It was moved by Councilman Turley, seconded by Council-
man Hutchison, and,unanimously carried , that the following,•Ordin-
ance be; adopted : I .
BE IT ORDAINED, by the Council of the town of I::+-J
' Leesburg , in. Virginia , that- the present Town. Sergeant ,
John- F. Thompson, be and he is hereby continued in
office until the 13th. day of September , 1937 or•
- until his successor is appointed , whose salary shall
: be at the rate. of 100.00 per month.

stating some of the needs of the town.
Auditor-Treasurer, Rhoads dilected` a- few remarks thank-

town of Leesburg , in Virginia , held in the Council Chamber on Mon-
day, September 13 , 193? at 6 o 'clock P.. M. there were. present , Lucas
D. Phillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo ,
Lawrence S. Hutchison , Louis C. Rollins , J. D. Taylor and Joseph H.
Turley- Councilmen. .
On motion of Councilman. Hutchison , seconded by Councilman
Turley, and unanimously carried , the following Ordinance was adopted ;
BE IT ORDAINED; by the Council of the town of Leesburg , in
Virginia , that the Recorder , Louis T . Titus , be and he is hereby
authorized and directed to include in the records of this meeting his
oath of office . .

The minutes of the last regular meeting and the minutes
Of a special meeting held on Monday , August 30 , 1937 and those of
a special meeting held on Wednesday, September 1 , 1937 were read
and approved.
- It was moved by Councilman Hollins , seconded by Council-
manTurley and voted favorably upon by Councilmen, Rollins , Taylor
and Turley , that the following ordinance be adopted ;
II .
BE IT ORDAINED, by the Council of the town of Leesburg ,
in Virginia , that John F. Thompson be and he is hereby em-
ployed as Town Sergeant for a period of two years , starting
September , 1937 , at a salary of $1 ,200.00 per annum, payable
$100.00 per month. The duties of said Town Sergeant shall
. consist of policeing the town of Leesburg, reading water
meters , overseeing the employees. of the town and doing such
. other- work as has heretofore or may hereafter be imposed on
him by Council of said town..
On motion of Councilman 'Flippo , seconded by 'Councilman
Hutchison. and unanimously carried, the following Ordinance was
adopted;
BE IT ORDAINED, by the Council of the town of Leesburg , ,
in Virginia, that I.I. D. Atwell be and he is hereby employed
• as night-watchman for the town from the date of this Ordin-
ance for a period of six months. Said night-watchman ' s duty
shall consist of policing the town of Leesburg , Virginia .
His salary shall be .390.00 ger month.
It was moved by Councilman Turley , seconded by Council-
man Flippo , and unanimously carried,`that the following Ordinance
be adopted ;
' BE IT ORDAINED , by the Council of the town of _Leesburg ,
in Virginia, that R. L. Hough be and he is hereby employed
as Superintandent of the town pumping station by the month
at a salary of $95.00 per month. The duties of said Super-
intendent shall consist of caring for said pumping station
. .and such other duties as heretofore or may hereafter be
imposed on him by Council of said town.
On motion of Councilman Hutchison , seconded by Council-
man Flippo , and unanimously carried , the following Ordinance was
adopted ; _
• •BE IT ORDAINED, by the Council of the town of Leesburg ,
in Virginia , tat J. Austin Wright be and he is hereby
employed for street work at 01650 per week, and $3.00 per
week; for care of the public toilet.
It was moved by Councilman Rollins , seconded by Council-
man Turley , that the town hall auditorium be leased to The Pitts
Tally Ho Theater Incorporated for a period of two years at the
rate of $25.00 per month.
' The motion was defeated , being voted for by Councilmen
Rollins and Turley and against by Councilmen Flippo , Hutchison

and Taylor.
Councilman Turley reported that Councilman Hourihane
sent his regrets. upon not being able to attend the meeting due to
illness.
•- ,On motion of Councilman Taylor , secondei by Council- .
t man Flippo , and unanimously carried , the following Ordinance was
adopted ;
BE IT ORDAINED, by the 6ouncil of the town of Leesburg,
in Virginia , .that , from the date of this Ordinance , the minimum -
water rate in the town , with or without a meter , shall be one
dollar ($1.00) per month without a bath tub or bathing facilities

