December 13 , 1937
At a regular meeting of the Mayor and town Council of the
town of Leesburg , in Virginia ,held in the Council Chamber on Monday
December 13 , 1937 , at 7 :30 F. M. there were present ; Lucas D. Phillips ,
Mayor ; Louis T . Titus , Recorder , and Roy M. Flippo , John 'T. Hourihane ,
Lawrence S. Hutchison, L. C Rolltns , J . D. Taylor and Joseph H. Turley ,
Councilmen.
The minutes of the last meeting were read and approved.
On motion of Councilman Hutchison seconded by Councilman
Flippo and unanimously carried , the following Ordinance was adopted ;

BE IT ORDAINED, by the council of the town of Leesburg ,
in Virginia ; that the Town Sergeant and other police officers
of the town of Leesburg be and they are hereby authorized and
directed to issue summons for violation of any provision of
the traffic and parking Ordinances heretofore passed or which
may hereafter be passed by the council requiring the person '
summoned to appear before the mayor and answer for his offense.
A committee of the vestry of the St. James Episcopal Church
composed of Mr. H. E. Cole , Mr. T. M. Fendall and Mr . H . H.
Trundle, appeared before the council in the interest of selling
their interest in the Fadley lot ; on West Loudoun Street , to the
. town for -$1200.00; for a parking lot. .
Mr. Cecil Connor appeared , representing the Fadley estate ;
and stated that they would sell their interest in said lot for
a like sum or they might sell for the sum of $1 ,000.00 subject
to the approval of the heirs of Mr. H. J . Fadley.
There was some discussion of the matter of purchasing said
lot for a parking lot for the town but no further action was
taken.
. The-Auditor-Treasurer read his monthly report for the
month of November.

It was moved by Councilman Hourihane , seconded by Councilman
Hutchisonand unanimously -carried that the following Ordinance be
• adopted ;
• WHEREAS, the Auditor-Treasurer reports that there is now
the sum of $1 ,479 .44 in the Treasury of the Town set aside in
the Sinking Fund ; and
WHEREAS , there are fourteen outstanding water bonds for
*One Thousand Dollars each as evidence of the Town ' s present
indebtedness for the building of its present water system :
• Now, therefore , BE IT ORDAINED , by the Council of the Town
-of Leesburg , in Virginia , that the Auditor-Treasurer be and he
•is hereby authorized , instructed and directed to Day-off and
retire One of the aforesaid bonds for One Thousand Dollaats
•( $1.000.00) and also pay the accrued interest on said bond up
to the date it is paid off and discharged.

the Auditor-Treasurer read his quarterly statement for the
quarter ending November 30, 1937 .
On motion of Councilman iiourtane , seconded by Councilman
•Flipoo and unanimously carried , the following Resolution was passed ;
WHEREAS, the Auditor-Treasurer has this day presented to
the Council of the Town of Leesburg , in Virginia , a quarterly
statement of all receipts and an analysis of all disbursements
for the months of September , October , and November , 1937 :

Now, therefore ,BE IT RESOLVED; by the Council of the Town
of Leesburg , in Virginia , that the said quarterly report of the
Auditor-Treasurer , be and the same is hereby unanimously accepted
and approved by the said council.
BE IT FURTHER RESOLVED , by the said coutcil that. the
Auditor-Treasurer be and he is hereby authorized and directed
. to have a copy of the said quarterly report published once in
The Loudoun Times-Mirror , a newspaper published in said town
and also post a copy of the said quarterly statement in front
of the courthouse in the said town.
The Auditor-Treasurer made a report to the, Council on
the cost of a curb and gutter on West North Street.
It was moved by Councilman Hutchison , seconded by Counculman
Flippo and unanimously carried , that the matter of a curb and gutter
on West North Street be laid on the table.
On motion of Councilman Hourihane , seconded by Councilman
Hutchison and unanimously carried , the following Resolution was •
passed ;

BE IT RESOLVED, by the council of the town of Leesburg ;
• in Virginia , that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to have the roof of the
town water tank repaired.
The Auditor-Treasurer was instructed to investigate the
matter of having the water line from the spring of Mrs . H. T . Harrison
to the Harrison reservoir. 1j (
It was moved by Councilman Turley , seconded by Council-
man Hourihane , and unanimously carried that the following Ordinance
be adopted :
BE IT ORDAINED, by the council of the town of Leesburg ;
in Virginia , that, the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to pay the following bills;

On motion of Councilman Turley , seconded by Councilman
Hutchison , and unanimously carried , the following Resolution was
passed ;

