following places:- Dew Drop Inn, Beuchler's Restau- rant, American Lunch, Anderson's Cafe, Mrs. W. C. Orr's building, Mr. W. W. Chamblin's building, Clerk's Office, County Jail, Mrs. W. Emory Plaster's build- ing and Llangollen School On motion of Councilman Howard, duly seconded and carried, the Town Sergeant was authorized to purchase six i3-" Water Meters. Councilman Howard then offered the following resolution, which was duly seconded and unanimously adopted:- - BE IT RESOLVED, That beginning September 1, 1937, members of the Council of the town of Leesburg, in Virginia, shall be paid an annual salary of $100.00, to be paid in quarterly installments. It was moved by Councilman Turley, duly seconded and carried, that the Recorder for the town of Leesburg, in Virginia, shall be paid an annual salary of 4100.00, to be paid in quarterly installments, beginning September 1, 1937. It was moved by Councilman Rollins, duly seconded and carried, that beginning September 1, 1937, the TreasurersandrAuditonforzthe^town of Leesburg, in Virginia, shall each be paid an annual salary of 0100.00, to be paid in quar- terly installments. 39 The following bills were read, approved and ordered paid:- A. M., there were present E. N. Bradfield, Mayor; Roscoe B. Rhoads, Recorder; and Hoy M. Flippo, Herbert Howard, Lawrence S. Hutch- ison, Harry F. Newton, Louis C. Rollins and Joseph H. Turley, Councilmen. The minutes of the last meeting were read and approved. A report of the Board of Health vas read as follows:- October 12, 1936. To the Town Council of Leesburg, Va. In reference to your letter regarding the stable on East North Street. We, the undersigned members of the Leesburg Health Board do not feel that any one stable should be singled out for condemnation. We further be- ' lieve that the odors are obnoxious and the beeeding of flies are a menace to the health of the town. The Board therefore recommends that the town council pass such ordi- nance or ordinances that will eliminate all horse stables, cow stables and hog pens as prescribed under the state statutes.
