JULY 2, 1980 RECORD OF PROCEEDINGS 100 Leaves The regular meeting of the Town Council was called to order by Mayor Leonard 7:30 p.m. Trustees present were Clayton, Rensberry, Klancke, Johnston, Bickle, Tucker, also Monte Aosers, Clerk‘)inter, Attorney Doucette. Bickle made a motion to approve the minutes as written, 2nd Clayton, carried. Senior itizens 100.00 Bickle made a motion to pay these bills, 2nd Rensberry, carried. Dale Olaon- Mr. Olson told the board that he had talked to oudr aux about the drive way concerning the lots in Byers vista and that Boudreaux had no problem with snow removal from this drive. With information as presented at other metings and this driveway L layton made a motion to deny Mr. Olson the 2 buildings on the back half of these two lots, and only allow one duplex on the entire back half of these two lots, 2nd johnston, carried. Mr. Olson was then told different avenues still open to him concerning this ?roblem if he wishes to pursue them. Lightening Liquor renewal application- pplication in order and no negative reponse from law enforcement, Rensberry made a motion to approve FORM 50 C. F. NOECKEL B. B. L. ca. this liquor licence, 2nd Klancke, aarried. RECORD OF PROCEEDINGS 100 Leaves July 2, 19b0 page 2 Michael Boex- asked the Board for a sign off on 6livercloud (:)nd. this is a conversion. Mr. Doex needs a sign-off on one unit and will again appear before the board when the other 2 units are completed. alb-division regs were not in effect at the time the building permits were issued. Klancke gave Mayor Leonard approval to sign off on this one unit on the platsubject to recording information, 2nd OlaYton, car.:ied. Parking Ordinance anci maps for restrictions were prOsented by 1iaryAnne Klancke. I3oard wants more time for studing them and wants it posted in the clerks office for public in-put. Tabled. Ron Drake- told board that Randall had let out for bid the upper Ptg. water and :3ewer s Drake has not signed off and ntither had the Town. Drake stated that with the revisions he had earlier requested in design he could see no problem with the system. l'oard discussed this. Randall must bring in the final design for approval before he is permited to start. Clerk advised the board that the sewer district had not signed and did not want st. cut permits issued before the final design was presented to them for sign off. Board asked Drake to start with the procedure for a deep well permit etc. Town Board will set up a meeting with the School Board to work on the aquistion of the old school. Doucette discussed with the Board the encoumbrance agreement. Will get a draft back to the Board. This agreement concerns Block 1) F V. V. Klancke made a motion to adopt Ordinance 85 ammending 53 all lots of Block 4, 2nd Rensberry carried. Changes to the Water Urdinance again discussed. Trustees want office building to come in at square footage, Doucette will look into information as to the required size for working space and wiite the Ordinance acordingly. Klancke brought possible problems in Ml and 112 districts concerning sq. ft. lot areas and uses other than Mobile home. Planning Commission should. look at this and bring back recommendations. RECORD OF PROCEEDINGS 100 Leaves July 2, 19O page 3 Ric Davis- appeared before the Board stating that the water main as he had orginally asked to be allowed be put up through the alley was in his opinion to hard to do with sewer and Mt. Bell lines there. Board advised Davis that the idea of the alley was his and he was aware of other serithees in this alley. board determined at the time of signing this agreement that considering all other factors the main was placed in a reasonable location for the system to function without problems of freezing and bleeding. Davis presented other alternatives of a service line- main. After much discussion and having asked each member for comment, Clayton made a motion to enforce the agreement as stipulated in 'ounty Court and instructed t c Doucette to proceed with court action to get the line in, 2nd Bickle, vote: "layton, aye- Rensberry, aye, Bickle aye, Tucker, aye. Klancke and Johnston no, carried. Klancke reported that 'ohn Biller had asked her to ask the Board for compensation for bad water at the Crooked Creek during business hrs. on the day Monte Rogers had the fire hydrants bleeding. board advised Klancke to have Miller appear if he had a problem. Board instructed Doucette on language concerning a service line for the 'Willows Condo. Flat. Report on the'1sc I ions between the Day Care, ,school District and Randall °.x concerning the water line extention. Board instructed Rogers to arrange work for putting in this line as the Town is concerned about the time factor. Town will replace 5O of old 4" rnain with 8" main. The rest of the expense can be worked out with the .$chool and Daycare. Monte Rogers Raise, Board felt they needed more time to consider this, Tabled. No futher business board adjourned at 1:15 P.M.
