HomeMy Public PortalAbout1937_06_14 64 -At a regular meeting of the Mayor and Town Council of the town.of Leesburg, in Virginia, held in the Council Chamber on Monday, June 14, 1937, at 8:00 P. M., there were present E. N. Bradfield, Mayor; Roscoe B. Rhoads, Recorder; and Roy M. Flippo, Lawrence S. Hutchison, Harry E. Newton, Lucas D. Phillips, Louis u. Rollins and Joseph H. Turley, Councilmen. The minutes of. the last meeting were read and approved. Newly appointed Councilman Lucas D. Phillips, having subscribed to the Oath of Office, was welcomed and seated in the Council. Mayor Bradfield appointed Councilman Phillips to the following Committees: Fire, Lights and Streets south of Market. The following bills were read, approved and ordered paid: • Virginia Public Service Co., (Mayor's Office & Fiee House) - - $ 11.75 (White Way Lighting) 89.50 " " (Street Lighting) 118.36 " "' " (General rumping) 182.35 (Harrison Pumping) 1.00 C. Adams Co., 3.50 $568.15 It was moved by Councilman Flippo, seconded by Councilman Hutchison, and unanimously carried, that Town Auditor S. Reed Galleher be paid the usual sum- of $25.00 for preparing the annual budget. At the suggestions of Councilmen Flippo and Rollins, the matter of re- pairing the curb and gutter in front of the premises of Messrs. L. T. Fry, Steve Savopoulos and J. F. Thompson, on East South .Street, was ordered laid upon the table until the next meeting of the Council. On motion of Councilman Rollins, seconded by Councilman Flippo, and unanimously carried, the Town Sergeant was instructed to repair the street in front of the premises of Mr. John T. Hourihane, South King Street, with gravel and tar. Upon motion of Councilman Flippo, seconded by Councilman Hutchison, and unanimously carried, it was ordered that the shoulders of the streets in the 300 block of South King Street be repaired. It was moved by Councilman Turley, seconded by Councilman Rollins,and unanimously carried, that the Town Sergeant be authorized to purchase 1,000 gal- lons of tar from the Virginia State Highway Department. The matter of establishing a modern sewerage system for the 'town of Leesburg, in Virginia, was then brought before the Council and thoroughly dis- cussed; Councilman Phillips then offered the following resolutions, which were seconded by Councilman Turley, and unanimously adopted: Be it resolved by the Mayor and Town Council of the town of Leesburg, in Virginia, that we unanimously favor establishing an adequate, modern and up- to-date sewer system and disposal plant for the town of Leesburg. Be it also resolved, that we unanimously favor re-considering the propos- al to establish an'adequate and modern sewer system and disposal plant for the town of Leesburg. 6J • • - Beit also resolved, that in view of the fact that the Council, on' its own initiative, had the proposal to establish a new Sewer sys- tem and disposal plant submitted to the voters of -the town of Leesburg, and the porpoSal was defeated, the Council is reluctant, at thistime, to re-submit the proposal to the voters without some expression from them indicating that they desire to have the same re-considered. Be it further resolved, that the Council will take the necessary ' action to have re-submitted to the voters of the town of Leesburg, the proposal to establish an adequate sewer system and disposal plant, if and when a sufficient number of voters indicate a desire to have the same re-submitted to warrant such action by the Council. The official Poll Book of the election held June 8, 1937, was submitted, and showed the following results: For Mayor, Lucas D. Phillips, 143 votes. For Recorder, Roscoe B. Rhoads, 142 votes. For Councilman, John T. Hourihandt 134 votes. For Councilman, Lawrence S. $utchison, 124 votes. For Councilman, Louis C. Rollins, 124 votes. For Councilman, J. D. Taylor; 122 votes. For Councilman, Roy M. Flippo, 110 votes. For Councilman, Joseph H. Turley, 94 votes. There bring no further business, on motion, the Council adjourned.' • 40 / MAYOR. • . RICORDS i_ • • At a regular meeting of the Mayor and Town Council of the town of Leesburg, in Virginia, held in the Council Chamber on Monday, June 28, 1937, at 8:00 P. M., there were present E. N. Bradfield, Mayor- Roscoe B. Rhoads, Recorder; and Roy M. Flippo, Lawrence S. Hutchison, Harry F. Newton, Lucas D. Phillips, Louis C. Rollins and Joseph H. Turley, Councilmen. . Turley, 8.40 $80.55 It was moved by Councilman Rollins, seconded by Councilman Newton, and unanimously carried, that the matter of repairing the town's water pumps be re- ferred to the Town Sergeant, with instructions that they be repaired at once. On motion of Councilman Flippo, seconded by Councilman Newton, and un- animously carried, the Town Sergeant was instructed to repair the highway in front . of the prosperty of Mr. C. K. Howser, South King Street. Fire Chief Louis r•. Atwell,and Mr. Herbert J. Fry, of the committee to purchase a new pumper for the Leesburg Fire Co., in company with Mr. J. R. Morris, representative of The Seagrave Corporation, appeared before Council in further interest of the purchasing of a new pumper for the town.
