HomeMy Public PortalAbout1937_03_22 53' At a regular meeting of the Mayor and Town Council of the town of Lees- burg, in Virginia, held in the Council Chamber on Monday, March 22, 1937, at 7:30 P. M., there were present E. N. Bradfield, Mayor; Roscoe B, Rhoads, Record- er; and Roy M. Flippo, Herbert Howard, Lawrence S. Hutchison, Harry F. Newton, Louis C. Rollins and Joseph H. Turley, Councilmen. The minutes of the last meeting were read and approved. Mayor Bradfield reported to Council that Mr. W. C. Sarver, Williams- port, Maryland; had stated to him that he was desirous of opening a Gun Club in Leesburg, provided suitable arrangements could be made. The Mayor advised that no license fee had been set for such a venture, and upon motion of Councilman Hutchison, seconded by Councilman Howard, and unanimously carried, it was ordered that a license of $25.00 per year be assessed against Gun Clubs and Shooting Gal- leries. The matter of purchasing a new fire engine, held over from the last meeting, was then brought before the Council for discussion. After each member of the Council expressed his opinion with respect to the question, it was moved by Councilman Howard, seconded by Councilman Flippo, and unanimously carried, that a committee of three (31 be appointed to work with the Fire Company, in the selection of a new pumper. .The Mayor appointed Councilmen Newton, Flippo and Hutchison as the committee. In compliance with the motion passed at the meeting of February 22, 1936, the following bids for the hauling of slops and garbage were received, • opened and read:- Slops. Garbage: . - 0. G. F. Kitts & Sons, '.,6 525.00 $ 750.00 Thos. S. Alexander, $ 480.00 • On motion of Councilman,Rollins, seconded by Councilman Howard, and un- animously carried, the contract for the hauling of slops was awarded to Thos. S. Alexander, Leesburg, Virginia. It was moved by Councilman Howard, seconded by Councilman Newton, and unanimously carried, that a special meeting of the Mayor and Town Council be held on Wednesday, March 24, 1937, at 7:30 P. M., for further consideration of the Garbage bid, and that the Recorder be instructed to notify Mr. G. F. Kitts to be present at that time. On motion of Councilman Newton, seconded by Councilman Howard, and un- animously carried, the Town Sergeant was instructed to carry Mr. Arthur Hough on the weekly pay-roll of the town until notified to the contrary by the Council. Mr. Hough has been quite sick for some time and just recently was operated on. On motion of Councilman Turley, seconded by Councilman Newton, and un- animously carried, the Town Sergeant was instructed to order one tube of chlorine. Councilman Hutchison brought to the attention of the Council that the • gutter on the north side of West Cornwall Street, from King to Wirt SOreets, was badly in need of repairs, and upon motion of Councilman Howard, seconded by Coun- cilman Newton, and unanimously carried, it was ordered that the necessary repairs be made as soon as possible, as well as to the south side of East Loudoun Street, ' between King and Church Streets; the repairs to be made under the direction of the Town Sergeant. • It was moved by Councilman Howard, seconded by Councilman Hutchison, and unanimously carried, that the Town Sergeant be authorized to purchase 1,000 gal- ions of Tar. Stating that he was removing from the corporate limits of the town of Leesburg, in Virginia, Councilman Herbert Howard very regretfully tendered his resignation from the Town Council, same to become effective at once. After ex- pressions of regrets were extended, it was moved by Councilman Hutchison, second- ed by Councilman,Newton, and unanimously carried, that the resignation of Coun- cilman Howard be accepted. 54 The Town Sergeant reported to Council that Mrs. India Titus, 401 North King Street, had requested sufficient discarded curbing, which she would have set (at her own expense) on the Union Street side of her premises, and upon mo- tion of Councilman Turley, seconded by Councilman Howard, and unanimously car- ried, the request was granted. At a special meeting of the Mayor and Town Council of the town of Lees- burg, in Virginia, held in the Council Chamber on Wednesday, March 24, 1937, at 7:30 P. Ai., there were present E. N. Bradfield, Mayor; Roscoe B. Rhoads, Recorder; and Roy M. Flippo, Lawrence S. Hutchison, Harry F. Newton, Louis C. Rollins and Joseph H. Turley, Councilmen. . The meeting was called by order of Motion of Councilman Howard, at the regular meeting of March 22, 1937, to give further consideration to the awarding of the contract for the hauling of garbage. Mr. G. F. Kitts appeared before Council, and,. after some questioning, as to Mr. Kitts' ability to fulfill his contract, should it be awarded to him, I it was moved by Councilman Turley, seconded by Councilman Newton, and unanimous- ly carried, that the contract for hauling garbage be awarded to G. F. Kitts, at $750.00 per year, provided bond can be procured, acceptable to. the Town Attor- ney. Also on motion of Councilman Turley, seconded by Councilman Hutchison, and unanimously carried, it was ordered that the Mayor and Town Attorney pre- pare and receive the. contract and bond of Mr. G. F. Kitts, for the hauling of garbage. There being no further business, on motion, the Council adjourned.l laideMAYOR. "2 ' RECORDER. Bradfield, Mayor; Roscoe B. Rhoads, Record- er; and Roy M. Flippo, Lawrence S. Hutchison, Harry F. Newton, Joseph H. Turley and Louis C. Rollins, Councilmen. Mayor Bradfield explained to the Council that he had called the spe- cial meeting to give further consideration to the contract for the hauling of garbage, awarded at the special meeting of March 24, 1937, to Mr. G. F. Kitts. Mr. Kitts was again called before Council and explained that he had • been unable, to date, to procure bond through a bonding company, but had Mr. G. W. Hume to act as bondsman for him.
