HomeMy Public PortalAbout1937_07_26 b7 • BE IT ALSOORDAIITED, that the Mayor be, and he is hereby, author- ' - ized and instructed to employ, as soon as may be practicable, a compe- . tent and qualified Certified Public Accountant- to •recommend and install ' • a set of books for the town, for the purpose of enabling the town to' conduct its business, financial and administrative affairs in accord- ' ance with modern and up-to-date methods of bookkeeping and•to make ,recommendations as to how the town shall conduct its business, finen- cial and administrative affairs after September 1, 1937. I. / BE IT FURTHER ORDAINED; that after September 1, 1937, there shall - be an annual addit of the financial and administrative affairs of the . town of Leesburg, in Virginia, by a qualified and competent Certified Public Accountant. - - . �_ BE IT'FURTHER ORDAINED, that after September 1, 1937, the Treas- urer and Auditor of the town of Leesburg, in' Virginis, -shall make and - submit to the Council of the town, at its first meeting each month, • a written financial report covering all- receipts and disbursements of . the town during the calendar month immediately preceding, and the bal- . • ance in the hands of the Treasurer at the end of the month for which each report -is made. ` - • It was moved by Councilman Flippo, seconded by Councilman Newton, and unanimously carried, that the Mayor appoint a committee -to enlarge the surface -water intakes at Potts' corner and in front of the property occupied by. L. S. Rohr, on South King Street. 'The Mayor appointed Councilmen Flippo and Newton as the committee. - There bring no further business, on motion, the Council adjourned.- I G' LIAYOR. J RECORDER. • \ • At a regular meeting of the Mayor and Town Council of the town of • . Leesburg, in Virginia, held in the Council Chamber on Monday, July 26, 1937, . at 8:00 P. M., there were present E. N. -Bradfield, Mayor; Roscoe B. Rhoads, - Recorder; and Roy !. Flippo, Lawrence S. Hutchison, Harry F. Newton, Lucas __ D. Phillips, Louis C. nollins and Joseph H. Turley, Councilmen. The minutes of the last meeting were read and approved. . The following bills were read, approved and ordered paid: Charles.A. Stallings, _ $ 3.00 • _ C. F. Adrian, Jailor, (Town Prisoners )- - - 217.75 $290.47 - On motion of Councilman Turley, seconded by Councilman Newton, the - . Town Sergeant was granted two weeks vacation, beginnkag August 10, 1937. . It was moved by Councilman Hutchison, seconded by Councilman Flippo,' and unanimously.carried, the Nightwatchman be allowed two weeks additional . salary, .in lieu of-his vacation. . 68 • On motion of Councilman Rollins, seconded by Councilman Turley, and unanimously carried, the Town Sergeant was instructed to repair the gutter in front of the property of Dr. Frank P. Shoot, South King Street. It was also moved by Councilman Rollins, seconded by Councilman ' Hutchison, and unanimously carried, that the Town Sergeant be instructed to repair the sidewalk in front of the driveway of the property of Dr. Frank P. Smoot, South King Street, provided that Dr. Smoot pay one half of the cost of same. It was moved by Councilman Rollins, seconded by-Councilman Hutch- ison, and unanimously carried, that the Mayor appoint a committee to ascer- tain the cost of repairing the retaining wall in front of the property of Mr. L. T. Fry, East South Street, the said committee to have the authority to have the work performed. The Mayor appointed Councilmen Phillips, Rol- lins and Flippo. It was moved by Councilman Phillips, seconded by Councilman Turley, and unanimously carried, that the Ordinances introduced at the last meeting of the Council, having for its object, among other things, to combine the offices of Auditor and Treasurer of the town of Leesburg, in Virginia, be adapted as read; with the further stipulation, or condition, that the Mayor appoint a Committee Of two from the Council to act with him in employing a representative from the Auditing Department of the Commonwealth of Virginia for the purpose designated or stipulated in said ordinance. Mayor Bradfield appointed Councilmen Phillips and Hutchison on the Committee. • There being no further business, on motion, the Council adjourned. IPMAYOR. ,---RECORDER— • At a regular meeting of the Mayor and Town Council of the town of Leesburg, in Virginia, held in the Council Chamber on Monday, August 9, 1937, at 8:00 P. M., there were present E. N. Bradfield, Mayor; Roscoe B. Rhoads, Recorder; and Roy M. Flippo, Lawrence S. Hutchison, Harry F. Newton; Lucas D. Phillips, Louis G. Rollins and Joseph H.• Turley, Councilmen.- The minutes of the last meeting were read and approved. On motion of Councilman Turley, seconded by Councilman Flippo, and unanimously carried, Mr. Vernon Claggett was granted permission to stand a Times-Herald newspaper rack on the sidewalk at the corner of East Market and North Xing Streets, provided that the sidewalks thereabouts be kept clean at all times. • The Town Sergeant reported the illness of town employee Raymond Hough at the pumping station, and upon motion of Councilman Hutchison, second- ed by Councilman Flippo, and unanimously carried, it was ordered that Mr. F. -M. Fling be employed to take care of the town pumps, until the recovery of Mr. Hough. The Recorder read the following to the Council: TO THE COUNCIL, MAYOR AND/OR TREASURER OF THE TOWN OF LFFSBURG, VIRGINIA: The undersigned, G. F. Kitts, hereby assigns and transfers to the Loudoun National Bank, of Leesburg, the sum of' $25.00 out of each of the next three payments due him for hauling garbage and/or rubbish for said town as said payments shall become due and payable.
