At a regular meeting of the Mayor and Town ,Council of the town of Lees-
burg, in Virginia, held in the Council Chamber, in Leesburg, Virginia, on Monday,
October 12, 1936, at 7.:30 P. M., there were present E. N. Bradfield, Mayor;
Roscoe B. Rhoads, Recorder; and Roy M. Flippo, Herbert Howard, Lawrence S. Hutch-
ison, Harry F. Newton, Louis C. Rollins and Joseph H. Turley, Councilmen.
The minutes of the last meeting were read and approved.
' A report of the Board of Health was read as follows:-
• October 12, 1936.
To the Town Council of Leesburg, Va.
In reference to your letter regarding the stable on East North Street.
We, the undersigned members of the Leesburg Health Board do not feel
that any one stable should be singled out for condemnation. We further be-
lieve that the odors are obnoxious and the bueeding of flies are a menace
to the health of the town.
The Board therefore recommends that the town council pass such ordi-
nance or ordinances that will eliminate all horse stables, cow stables and
hog pens as prescribed under the state statutes.

On motion of Councilman Rollins, duly seconded and unanimously carried,
the report was ordered laid on the table until the next meeting of the Council.

The following letter from Mr. E. 0. Russell, Clerk of Board of Supervis-
ors, was read to Council:-
October 1, 1936.
• Hon. Mayor & The Members of the Council
of the Town of Leesburg. Greeting:
Whereas it has been brought to the attention of the Board of Super-
visors that the public toilet in the town of Leesburg has been closed,
and feeling as they do the great need of such a public toilet in said
town, as Clerk of the Board I have been ordered to write you gentlemen
requesting that you take some action in looking to the reopening of a
public rest room.
The Board will be glad to cooperate with your council in this matter.

It was moved by Councilman Turley, duly seconded and carried, that a
committee' be appointed to confer. with the Board of Supervisors, relative to the
foregoing matter. The Mayor appointed Councilmen Turley and Hutchison. •
Mr. Northcutt Ely, East Fayette Street, appeared before Council and op-
posed the granting of a permit to Mr. Herbert J. Fry to erect a filling station
in the triangle between Loudoun And Fayette Streets. Mr. Ely stated that he
would dedicate the apex of the triangle between Loudoun and Fayette Streets to
the town, on condition that adjoining land could be acquired, and would be will-
ing to assist in erecting an appropriate market as a fitting eastern entrance
to Leesburg. Letters protesting the granting of a permit to erect a filling
station were read before the Council. Hon. Charles F. Harrison, Attorney for
Mr. Fry, spoke in Mr. Fry's behalf, and urged that the Council approve the action
of the Building Committee, in granting the permit. Whereupon, it was mooed by
Councilman Newton, duly seconded and carried, that the Council approvedthe action
of the Building Committee, in granting Mr. Herbert J. Fry permission to erect a
filling station in the triangle between Loudoun and Fayette Streets. Those
voting in favor of the motion were Councilmen Newton, Flippo, Hutchison, Turley •
and Rollins. Councilman Howard did not vote.
On motion of Councilman Rollins, duly seconded and unanimously carried,
the Town Sergeant was instructed to repair the sidewalk, curb and gutter from
the property of Mrs. Robert Titus westward beyond the property of Mr. William
T. Thomas on West Loudoun Street.
Dr. G. H. Musgrave, North Wirt Street, appeared before Council and
asked to have rescinded the motion passed at the meeting of August 10, 1936,
calling for one way traffic on Wirt 'Street, between Loudoun and Cornwall Streets.
On motion of Councilman Turley, duly seconded and carried, it was ordered that
the motion be rescinded and the signs removed.
It was moved by Councilman Hutchison, duly seconded and carried, that
the "Stop" signs on South Bing Street, at Loudoun Street, be transferred to
Loudoun Street.
Dr. E. H. Drake reported the unsanitary condition existing at the Mil-
holland
property on East Loudoun Street, and upon motionof Councilman Turley,
duly seconded and carried, the report was referred to the Board of Health for
investigation.
Councilman Howard offered the following resolution, which was duly
seconded and adopted.
BE IT RESOLVED: That beginning September 1st, 1937, the Mayor
of the town of Leesburg, in Virginia, shall be paid an annual sal-
ary of $400.00, to be paid in quarterly installments; and that the
Mayor shall collect and pay into the Town Treasury, all fees for
trying cases in violation of town ordinances.

Those voting in favor of the foregoing resolution were Councilmen
Flippo, Hutchison, Howard and Rollins. Councilmen Newton and Turley did not
vote.

At, the regular meeting of the Mayor and Town Council of the town of
Leesburg, in Virginia, held Monday, September 29, 1936, it was petitioned to abate
an alleged nuisance, in the form of a stable, situated on the north side of East
North Street,, Leesburg, Virginia.
On motion, duly seconded and carried, it was directed that the aforesaid
petition be referred to the Board of Health, and that said Board report back atk
the next meeting of the Council.
You will, therefore, please have your Board inspect the premises and re-
port back as directed.
