Pedestrian Crossings
All vehicles must stop for any pedestrian attempting to cross at any
marked intersection, with or without lights. It is illegal to pass a car
stopped at a crosswalk – visibility is restricted so assume a
pedestrian is crossing. Pedestrians, PLEASE, use marked
crosswalks and always operate the lights. You may think they’re
silly, but you are helping to train drivers! After pedestrians clear the
intersection, vehicles may proceed without waiting for flashers to stop.
WATCH OUT FOR CHILDREN!
Cyclists, please, use 2nd Ave/Van Horn bike routes. Cyclists have
all responsibilities of vehicles, including stopping at stop signs! Cyclists
also have all rights of motor vehicles. Drivers must provide 3’ clearance
when passing a cyclist!
Senior Citizen Homestead Exemption Applications
Applications must be filed each year for senior rates on utility bills and
exemption from ad valorem taxes on real and personal property. The
deadline for filing for the Homestead Exemption with the county is April
1. To qualify for the Tybee discounts, you must be 62 years old as of
Feb 1, have a total combined household income of less than $30,000
for 2018, own a Tybee home, and have legal residency here.
Applications are available at City Hall or under the Forms link on the
City website. Forms must be submitted with a copy of your 2018 tax
return, or, if you do not file taxes, a copy of your year-end 2017 Social
Security Statement.
Avoid the Drip!
It will be wonderful if February includes no overnight freezing weather,
but in case we got some freeze warnings, remember:
Only outdoor pipes, such as garden faucets, ever need to be dripped.
Inside water outlets do not need to be dripped.
Drip rates should be about one gallon/hour or about 4 drips/second.
Pipe heating cable or tape is sold at Ace, Lowe’s and Home Depot,
although they don’t keep a lot in stock locally. Call first, or shop their
websites, or Amazon. Only a few cents to run on freezing nights,
heating tape is much cheaper than either broken pipes or running
water! Unplug the heating device when the frost danger has passed.
City Manager’s Morning In and Mayor’s Night In
City Manager Shawn Gillen is at the Tybean most Fridays for coffee in
Tybee Oaks between 9-10AM. You’ll need your own coffee, but share
of mind with the CM comes free! Please watch the city calendar online,
for schedule updates. Mayor Jason Buelterman has a monthly Night In
to discuss issues more appropriate to Council than to the City Manager.
Mayor’s Night In is second Tuesday each month. Call Jan LeViner at
912.472.5080 for an appointment.
Locals Appreciation Cards
As the year ends, stop by the Development Authority/Main Street office
in City Hall to see Chantel Morton, who can provide you with the 2019
Locals Appreciation Card. Bring a valid driver’s license with a 31328
address to receive discounts from many local businesses.
Dune Restoration Project
The first phase of the dune restoration project will begin Monday
following the Critz Run, and is anticipated to last for one month to six
weeks. Please be advised that areas south of the pier and pavilion –
beachfront parking and beach areas – will be closed and/or restricted
for safety reasons. Updates will be provided and posted on the city’s
website as available. For more information, please contact Ricky

understanding as work to protect our community takes place.
Business Applications & Rental Registrations
Business license applications and short term rental registrations expire
on December 31st. Payment of fees and 2019 registrations will be due
by the end of March. Why wait?
New TIMSC Has Begun
Construction has begun on the north end of the north beach lot for the
new Marine Science Center! The northernmost cross-over will be closed
while work is under way, which is expected to continue over the
summer until approximately April, 2020.

To get on the agenda, file an Agenda Request with the City Clerk by
noon, Wednesday, eight days prior to the Meeting! Council meets 2nd
& 4th Thursday, 7PM, each month. Visit City Hall or our web site to
obtain the form. If you are presenting to Council, you must provide
your presentation no less than 48 hours in advance to Clerk or IT
staff!
