On motion of Councilman Rollins, seconded by Councilman Turley,
and unanimously carried, the Town Sergeant was instructed to repair the gutter
in front of the prowperty of Dr. Frank P. moot, South King Street.
It was also moved by Councilman Rollins, seconded by Councilman "
Hutchison, and unanimously carried, that the Town Sergeant be instructed to
repair the sidewalk in front of the driveway of the property of Dr. Frank P.
Smoot, South King Street, provided that Dr. Smoot pay one half of the cost of
same.
It was moved by Councilman Rollins, seconded byTCouncilman Hutch-
ison, and unanimously carried, that the Mayor appoint a committee to ascer-
tain the cost of repairing the retaining wall in front of the property of
Mr. L. T. Fry, East South Street, the said committee to have the authority
to have the work performed. The Mayor appointed Councilmen Phillips, Rol-
lins and Flippo.
It was moved by Councilman Phillips, seconded by Councilman Turley,
and unanimously carried, that the Ordinances introduced at the last meeting
of the Council, having for its object, among other things, to combine the
offices of Auditor and Treasurer of the town of Leesburg, in Virginia, be
adapted as read; with the further stipulation, or condition, that the Mayor
appoint a Committee thf two from the Council to act with him in employing a
representative from the Auditing Department of the Commonwealth of Virginia
for the purpose designated or stipulated in said ordinance. Mayor Bradfield
appointed Councilmen Phillips and Hutchison on the Committee.

At a regular meeting of the Mayor and Town Council of the town of
Leesburg, in Virginia, held in the Council Chamber on Monday, August 9, 1937,
at 8:00 P. M., there were present E. N. Bradfield, Mayor; Roscoe B. Rhoads,
Recorder; and Roy M. Flippo, Lawrence S. Hutchison, Harry F. Newton; Lucas D.
Phillips, Louis G. Rollins and Joseph H.• Turley, Councilmen..
The minutes of the last meeting were read and approved.
On motion of Councilman Turley, seconded by Councilman Flippo, and
unanimously carried, Mr. Vernon Claggett was granted permission to stand a
Times-Herald newspaper rack on the sidewalk at the corner of East Market and
North King Streets, provided that the sidewalks thereabouts be kept clean at
all times.
The Town Sergeant reported the illness of town employee Raymond
Hough at the pumping station, and upon motion of Councilman Hutchison, second-
ed by Councilman Flippo, and unanimously carried, it vas ordered that Mr. F.
-M. Fling be employed to take care of the town pumps, until the recovery of
Mr. Hough.
The Recorder read the following to the Council:
TO THE COUNCIL, MAYOR AND/OR TREASURER OF THE TOWN OF TIEPSBURG,
VIRGINIA:
The undersigned, G. F. Kitts, hereby assigns and transfers to
the Loudoun National Bank, of Leesburg, the sum of' $25.00 out of
each of the next three payments due him for hauling garbage and/or
rubbish for said town as said payments shall become due and payable.
The said undersigned G. F. Kitts further assigns and transfers to

the General Motors Acceptance Corporation, whose office is at 17th
and H Streets, N. W., Washington, the sum of $30.51 out of each of
the three payments as they shall become due and payable to him for
hauling garbang and/or rubbish for the town of Leesburg as said pay-
ments shall become due and payable.
The undersigned G. F. Kitts requests and hereby gives the
• treasurer of the town of Leesburg, in Virginia, authority to pay

the aforesaid Loudoun National Bank of Leesburg, the sum of $25.00
• per month and the aforesaid General Motors Acceptance Corporation,
the sum of $30.51 per month out of the next three monthly payments
due him for hauling garband and/or rubbish for the said town as said
monthly payments shall become due him. -
The aforesaid assignments are made in consideration of debts
owed by the undersigned and his son, Elmer Kitts.
Witness the following signature and seal, this the 28th day of
July, 1937.

