At a regular meeting of the Mayor and Town • Council of the
town of Leesburg , in Virginia , h&ld in the Council Chamber on Monday ,
November 22 , 1937 , at 7 :30 P. M. , there were present ; Lucas D.
Phillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo , John T .
Hourihane , Lawrence S. Hutchison , L. C. Rollins , J. D. Taylor and
Joseph H. Turley , Councilmen.
The minutes of the last meeting were read and approved.
On motion of Oounci;hman Hutchison, seconded by Councilman
Turley and unanimously carried , the following Resolution was passed :
• SE IT- RESOLVED; by the council of the town of Leesburg , in
Virginia that the Auditor-Treasurer be and he is hereby authorized
instructed and directed to investigate and report to the couneil
at its next meeting the estimated or approximate cost of erecting
or building a gutter , cement curb and side-walk , or a gutter ,
cement curb and gravel side-walk on the North side • of North
street between King and Wirt streets:
On motion of Councilman Turley seconded by Councilman ,
Hutchison , and unanimously carried , the following Ordinance was adopted ;

LE IT ORDAINED , by the Council of the town of Leesburg, p
in Virginia , that the Mayor or Court trying the case while �\
engaged in the trial of a case , or in- any judicial proceeding ,
shall have the power and jurisdiction to punish- summarily for
contempt in the following instances :
First. Misbehavior in the presemce of the Mayor ' s court
or court trying a case , or so near thereto as to obstruct or in-
terrupt the admistration of justice.
Second. Violence , or threats of violence , to the Mayor or
court trying the case , witness or party going to , attending , or
returning from said court , for or in respect of any act or
proceeding had or to be had in said court.
Third. Obscene , contemptuous , or insulting language ad-
dressed to or published of the Mayor or other person acting in
his place and steadrdr in respect of any act , or proceeding
had, or to be had , in such court , or like language used in his
presence and intended for his hearing , for or in respect of
such act or proceeding.
Fourth. Disobedience or resistance of an officer of the court ,
witness , or other person to any lawful process , judgement , or
order of said court.
The Mayor or other person trying the case may after finding
any person guilty under any provision of this Ordinance punish
him by a fine not to exceed twenty dollars , or by imprisonment
not to exceed ten days .

The Recorder read a letter from the Seagrave Corporation
advising the Council that the pumper being manufactured for. the town
of Leesburg would soon be ready for delivery;
On motion of Councilman Turley , seconded by Councilman
Flippo and unanimously carried , the following Eesolutioh was passed :
WHEREAS , the Council and Mayor of the Town of Liesburg , in
Virginia , are interestes in seeing that transportation for
passengers and commerce is maintained for the convenience of
the citizens of Leesburg and Loudoun County for the benefit end
welfare of the community as a whole ; and
WHEREAS , since the Capitol Greyhound Lines has taken over
the bus line :Jhich is operated froth Washington , D. C. , to
Winchester , Virginia , by way of Leesburg , Virginia , over Virginia
Route No. 7 , and the only busses which leave Leesburg , Virginia ,
for Washington , D. C. , leave at 4 : 15 A.M. , 7 :00 A.M. , 1`: 55P.M.
and 10 :46bP.M. and 6 :05_ P. M. , and the only busses which leave
Washington , D. C. , for Leesburg , Virginia , leave Washington, D.C . ;
at 12 :30 A. M. , 1 :00 P. M. , 5:00 P. U. and 7 :00 P.M. ; and
WHEREAS; the Town of Leesburg has reserved , and keeps at all
hours aforesaid , stopping or parking space on both sides of
Market Street adjoining King Street , which location is near the
center of said town , for the use and benefit of the Capitol
Greyhound Lines; and
WHEREAS ; the transportation facilities for the people in
Leesburg and Loudoun County , Virginia , have been greatly im-
paired since the bus line from Washington , D. C. , to Winchester ,
Virginia , over Nirginia Route No. 7 , was taken over by the
Capitol Greyhound Lines ; and
WHEREAS , the operation of the said bus line over Virginia
Route No. 7 necessarily makes it less profitable for the
Washington and Old Dominion Railway to operate enough passenger
trains between Rosslyn , Virginia and Bluemont , Virginia , to kale
transportation convenient and speedy for passengers along the
said railway ; and
WHEREAS ; the failure of the said Capitol Greyhound Lines to
operate as many busses over the aforesaid route between Washington,
D. C. , and Winchester , Virginia , as were operated by, the Arnold
Bus Company , has adversely effected and will continue to so
effect , both directly and indirectly , transportation facilities
in Leesburg and Loudoun County and greatly injure said town and
county and residents thereof , unless the said Capitol Greyhound
Lines operates more busses ofer the aforesaid Virginia Route No;
7 ; and
WHEREAS , the service rendered by the Arnold Bus Company was
more effective by reason of the fact that it operated more busses
and furnished more transportation facilities at more appropriate
hours than the said Capitol Greyhound lines are doing :
NOW,THEREFORE be it unanimously Resolved by the Council and
Mayor of the Town of Leesburg , in Virginia , that it is the desire IIof the said Council and Mayor to have the said Greyhound Bus
Company operate more busses at more appropriate hours over
Virginia Route No. 7 through Leesburg for the convenience of the
people of Leesburg , and it is the unanimous opinion of the
Council and Mayor of the said town that the Capitol Greyhound
Lines are not rendering the service to the people of Leesburg and
the surrounging community commensurate with its obligation to
furnish service which is implied or inherent in its franchise
and its parking rights granted and protected by the town of
Leesburg and other minicipalities.
BE IT ALSO RESOLVED; by the said council of the said town
of Leesburg , that the Recorder be and ht is hereby authorized and
instructed to send a copy of this Resolution to the Capitol
Greyhound Lines.

