November 2 , 1937 •
At as special meeting of the Mayor and Town Council of the
town •of Leesburg , in Virginia, held in the Council Chamber on Tuesday ,
November 2 , 1937 , et 8 :00 P. M. ; for the purpose of •offering the
public an opportunity to discuss a proposed parking Ordinance with
the said Cou4cil , there were present ; Lucas D. Phillips , Mayor ; Louis
T. Titus , Recorder; Roy M. Flippo ; John T . Hourihane , Lawrence S.
' Hutchison, L. . C. Rollins , and Joseph H . Turley . Councilmen.
Others present were ; Louis F. Atwell ; E. S. Dailey , and
W. D. Payne.
Mr . Atwell was recognized by the Mayor and suggested that
parking be limited to 16 feet on each side of a fire plug.

The I.4gyor asked if there were any objections to the
proposed Ordinance and therebeing none stated that the Ordinance
would be offered to the Council for passage at the next regular
meeting.
On motion of Councilman Hourihane , seconded by Councilman
Turley and unanimously carried , the Building Committee was requested
to issue a permit to the •American Oil Company to repair andefective
valve in their equipment at the Paxson filling station.
The matter of a light being installed by the town near the
Loudoun County Live Stock Market premises was refered to the street
comittee fortthat district :
The Auditor-Treasurer reported that Mr. Allie flan back had
asked that the town furnish wooden curbing to be installed in front
of Mr. Hanback' s residence on West , North street and that Mr. hanback
' would install same. This Matter was also referred to the street
committee for that district.
There being no further business , on motion , the Council
adjourned.

At a regular meeting of the Mayor and Town Council of the
town of Leesburg , in Virginia held in the Council Chamber on Monday
• November 8 , 1937, at 7.30 P. .Iri. , there were present ; Lucas D. Phillips ,
Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo , John T. Hourihane ,
Lawrence S. Hutchison , L. C. Rollins , J. D. Taylor and Joseph H.
Turley , Councilmen.
• The minutes of the last regular meeting held on Odtober 25,
1937 and the minutes of a special meeting held on October 26 , 1937 ,
and those of a special meeting held on November 2 , 1937 , were read
and approved.

It was moved by Councilman Rollins , seconded by Councilman
Turley and unanimously carried that the following Resolu$ion, be
passed ;
BE IT RESOLVED, by the Council of the town of Leesburg ;
in' Virginia ;that thatg:tbe Auditor-Treasurer be and he is hereby
instructed to have a light installed in front of the Loudoun
County Live Stock Market premises.
On motion of Councilman Rollins , seconded by Councilman

Hourihane and unanimously carried , the following Resolution was
passed;
Be it Resolved by the Council of the town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and .he is hereby
instructed and directed to have the pavement repaired at the
premises of Mrs. Emma S. Franklin at the Corner of Loudoun and
Wirt streets with the understanding that the said Mrs . .Franklin
furnish the necessary materiald. ,

A proposed parking Ordinance was discussed but there was •
no action taken by the Council. •
It was moved by Councilman Turley , seconded by Councilman
Rollins and unanimously carried that the following Resolution be
passed;
BE IT RESOLVED, by the Council of the town of Leesburg ,
in Virginia , that the Auditot-Treasurer be and he is .hereby
. authorized and directed to furnish the necessary curbing (Wooden)
to he installed from the West boundry of the premises of Mr.
Ailie Hanback to the corner of North and King streets.
On motion of Councilman Hutchison , seconded by Councilman
Flippo and unanimously carried, the-Auditor-Treasurer was directed
to investigate the matter of removing drain pipe at the paxson filling
station.
It was moved by Councilman .Turley, seconded by :Councilman
Taylor and unanimously carried , that the following Resolution be
passed ;
BE IT RESOLVED, by the Council of the town of Leesburg ,
in Virginia , that the Auditor}Treasurer be and he is hereby
authorized and instructed to ' repair the driveway into the
garage of Rev. G. P. Cragghill with the understanding thet
the said Nev. Craighill pay for same.
Upon motion of Councilman Hutchison, seconded by Councilman
E. M. Flippo , and unanimously carried the following Resolution was
passed ;
BE IT RESOLVED , by the Council of the town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized toiemploy two additiofal men for two weeks to do
street work for which said help is not to receive not more
than twenty cents per hour.

and unanimously carried ,that the following Resolution be passed ;
BE IT RESOLVED, by the Council of the town .of Leesburg ,
in Virginia, that the Auditor-Treasurer be and" he is hereby
authorized and directed to pay the following bills ; .

At a regular meeting of the Mayor and Town - Council of the
town of Leesburg , in Virginia , h&ld in the Council Chamber on Monday ,
November 22 , 1937 , at 7 :30 P. M. , there were present ; Lucas D.
Phillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo , John T .
Rourihane , Bawrence S. Hutchison , L. C. Rollins , J. D. Taylor and
Joseph H. Turley ; Councilmen.
The minutes of the last meeting were read and approved.
On motion of Councilman Hutchison, seconded by Councilman
Turley and unanimously carried , the following Resolution was passed :
• BE IT- RESOLVED; by the council of the town of Leesburg , in
Virginia that the Auditor-Treasurer be and he is hereby authorized
instructed and directed to investthgate and report to the couneil
at its next meeting the estimated or approximate cost of erecting
or building a gutter , cement curb and side-walk , or a gutter ,
cement curb and gravel side-walk on the t1orth side - of North
street between King and Wirt streets:
On motion of Councilman Turley seconded by Councilman ,
Hutchison , and unanimously carried , the following Ordinance was adopted ; . k

BE IT ORDAINED , by the Council of the town of Leesburg, p
in Virginia , that the Mayor or Court trying the case while �\
engaged in the trial of a case , or in- any judicial proceeding ,
shall have the power and jurisdiction to punish- summarily for
contempt in the following instances :
First. Misbehavior in the presemce of the Mayor ' s court
or court trying a case , or so near thereto as to obstruct or in-
terrupt the admistration of justice.
Second. Violence , or threats of violence , to the Mayor or
court trying the case , witness or party going to , attending , or
returning from said court , for or in respect of any act or
proceeding had or to be had in said court.
Third. Obscene , contemptuous , or insulting language ad-
dressed to or published of the Mayor or other person acting in
his place and stead4rdr in respect of any act , or proceeding
had; or to be had , is such court , or like language used in his
presence and intended dor his- hearing , for or in respect of
such act or proceeding.
Fourth. Disobedience or resistance of an officer of the court ,
witness , or other person to any lawful process , judgement , or
order of said court.
The Mayor or other person trying the case may after finding
any person guilty under any provision of this Ordinance punish
him by a fine not to exceed twenty dollars , or by imprisonment
not to exceed ten days .