and one dollar fifty cents ($1.50) per month with a bath tub or
bathing facilities or stool for each house , place of business ,
establishment , 'or user. -
BE IT FURTHER ORDAINED, that the water rate , beyond the
corporate limits of said town shall continue to be seventy-
five cents per -thousand gallons where a mefet is used and
two dollars :per month without a meter for each house ,• place
of business , establishment , or user. - IIIt was moved by Councilman Hutchison , seconded by Council-
manFlippo , and unanimously carried that the following Ordinance be
adopted; -
W . !BE IT ORDAINED , by the Council of the town of Leesburg , in
Virginia , that the Auditor-Treasurer of said town be and he is
hereby constituted and appointed purchasing agent for said town.
All necessary supplies , including stamps , stationery , office _
equipment , fuel , water-meters , building material for the town
water system, sewer• system and streets shall be purchased by
said agent ; however , no purchases , except in cases of emergency,
and stamps , stationery , necessary office supplies and toilet
supplies , shall be made by said agent unless authorized by
ordinance or resolution. It shall be the duty of said agent to
attend meetings of the Council ; make reports to the Council .
from time to time upon the affairs of the town; keep the Council
fully advised Cf the town' s financial .condition and its
financial needs ; and recommend for adoption such measures as he
shall deem expedient.
BE IT FURTHER ORDAINED, that the Auditor-Treasuref be 'and
he is hereby vested with control over and supervision of "all
employees of the town , except the town police. It shall be the
duty of the Town Sergeant to carry out the instructions of the II
Auditor-Treasgrer
in - supervising and directing the employees
of the town.
- BE IT FURTPRF.. ORDAINED, by the Council of the town of
. Leesburg, in Virginia , that on and after September 20 , 1937 ,
the Auditor-Treasurer shall have the right and power to require-
each and every employee of the town, except the regular .
members of the police force , to make out and personally sub-
- mit to him an itemized weekly report showing the hours he worked
and the nature of the work performed each day. The Auditor-
Treasurer shall also have the right and power to require the
Town Sergeant to keep the time and analysis of the work done •
- b$ the town employees and personally submit same to him.. - •
BE •IT FURTHER ORDAINED, that the Auditor-Treasurer be and
he is hereby authorized -to pay the town employees , excepting
the police force , weekly wages due them.

On motion of Councilman Taylor , seconded by Councilman
Flippo , and unanimously carried , The. American Legion was granted
permission to use the town hall auditorium on the nights -of Cotober
22nd. and 23rd. , 1937 . •
It was -moved by Councilman Turley, seconded by Council- • '
man Hutchison , and unanimously carried , that the following Ordinance
be adopted ;
BE IT ORDAINED , by the Council of the town of Leesburg ,
in virginia , that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to draw on the 1st. day
jof each month out of the general fund of the town four-
seventeenths of all tax receipts collected during the pre- 0
`*'ceding month from levies imposed on real estate and personal ' •
yproperty and deposit same in The Peoples National Bank of
Leesburg , Leesburg, Virginia, i� the name of the "Town o£
Leesburg , Sinking Fund -- By Roscoe B. Rhoads , -Treasured. "

