HomeMy Public PortalAbout2018-06-14 HPC Minutes Meeting of the Historic Preservation Commission Record of Minutes Date: June 14, 2018 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:01 p.m. Roll call was taken: Commissioners Schmidt, Derrick, Hagen, Rapp and Chairman Bortel were present. Commissioners Lucas, Barvian, Olsen and Hendricksen were absent. Also in attendance: Jake Melrose, Economic Development Manager and Tracey Erickson, Recording Secretary. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Derrick made a motion to approve the agenda. Seconded by Commissioner Hagen. Voice Vote. All in favor. 0 opposed. Motion carried 5-0. APPROVAL OF MINUTES Commissioner Derrick made a motion to approve the March 26, 2018 minutes as amended. Seconded by Commissioner Hagen. Voice Vote. All in favor. 0 opposed. Motion carried 5-0. CHAIR’S COMMENTS Chairman Bortel provided a review of the Farnsworth House tour taken on June 10, 2018. COMMISSIONERS COMMENTS No Comment. PUBLIC COMMENT No Comment. OLD BUSINESS NEW BUSINESS 1802-0061118.COA 15017 S. Bartlett Ave. Tracie Tobin Mr. Melrose stated the applicant is the owner of 15017 S. Bartlett Avenue, and is seeking a Certificate of Appropriateness (COA) for a new fence on the property. Currently, there is a single-family home on the subject site. The subject property is located in the East Side Historic District and therefore requires a Certificate of Appropriateness. The applicant is seeking approval to construct a new fence along the north and east of the property, with the exception of the rear alley. The applicant is proposing the fence to be of split two-rail style and made of wood. Mr. Melrose stated staff believes the proposed location of the fence follows the general design guidelines. Staff welcomes input from the Historic Preservation Commission on the style of fence and material, to better meet the design guidelines and maintain the historic style and character of the site and neighborhood. Overall, staff believes that the character of the property can be retained and preserved with the addition of the proposed fence. Chairman Bortel swore in Tracie Tobin, applicant. Ms. Tobin stated there was an existing split-rail fence but was removed because it was rotting. Ms. Tobin stated they will be taking the fence to the sidewalk because of an encroachment issue with the neighbor. Ms. Tobin stated they are installing a fence because they are selling the property. Ms. Tobin stated yes but the neighbor removed the stakes. Commissioner Derrick asked the applicant to explain the place of the fence. Ms. Tobin explained where the replacement fence will be located. Commissioner Hagen asked if the old fence extended over the flower beds. Ms. Tobin stated the flowers beds were removed because the neighbor was encroaching. Chairman Bortel asked if the replacement fence will go to the front of the house. Ms. Tobin stated they would like the fence to go to the sidewalk because of the ground cover the neighbor planted. Chairman Bortel asked Commissioner Hagen if the split-rail fence was on the property when he owned it before he sold it to the Tobin’s. Commissioner Hagen stated yes. Commissioner Derrick asked Commissioner Hagen if the split-rail design dated back to the ‘60s because that would be during the period of significance. Commissioner Hagen indicated the fence would have existed in the ‘60s. Commissioner Hagan stated he bought the house in 1978 and the fence was on the property. Chairman Bortel indicated that Commissioner Hendricksen, who is not in attendanc, confirmed that the fence was on the property before the Tobin’s bought the home. Commissioner Derrick stated that split-rail fences are typically not appropriate for the era and if the fence had not been there in the past they would have encouraged the applicant to install a picket fence. Commissioner Derrick indicated the split-rail may have dated close to the period of significance the commission chose for the historic district, so the fence is being replaced in kind. Commissioner Derrick stated the commission must be careful about the precedent they are setting. Chairman Bortel stated the replacement fence is being grandfathered in. Commissioner Rapp indicated that the split-rail fence will look very nice on the property. Commissioner Hagen asked if the fence will be cedar. Ms. Tobin stated she believes so. Commissioner Rapp stated most split-rail fences are cedar. Commissioner Derrick made a motion to recommend approval of the Certificate of Appropriateness for 15017 S. Bartlett Avenue, subject to the following stipulation: 1. Upon execution of a Letter of Agreement that identifies a suitable fence material and style determined by the Historic Preservation Commission. Seconded by Commissioner Rapp. Vote by roll call: Schmidt, yes; Hagen, yes; Rapp, yes; Derrick, yes; Bortel, yes. Motion carried 5-0. DISCUSSION ADJOURN Commissioner Derrick made a motion to adjourn.