• It was moved by Councilman Rollins ; secOnded by Councilman
Turley and unanimously carried ,the following Ordinance was adopted ;
BE IT ORDAINED, by the Council of the town of Leesburg ; in
Virginia, that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to pay the members of the
Leesburg Fire Company the usual sum of , 20:00 ; annual salary ,
' on or before December 5, 1937 , out of which he is to deduct
any taxes , water rents or other levys , due the town of Leesburg:
On motion of Councilman Rollins , seconded by Councilman
Turley, and unanimously carried the following Ordinance was adopted ;
• BE IT ORDAINED; by the Council of the town of Leesburg , in
Virginia , that the Auditor-Treasurer be and he is hereby
authorized and instructed to pay Mr . R. L. Hough for fifteen
days in leiu of his vacation.
It was moved by Councilman Rollins , seconded by Councilman
Flippo and unanimously carried , that the following Ordinance be
adopted ;
BE IT ORDAINED, by the Council of the town of Leesburg ,
in Virginia , that the Atditor-Treasurer be and he is hereby
authorized and instructed to pay the following bills ;

On motion of Councilman Hutchison , seconded by Councilman
Flippo and unanimously carried , the' following Ordinance was adopted;
BE IT ORDAINED , by the Council of the town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized and instructed to purchase 500 feet of fire hose
with the approval of the fire committee .
It was moved by Councilman Hutchison , seconded by Council-
man Turley and voted for by Councilman , Flippo , Hourihane and
Rollins , ( Councilman Taylor not voting ) , that the following Ordinance
be adopted ;
BE IT ORDAINED , by the council of the town of Leesburg ,
• in Virginia, that the parking of motor vehicles within
fifteen feet of the intersection of any street or hightway
with another street or highway , or within fourteen feet of
a fire plug , or is such a manner as to obstruct the use of
an alley or driveway be and the same is hereby prohibited.
BE IT FURTHER ORDAINED , by the said council of the town
of Leesburg that double-parkinrwithin the said. town of
Leesburg be and the same is hereby prohibited.

II BE IT FURTHER ORDAINED , by the said council of the town
of Leesburg that all motor vehicles shall be parked parallel
to the curb with the right wheels not more than ten inches
therefrom.BE IT FURTHER ORDAINED, by the said council of the town *
Leesburg that the Auditor-Treasurer , sub3ect to the approval
of the street committee , except in cases of emergencies , be
and he is hereby vested with power and authority to place or
erect, temporarily or permanently, "stop signs" at any danger=
• ous street crossing or intersection for the protection of the

public and "no parking signs" or "no parking between signs" ,
or such other signs as he may deem approptiate , with such pro-
visions or limitations as he may deem wise , on such streets and
at such places as the public safety , convenience and public
welfare may demand. -
- BE IT FURTHER ORDAINED , by the said council of the town.
of Leesburg that , except Sunday , the period of time a motor
vehicle may be parked between Loudoun and Market Streets on •
either side of King Street , and on the West side of King Street
between Market and Cornwall Streets and on the South side of
Market Street between Church and Wirt Streets , between eight
o ' clock A.M. and five o ' clock P.M. , be and the same is hereby
limited and restricted to a period of two pours until and
unless the same be changed by the council or the Auditor-
Treasurer in accordance with the provisions of the preceding
paragraph of this Ordinance :
BE IT FURTHER .ORDAINED , by the said council of the town
of Leesburg that any violation of any provision of this
Ordinance , or any refusal or failure to obey any "stop'; sign
or other sign which has been or may hereafter be erected by
the town or the Commonwealth of Virginia for the purpose of
regulating traffic or speed of motor vehicles shall be un-
lawfull .and constitute a misdemeanor , and any person convicted
of violating any provision of this Ordinance , shall be punish-
ed by a fine from one dollar to five dollars for the first
offense and by a fine from two dollars to ten dollars for a
second or subsequent offense .
BE IT FUREIIEE ORDAINED, BY- THE - SAID council of the town
of Leesburg. that all Ordinances passed heretofore in conflict
with the provisions of this Ordinance be and they are hereby
repealed.
BE IT FURTHER O'_;DAINED, by the council of the said town •
of Leesburg that this Ordinance shall become effective at the
expiration of 14 days from its passage.
BE IT FURTHER ORDAINED, by the said council of the town
of Leesburg that the Auditor=Treasurer be and he is hereby
authorized and directed to have the forgoing provisions of
this Ordinance published twice it. each of the two newspapers
published in the• said town.
On motion of Councilman Hourihane ,. seconded by Councilman
Flippo , and unanimously carried , the following Ordinance was adopts ;
BE IT ORDAINED , by the council of the town of Leesburg ,
in Virginia, that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to purchase and place or
install as soon as it is convenient to do so , the necessary
' signs at appropriate places for the purpose of informing or
warning drivers of motor vehicles that the speed limit in
the business district of the town is limited and restricted
to fifteen miles per bour and twenty-five miles per hour in
the rest of the town , and that the parking of motor vehicles
on either side of King Street between Loudoun and Market 11Streets and on the West side of King Street between Market
and Cornwall Streets , and on the South side of Market Street
between Wirt and Church Streets to comply with provisions
of the Ordinance just passed. •
