HomeMy Public PortalAbout19900412CCMeeting1 1 Tybee Island, Georgia April 12, 1990 The regular monthly meeting of the Tybee Island City Council was held on Thursday April 12, 1990 beginning at 7:30 P.M. Mayor Hosti called the meeting to order, the following councilmen were present: Jimmy Brown, Jeff Dukes, Bill Walsh, Jack Youmans and Pat Locklear. Paul Jackson was absent as he was at summer camp. Mr Thomas Mahoney, the city attorney was present. Councilman Pat Locklear gave the invocation and Mayor Hosti led us in the Pledge of Allegiance. Mayor Hosti opened the Public Hearing on 65 - 67 Captain's View Subdivision - B. P. & Associates. Miss Cathy Edwards represented B.P. & Associates in their request and she stated that they wanted to be able to sell one half of each duplex to a separate owner. Mayor Hosti asked if there was anybody in the audience who wanted to speak for or against the rezoning. No one came forward. Mayor Hosti then closed the Public Hearing. The next item on the agenda is the visitors. The first visitor to speak was Mr. Paul Flemming. Mr. Flemming talked about his application on file with the city for a business license to rent jet skis. He said the location mentioned to him was at Alley 3 right off Chatham Avenue. Bonnie Gaster was the next visitor. She spoke of the request for permission to hold Beach Music Weekend on May 26th and closing off the parking lot from 17th Street to 18th Street for the bands to play from 1 P.M. til Midnight. Bert Barrett requested that the city give Hobie Regatta 294 permission to hold the regatta on the beach and close off Center Street for the event. Since the DeSoto is sponsoring the event this year they would like to move the area closed off a little further north. City Marshal Jerry Farmer asked Mr. Barrett if he was aware of the hazards in the waters in front of the DeSoto. Mr. Barrett answered no. Mayor Hosti said that Jerry Farmer would check on the hazards. Mr. John Jarvis spoke to council again on the parking area. on 19th Street. It was suppose to have a picnic area also. Mr. John Hutton stated that he commends the city for trying to lower the milage rates and to make our city services pay for themselves, but please keep in mind some very important capital expenditures that need to be considered in the very near future. Mr. Chris Morall of Vision 20/20 thanked the city for the use of the auditorium on April 19th for the Town Meeting. The meeting will Tybee Island, Georgia Page 2 be held from 7 P.M. til 10 P.M. Mr. Bob Dyer asked who are the sponsors of 20/20. The sponsor are the City of Savannah, Chatham County, Board of Education, Chamber and the Economic Development. Vision 20/20 is a goal setting organization. Attorney Bill Mastin asked if there was to be any discussion on the McNaughton house tonight. The Mayor answered no, not tonight. Linda Inveninato spoke against the Abortion Billboards on Highway 80 at Polk Street. She said that she means no disrespect for Tommy Solomon or the Christian Life Church, but feels this is hurting the island and her business. She stated that the contract for this sign runs out June 8, 1990 and that maybe the city could rent the sign and put the logo "Leave only your Footprints" on it. It would be highly visible and good advertisement for Tybee. Gloria Allen also spoke against the sign saying that it is scaring the young girls. Rick Corliss and Gwen Corliss spoke in favor of the sign. Mayor Hosti opened the meeting for business legally presented. The jet ski business license was the first item of business. Bill Walsh asked if a area has been designated and what are the limitations? The area is Alley 3 and the jet skis have to stay 1000 feet from the shore. Mayor Hosti called for a vote from council. Councilman Dukes made a motion to deny the license. Bill Walsh seconded. The vote was unanimous. Councilman Locklear made a motion to allow Beach Music Weekend on May 26th, 1990. Councilman Dukes seconded. Councilman Youmans stated that he has nothing against the bands but if we make the bars close their door because of noise then this should not be allowed. A vote was then taken; 4 in favor, 1 opposed. (Jack Youmans) Councilman Walsh made a motion to allow the Hobie Regatta to take place on June 16th and 17th. Councilman Dukes seconded. The vote was unanimous. The minutes from the March meeting were approved as read. Councilman Dukes motioned and Councilman Youmans seconded. It was unanimous. The public hearing on B. P. & Associates was then discussed. Mayor Hosti stated that he feels this is a rezoning matter. Councilman Youmans spoke in favor of granting the petition. It is already zoned as R -2 and how can we pick out one area on the island when we have the same problem else where on the island. Councilman Dukes made a motion to follow the city attorney's advice and return the matter to Planning Commission and not to vote on it tonight. Councilman Walsh seconded. 