WHEREAS , on the 29th. day of November , 1937 , E. Marshall
Rust , a resident of the town of Leesburg, Virginia , gave the
said town two maps thereof; one of which is a copy of a map
made in 1759 and the other was made as of November 20 ; 1937 :
Now, therefore , BE IT UNANIMOUSLY RESOLVED, by the Council
of the town of Leesburg , in Virginia , that the said maps which
were presented to the said town on the 29th. day of November ; 1937 ,
by E. Marshall. Rust be and they are hereby accepted by the Town
of Leesburg , Virginia .
BE IT FURTHER UNANIMOUSLY iiESLOYE.D, by the Mayor and Council
of the said town that they XXX hereby express their thanks aid
the Town' s appreciation to E. Marshall Rust for his generosity ,
benevolence and interest in the Town of Leesburg as manifested
by his aforesaid gift.
BE IT FU?THEE RESOLVED, that the Recorder be and he is
hereby instructed to mail a copy of this Resolution to E.
Marshall Rust , Leesburg, Virginia .
A representative of the Seagrave Corporation appeared
before the council stating that the Vumper purchased by the
town had been delivered and had been tested by the Leesburg
Fire Company and The Southeastern Underwriters Association;
Upon motion of Councilman Hutchison , seconded by Council -
manTurley , and unanimously .carried , the following Ordinance was
adopted ;
BE IT ORDAINED , b, the Council of the town of Leesburg ,
1.0 Virginia, that the Auditor-Treasurer be and he is hereby
' authorized and directed to purchase five hundred ( 500) feet
of Eureka , Monitor Multiple Woven , fire hose at $1.10 per
foot , provided the seller will deliver same in Leesburg.
It was moved by Councilman Hutchison , seconded by Council-
man Hourihane , and unanimously carried , that the following Ordinance
be adopted; (31)

BE IT ORDAINED , by the council of the town of Leesburg ,
in Virginia , that, if any person carry about his person hid
from common observation , any pistol ; dirk, bowie-knife , razor ,
slingshot , metal knucks or any weapon of like kind , he shall
upon conviction thereof, be fined not less than tkenty dollars ,
nor more than one hundred dollars and ; in the discretion of
the mayor of court trying the case , may , in addition thereto ,
be committed to jail for not more than six months , and such
pistol , dirk, bowie-knife , razor , slingshot , metal knucks ; or
any other weapon of—like kind , shall , by order of the Mayor
or court trying the case be forfeited to the town of Leesburg
and may be seized by an officer as forfeited , and such as may
be needed for police officers and conservators of the peace -
shall be devoted to that purpose , and the remainder shall be
destroyed by the officer having them in charge ; but this
Ordinance shall not apply to any police officer , town or city
sergeant , constable , sheriff , deputy sheriff , conservator of
the peace, or to carriers of the United States Mail in rural
districts , or collecting officer while in the discharge of
his official duty , or to any person permitted to carry
concealed weapons by the circuit court of Loudoun County ,
Virginia .
It':was moved by Councilman Turley , seconded by Councilman

BE IT RESOLVED , by the council of the town of Leesburg ,
in Virginia , that the New Seagrave pumper No. 1 , Model -10 ,
which was recently delivered to the said town, be and the
same Fs hereby accepted , subject to acceptance of same by
the Leesburg Fire Company and subject also to receipt of a
written approval of said pumper , of the •underwriters test.
• • BE IT FURTHER RESOLVED, by the said council , that the
Auditor-Treasurer be and heris hereby authorized and directed
to pay the Seagrave Bompany the sum of $3 ,250.00 in full pay-
ment
'
of the town' s part of the purchase of the aforesaid pump-
er , within thirty days from the date the said pumper is
accepted by the Leesburg Fire Company , provided said Fire
Company pays the balance of the said purchase price within
said period of thirty days from its acceptance of said pumper.
There being no further business , on motion , the Council
adjourned .

the Town of Leesburg , In Virginia ; held in the Council Chamber on
Monday , December 27 , 1937 , at 7 :30 P. M. there were present ; Lucas
D. Phillips , 'Mayor; Louis T. Titus , Recorder , and Roy 'M. Flippo ,
L. S. .Hutchison , L. C. Rollins , J. D. Taylor and Joseph E. 'Turley,
Councilmen.

The minutes of the last meeting were read and approved.
The EEcorder read the report of the Southeastern Under-
writers Association , Dated December 17 , 1937 of the Leesburg Pumper
number 1 recently purchased by the town of Leesburg.
It was moved by Councilman Turley , seconded -by Councilman
Hutchison , and unanimously carried that -the following Resolution be
passed ; •

WHEREAS , B. Powell Harrison , Jr. , has this day presented
to the coufficil •of the town of Leesburg , in Virginia ; a thorough
analysis of the insurance carried by the said town on the
property belonging to the town and recommendations and suggest-
ions for changes in policies to save money for the town and
give it better protection : now,
THEREFORE SE IT UNANIMOUSLY RESOLVED , by the council of
the town of Leesburg , in Virginia , that the analysis of B.
Powell Harrison Jr. , on insurance on the town ' s property ,
together with recommendations and suggestions , be -and the same IIis hereby accepted and filed with the records of -the town.
BE IT FURTHERUNANIMOUSLY RESOLVED by the said council
and Mayor of the said town that we hereby express our thanks
and appreciation to Mr. Harrison for his interest and work in
preparing and submitting the said report to the town of Leesburg.
Mr. Wesley Dodd appeared before the council and explained
that he had been asked to examine the torn'; water tank and
estimate the cost of any needed repairs to the roof. He 'also
suggested that the town employ a qualified inspector and have
the tank thoroughly inspected .