It was moved by Councilman Phillips, seconded by Councilman Turley,
' and unanimously carried, that the assignment of G. F. Kitts on the town of Lees-
burg, in Virginia, bearing date of July 28, 1937, be accepted, but without any
liability on the town, and that the Town Treasurer be and he is hereby instruct-
ed to make payments for the benefit of said Kitts in accordance with the provi-
sions of said assignment, if, and when, the town shall be indebted to the said
Kitts in a sum sufficient to make said payments, but the amount to be paid to
the Loudoun National Bank of Leesburg shall be limited to $50.00.
On motion of Councilman Turley, seconded by Councilman Rollins, and
unanimously carried, it was ordered that Mrs. India Titus be furnished. with a
wooden curbing along the south side of hier property at #401 North King Street.
Also on motion of Councilman Turley, seconded by Councilman Newton, and
unanimously carried, it was ordered that the curbing in front of the property of
Mrs. C. E. Thompsoh, North Wirt Street, be straightened.
It was moved by Councilman Newton, seconded by Councilman Flippo, and
unanimously carried, that all new curbing be not over seven inches (7") high.
It was moved by Councilman Hutchison, seconded by Councilman Flippo,
and-unanimously carried, that the driveway to the residence of Mr. Edwin E. Gar -
rett, West Cornwall Street, be repaired by the town force, with the understand-
ing that Mr. Garrett would pay for the cost of same.
The following bills were read, approved and ordered paid:

On motion of Councilman Hutchison, seconded by Councilman Newton, and
unanimously carried, it was ordered that Mr. F. M. Fling be reimbursed the sum
of $18.00 for loss of time due to injuries received while in line of duty.
The following ordinance was then introduced to the Council, and Upon
motion of Councilman Phillips, seconded by Councilman Hutchison, and unanimous-

ly carried, the same was adopted:
BE IT ORDAINED by the Council of the town of Leesburg, in Vir-
ginia, that on the 6th day of September, 1937, at eight o'clock, P.
M., in the Council Chamber of the Tom Hall of said town, bids will
be received for the rental of the Auditorium of said Town Hall.
BE IT ALSO ORDAINED that all bids for the rental of said audi-
torium. shall be in writing and shall be for a period of one or two
years.
BE IT FURTHER ORDAIPED that all bids shall be addressed to the
Mayor and Town Council and shall be delivered to the Mayor of said
town.
BE IT FURTHER ORDAINED that each bid shall state the purpose
for which the bidder intends to use the said auditorium.
BE IT FURTHER ORDAINED that the Council of said town reserves
the right and privilege of rejecting any or all bids that may be
submitted pursuant to the provisions of this ordinance.
BE IT FURTHER ORDAINED that a copy of this ordinance be pub-
lished in the Loudoun News once a week for four successive weeks.
There being no further business, on motion, the Council adjourned.

RECORDER.
At a special meeting of the Mayor and Town Council of the town of
Leesburg, in Virginia, held in the Council Chamber on Tuesday, August 17, 1937,
at 8:00 P. M., there were present E. N. Bradfield, Mayor; Roscoe B. Rhoads,
Recorder; and Roy M. Flippo, Lawrence S. Hutchison, Harry F. Newton, Lucas D.
Phillips, Louis G. Rollins and Joseph H. Turley, Councilmen.
The Recorder read the following resolutions to the Council: •
BE IT RESOLVED by the Council of the town of Leesburg, in Vir-
ginia, that the said Town will pay the Auditing Department of the
Commonwealth of Virginia for installing a set of books for said •
Town and for doing such work and making such investigations
through, and by, a qualified representative of said Auditing De •

partment as may be necessary to determine the kind of books
needed by said Town.
BE IT FURTHER RESOLVED that it is the desire of said Coun-
cil to have said set of books set up as of,September 1, 1937,
and that such work and investigations as may be necessary to
determine the kind of books needed may be done and made by the
said Auditing Department as soon.as it is convenient to do
same.
BE IT FURTHER RESOLVED that the selection of books for the
Town shall be approved by the Mayor and Auditor-Treasurer of
said Town.