: On motion of Councilman Flippo , seconded by Councilman
Hutchison, and unanimously carried the following Ordinance was
adopted ; - •BE IT ORDAINED, by the Council- of the -town of Leesburg ,
. in Virginia, that the Mayor be and he is hereby authorized n
. and instructed to employ such additional policemen as he
Shall deem necessary and expedient for the -purpose of
maintaining adequate police protection for the town. No
Special policeman shall be paid more than thirty-five cents
. per hour without further order from the Council.
BE IT FURTHER ORDAINED, that the Mayor shall have gen-
eral supervismon and control over all special policemen as
well as the regular police.
It was moved by Councilman Flippo , seconded by Council-
man Taylor and unanimously carried , that the following Resolution
be passed ;
WHEREAS, on the 5th day of September , 1937 , E.. Marshall
Rust-, a resident of the town of Leesburg , Virginia , gave the
said towm a framed Copy. of a Map , known as "Gray' s New ?hap ,"
bearing date of 1878 , of said town:
NOW,THEREFORE,BE IT UNANIMOUSLY RESOLVED, by the Council .
of the town of Leesburg , in Virginia , that the said map
presented to the said town on the 5th day of September , 1037 ,
by E. Marshall Rust be and the same is hereby accepted by the
Town of Leesburg , Virginia.
BE IT FURTHER UNANIMOUSLY RESOLVED , by the Mayor and
Council of the said town that they hereby express their thanks •
and the Town' s appreciation to E. Marshall Rust for his
generosity , benevolence and interest in the Town of Leesburg
as manifested by his aforesaid gift.
BE IT FURTHER RESOLVED, that the, Recorder be and he is
hereby instructed to mail a copy of this resolution to E.
siarshall Rust , Leesburg , Virginia. . .

On .moticn of Councilman Flippo , seconded by. Councilman
Hutchison, and voted favorably upon by Councilmen Flippo , Hutchison,
Taylor and Turley( Councilman Rollins did not vote) MAX the follow-
ing Resolution was adopted;
BE IT RESOLVED, by the Council of the town of Leesburg ,
in Virginia , that this town become a member of the League of
Virginia Municipalities for one year from the date hereof and
that the Town Treasurer be and- he is hereby instructed to draw
a check not later than September 15 , 1937 , for $75.00 in
favor of the LeaguE of Virginia Municipalaties in full for the
town' s membership dues for one year from date , which dues
shall include subscriptions to the Virginia Municipal Review
for each town official , and it is further understood that the
• passage of this act does not bind the, town to continue its
membershipafter one year from date unless the Council shall
• so direct.
It was moved by Councilman Flippo , seconded by Councilman
Hutchison , and unanimously carried that the following' Resolution be
passed;
BE It RESOLVED , by the Council- of the town of- Leesburg,
in Virginia , that the Auditor-Treasurer be and he is hereby
Authorized to purchase from Lloyd Slack a desk and two chairs
for the sum of :115.00 and he is authorized to draw a check
. for 015.00 to pay for said desk and two chairs.

BE IT RESOLVED, by the Council of the town of Leesburg , in
Virginia , that the Auditor-Treasurer be and he, is hereby
appointed and constituted Chairman of each of the Committees :
Finance , Town Hall, Water , Building , Fire , Lights , Equipment
and Streets both North and South of Market Street.

Mr. Waller of the State Auditing Department who has been
setting up a new bookkeeping system for She town appeared before
the. Council and made the following report ;

Upon motion of "Councilman Flippo , seconded by Councilman
Hutchison, and. unanimously carried, the foldowina Ordinance was

BE IT ORDAINED, by the Council of the town of Leesburg ,
in Virginia, that, if any person arrived at the age of dis-
cretion profanely curse -or swear or get or be drunk or act
'in a disorderly manner in public , he shall be deemed guilty
of a misdemeanor and upon conviction therof shall be fined
not less than one nor more than ten dollars.
- BE IT FURTHER ORDAINED, -by said council that , if any
person shall take a drink of alcoholic beverages or shall
-tender a drink of alcoholic - beverages to another , whether

accepted or not , at or in any public place , he shall be
deemed guilty of a misdemeanor, and fined not less than one
nor more than ten dollars.
It was moved by Councilman Turley , seconded by Council-
man Flippo ;' and unanimously carried , that the following Ordinance
. be adopted ;
BE IT ORDAINED, by the Council of the town of Leesburg ;
• in Virginia, that 'it shall be unlawfuli for any person to
drive 'or operate any automobile or any other motor vehicle , ,,
- car , truck, engine , or train, while under the influence of r
alcohol , brandy , rum, whisky, gin , wine ; beer , ale , porter ,
stout , or any other liquid, beverage or article containing - •
alcohol or while under the influence of any narcotic drug , ,