4 ford opposed (Councilman Youmans) 1 1 Tybee Island, Georgia Page 3 The bills for the month of March were presented as follows: General Government #4 - $4,117.09 #16 - 620.17 Police #5 - $11,467.92 Fire #7 - 1,541.54 First Responder #8 - 52.77 DPW #9 - $11,531.44 Sanitation #10 - 17,627.62 Parking #6 - 11,063.01 Recreation #12 - 1,526.88 $12,759.92 Lifeguards #13 - 170.03 Water /Sewer #25 - 14,386.01 All bills were reviewed and Councilman Brown made a motion to pay the above bills. Councilman Walsh seconded. It was unanimous. Councilman Brown reported on the following police matters: a.) Alcoholic Beverage License for Doc's Bar on 16th Street. He read the police report and recommends that the license be granted to Ms. Wanda Mills. Councilman Youmans seconded. The vote was unanimous. b.) Councilman Brown made a motion to purchase 2 new police cars for $25,000.00, & to take the money for the purchase out of the line item salaries in the budget. Councilman Dukes seconded. Councilman Youmans questioned about what would be used for salaries in the last quarter of the fiscal year. Mayor Hosti said that after we look into the budget adjustments we might be able to put some money into capital outlay. The vote for purchasing the cars was unanimous. c.) Councilman Brown said that he would like to see a policy about police calls to bars put into effect. He thinks that 4 calls a month or 25 in a given year would be justification for a hearing from the owners as to why this many calls had been received. Councilman Youmans gave a report on a Fire Subscription to cover the Coast Guard station. He stated that this coverage would not effect our ISO rating. The fee that is being offered is $805.00 a year. Councilman Dukes made a motion to accept the update of the business license schedule fees. Councilman Youmans seconded, the vote was unanimous. The Hewitt final plat was the next item of business. The subdivision was approved 4 years ago. City Attorney Mahoney said if subdivision map is on record at the Chatham County Court House, there is nothing we can do. Councilman Dukes motioned this be a non issue and for council not to act upon it. Councilman Locklear seconded, the vote was unanimous. $4,737.26 $1,594.31 $29,159.06 Tybee Island, Georgia Page 4 Councilman Locklear made a motion to purchase a van for the recreation department. With the grants from the Governor and from Chatham County we need only to spend $3,664.00 out of the budget for the purchase of the van. Councilman Locklear will turn in the amount to be taken from the different line items. Councilman Walsh seconded the motion. The vote was unanimously in favor. Councilman Locklear made a motion to repay the TYAA out of the line item cheerleaders $1,498.09. Councilman Dukes seconded. Councilman Youmans asked who authorized this spending, is there a Purchase Order issued for the items? Mayor Hosti called for vote. 3 in favor; 2 opposed: (Youmans,Walsh) Councilman Locklear gave a report on the handicapped restroom meeting that took place April 9th. He motioned to up the parking lot fee by $1.00 to be earmarked for restroom maintenance and restoration. Council- man Brown seconded. Councilman Dukes stated that we already have the old police station equipped for handicapped. Councilman Youmans said that we do not need one - fourth of the fees spent on restrooms. A vote was called by Mayor Hosti. 4 in favor - 1 opposed (Youmans) A Public Hearing will be held at the May council meeting for the Resolution on Little Tybee. There will also be a public discussion on the Tybee School issue at the May meeting. Councilman Dukes gave a short report on what the city has done on this subject. Mayor Hosti requested that Bob Dyer and Leon Case be appointed to the Emergency Management Committee. Councilman Dukes so moved, with Councilman Walsh seconding. The council vote was unanimous. Under communication Mayor Hosti gave a report on the 1% Road Sales Tax and 195 was granted permission to hold a beach clean up on April 21st with the aid from the city's DPW department. Mr. Mahoney read a Resolution for the Governor's Discretionary Fund Water Pollution Control Grant. Councilman Walsh made a motion to accept the grant. Councilman Locklear seconded. The vote was unanimous. The "Full Kitchen" amendment to Alcoholic Beverage License ordinance was tabled by a motion by Councilman Brown until May's meeting. Councilman Youmans seconded. All council in favor. The first reading on 6 -1 -12, Limerock Wells was read by Councilman Walsh. He then motioned to accept the ordnance. Councilman Dukes seconded. The council vote was unanimous. The second reading will be held at the May's meeting. 1 1 Tybee Island, Georgia Page 5 Councilman Locklear withdrew the 2 following ordinances, Section 7 -3 -6 & 7 -3 -7; Parks, Recreation and Culture Affairs. Councilman Locklear read Section 9 -3 -35 and it was tabled at the request of Councilman Brown so that it could be reworded. Councilman Locklear seconded. It was a unanimous vote by council. Councilman Locklear read and made a motion to accept Section 9 -5 -1 (7) & Section 9 -5 -1 (8) on first reading of the ordinances. Councilman Dukes seconded 9 -5 -1 (7) and Councilman Brown seconded 9 -5 -1 (8). The council voted unanimously in favor. Councilman Locklear read and motioned to accept for first reading the ordinance Section 10 -1 -33, Motor Vehicles and Traffic. Councilman Brown seconded. It was unanimous with council. Councilman Locklear read an ordinance under Animal Control that would repeal Article B in its entirety 4 -4 -21 through 4 -4 -30 effective upon passage of council adoption of 4 -4 -21 through 4 -4 -30. Locklear made a motion to accept ordinance as first reading with Councilman Dukes seconding. Dukes commended Mr. Locklear for going out to the citizens for their input and for all of his hard work on this ordinance. The vote to accept the ordinance for first reading was 4 for and 1 opposed. (Youmans) Councilman Locklear withdrew Article A, Section 4 -4 -9 & 4 -4 -12 under Animal Control. He then read Sections 4 -4 -10 through 4 -4 -14 as a first reading on the ordinance.
